After determining that a quorum is present, the City Council of the City of Denton, Texas will convene
in a Work Session on Monday, November 7, 2016 at 11:30 a.m. in the Council Work Session Room at
City Hall, 215 E. McKinney Street, Denton, Texas at which the following items will be considered:

SUBJECT
Receive a report, hold a discussion, and provide direction regarding current City of Denton facilities and how to
proceed with planning for future needs.
BACKGROUND
The City Council toured the City Hall West facility in June 2015. As a result of the tour and subsequent
discussion, the City Council concluded that City Hall West was an inadequate facility for the current operations
housed in this building. Council directed staff to develop facility options for consideration. Staff provided a
future Planning Needs presentation at the August 11, 2015, Council Work Session outlining short-term and
long-term facility options including a recommendation for a new one-stop City Hall based on recommendations
included as part of the 2002 HOK Denton Facilities Master Plan Study.
Short-term objectives considered in August 2015:
• Seek appropriate facility that can be leased to house the Planning and Development Department over
the next few years
• Consider re -purposing the City Hall West and Old Central Fire Station facilities
• Pursue the purchase and demolition of the Denton County building adjacent to the current City Hall
Long Term objectives considered in August 2015:
• Develop plan for City Hall to be funded in next bond program
• Utilize community task force to examine options and develop a recommendation to be considered by
the voters in November 2020
• Staff proposed a City Hall facility needs assessment in order to:
o Utilize/establish an internal steering committee to determine appropriate departments to be
included in new facility
o Validate current and future facility needs
o Assess parking requirements for facility and downtown area
o Develop initial site planning options
o Use the results of the facility needs assessment to identify elements which should be included in

the preliminary design
At the January 2016 City Council Retreat, staff received direction to engage a consultant to assist in the review
the 2002 HOK Facilities Master Plan Study and update organizational planning considerations as outlined in
the previously referenced long-term bullet points from August 2015. In April 2016, staff entered into a
professional services agreement with the Denton firm Nelson+Morgan Architects, Inc. to help guide the City of
Denton in the review and reassessment of the 2002 study; and to help define the future vision for the Denton
City Hall Complex in a phased approach by establishing goals, issues and objectives for the needs of four
primary municipal facilities, City Hall, City Hall East, City Hall West and the Service Center.
Specific items addressed in Phase I of the City of Denton Facilities Master Plan Study include:
• Update the assessment of the four facilities to determine conditional status, identify any deferred or
major maintenance, code compliance or other related capital items
• Verify space inventory of the four facilities and update each departmental and organizational usage
• Review departmental requirements and work place standards to determine if the 2002 master plan
square footage allocations are still adequate for each department
• Update City of Denton staffing and spatial needs projections to 2016 and 2026
• Review 2002 Master Plan primary recommendations and growth concepts
• Verify formula applications from the 2002 Master Plan to verify the growth pattern is updated to meet
current growth pattern
• Refocus primary 2002 Master Plan recommendations to a 2016 Master Plan
The intent of this item is to provide an overview of the Nelson+Morgan update to the Facilities Master Plan
which evaluates key municipal facilities, issues at each location, and provides a recommendation on how to
proceed with future facility needs. Staff is seeking Council direction on advancing a proposal to design and
construct a new one stop City Hall in downtown Denton. Should Council support the development of a new
City Hall, City Hall East would then have capacity to serve the community as the Justice Center. In addition to
the City Hall proposal, consideration of a downtown parking structure in the Downtown Tax Increment
Financing Zone as well as proposal to develop a Southwest Service Center to alleviate space constraints at the
current Service Center which will improve efficiencies service delivery to Denton residents by reducing the
service area for field operations.
Alan Nelson, Nelson+Morgan, Architects will facilitate the discussion with Council, using the attached
PowerPoint presentation (Exhibit 1). As stated in previous discussions with Council, that regardless of the
direction we choose, there will be significant costs to renovate, lease, and/or acquire additional space to meet
the organizational facility needs in the future. Staff is seeking direction from Council on the recommendation
to initiate planning and design initiatives to address space constraints. Should Council support the
recommendations in the Facilities Master Plan update, it would be advantageous to have a conceptual design,
site location and planning level cost estimate for the next City Hall as part of the 2020 Bond Program
considerations.
Finally, staff will provide a brief report on the recently acquired County Annex property adjacent to City Hall
at 301 East McKinney. Efforts to remediate environmentally hazardous materials in the structure and
contaminants in the soil were completed in September. Bid documents to receive proposals to demolish the
structure were published the first week of November. Staff is seeking confirmation from Council on previous
direction to move forward with demolition of the structure which could be initiated as early as January 2017.

Give staff direction to initiate Phase II of the Facilities Master Plan to include direction to move forward with
preliminary design efforts for a one stop City Hall Campus, a downtown parking structure and design and
construction of a proposed auxiliary service center located in southwest Denton and long-term planning efforts
for the County Annex.

The foundation for the plan is the five long-term Key Focus Areas (KFA): Organizational Excellence; Public
Infrastructure; Economic Development; Safe, Livable, and Family -Friendly Community; and Sustainability and
Environmental Stewardship. While individual items may support multiple KFAs, this specific City Council
agenda item contributes most directly to the following KFA and goal:

INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL

SUBJECT:
Report regarding status of property at 301 E McKinney, former County Annex.
BACKGROUND:
On July 1, 2016 the City acquired the County building adjacent to City Hall. Staff suspected
environmental issues within the structure that would require remediation.
DISCUSSION:
Facilities Management contracted an assessment/survey to identify and quantify environmental
issues with the structure. Staff received the report which identified asbestos containing material
(ACM) in quantities requiring abatement. Three removal specialists inspected the structure and
staff has entered into an agreement with the lowest qualified vendor (This vendor has provided
services to the City of Denton in the past) to remove ACM from the structure. The tentative start
date for ACM removal is September 6, 2016. This will allow time to process the contract and
facilitate the required 14 day state notification process. After ACM abatement, staff will proceed
with acquiring bids for demolition of the structure to include backfill of site and establishing sod
for green -space.
Landscaping work was recently completed to trim overgrown shrubs and trees. County parking
signs were also removed to create as many usable parking spaces as possible. Kenny Banks,
Director of Environmental Services is working with W&M Environmental to excavate soil
containing environmental contaminates generally located on the north side of the structure. Staff
anticipates this work to be initiated by mid-September, however, a completion date has not been
established as sampling results and state regulatory procedures typically govern the remediation
process/timeline.
Over the next several weeks, schedule permitting, the Fire Department and the Police
Department may be utilizing the facility to conduct various public safety training activities. The
opportunity to access this type of structure for training purposes provides invaluable experience
for both the Police Department and the Fire Department.
Finally, staff wanted to remind Council that Nelson + Morgan Architects, local firm tasked with
conducting the City Hall facility planning document, are currently scheduled to present their
findings and recommendations on space needs to Council in late October or November. This
property may play a role or may be considered for future City Hall facility needs.
CONCLUSION:
Unless there are objections, staff will move forward with the actions outlined above. Staff
anticipates structure remediation and demolition of the structure to be completed by end of
calendar year.
