BACKGROUND Construction: TheTexasDepartmentofTransportation(TxDOT)recentlytransferredFM426fromtheir“on-system” roadwaynetworktotheCity’slocalroadwaynetworkandtransferredtheFM426projectintheTransportation ImprovementPlan(TIP)fromTxDOTtotheCity.TheCityofDentonreceivedtheLocalProjectAgreement (LPA)draftfromTxDOTonNovember28,2016.Staffhasinitiatedanengineeringandlegalreviewand finalization(someitemshavealreadybeenidentifiedasrequiringchange)beforetakingittotheCouncilfor consideration and approval. StaffhasbeenadvisedTxDOTwillexecutetheCityofDentonapprovedLPAwithin30-45daysofreceipt. AfterfullexecutionoftheLPA,TxDOTwilltransfertheirallocatedfundingtotheCity,approximately$18.27 million.Atthattime,theCitywillbeabletoincurexpensesagainstthefunding.AnyexpensestheCityincurs priortotransferofthefundingwillnotbeauthorizedtobechargedtotheTxDOTfunding.Itisanticipated funding will not be authorized until late-January 2017. WhileawaitingtheLPAandtransferoffunding,theCityisproceedingwithfinalizingitsRequestforProposals (RFP)fromconsultingengineerstoserveastheCity’sDesignCriteriaconsultanttoprepareschematicplansfor theprojectandassisttheCitywithpreparationofaDesign-BuildRFPtocontractwithaDesign-BuildTeam (engineerandcontractor)topreparethefinaldesignandconstructtheutilityadjustmentsandroadway improvements.UponreceiptofTxDOT’sprojectfunding,theCouncilwillbeabletoawardacontractwiththe DesignCriteriaconsultant.Staffanticipatesthedesignschematicphasetotakeapproximately18monthsand thedesign-buildphasetotake18-24months.Shouldthedesignrequirerightofwayorutilityeasements,an additional 12 months will be added to the schedule prior to the construction phase. Transportation Partnership: Earlierthisyear,theCityofDenton,DentonCountyTransportationAuthority(DCTA)andtheDenton IndependentSchoolDistrict(DISD)enteredintoatwomonthpilotprogramofferingreducedfareridesfor studentswholiveinsidethetwo-mileDISDnobussingzone,generallyalongtheLoop288andMcKinney StreetCorridor.Thepartneringagenciesdevelopedthe2016-17program,basedonthepilot,allowingstudents toutilizetheexistingDCTAConnectRoute3toaccessRyanHighSchool(RHS)throughavouchersystem. Vouchersorpassesarepricedat$2.50perweekandareadministeredbyDISDstaffatRHS.Thetotal estimatedcosttotheDISDandtheCityofDentonforthe2016-17programis$13,500andthecostwillbesplit equally.DCTAisprovidinganin-kinddonationthroughatwenty-percentdiscountedgrouprateforthepasses andprovidesapproximately30One-RideConnectPasseseachmonthforstudentswhomaywanttotryoutthe program to see if it fits their needs. ESTIMATED SCHEDULE OF PROJECT Engineering anticipates an 18 month schematic design phase followed by 18-24 month design-build phase. Staff from the partnering agencies anticipate the DCTA Voucher program will be necessary through June 2019. PRIOR ACTION/REVIEW (Council, Boards, Commissions) June 2015 - Denton City Council gave staff direction to work with TxDOT to move FM 426 off-system. February 2016 - Denton City Council and DISD Board received a briefing on this project. April 2016 - Denton City Council received an Informal Staff Report. MonthlyupdateshavebeenprovidedtotheDentonCityCouncilMobilityCommitteeviatheTxDOTOn- System Report (Exhibit 1). FISCAL INFORMATION TxDOT had an estimated $18.27 million in the project account for the reconstruction of FM 426. AsofNovember,DISDandtheCityofDentonhavecontributedapproximately$700eachtoprovide transportation options through the 2016-17 DCTA Voucher Program. This process allows the city to design and construct the facility consistent with its objectives without any state or federal oversight. This approach required the funds available for FM 426 to be converted from STP-MM to Regional Toll Revenue funds. RTC approved funding conversion. City council voted on December 15, 2015, to begin process to take FM 426 off-system. Item was approved on the June Texas Transportation Commission agenda. Because the project funds were originally obligated under the on-system CSJ, the commission must approve the transfer of the funds to the off-system CSJ. TIP modifications transferring funds from on-system CSJ to off-system CSJ were submitted to NCTCOG on October 27, 2016. STTC will be approving these TIP modifications on December 1, 2016, and RTC on January 12, 2017. LPAFA was transmitted to city for review and approval on November 28, 2016. After city execution, TxDOT execution will take approximately 30 days. Transfer of funds will occur electronically after full execution of LPAFA. City staff has outlined a plan to advance a two-phase approach. Phase I would improve FM 426 from Loop 288 to Grissom Road as a four-lane divided curb and gutter cross section, as well as improve the Loop 288/McKinney intersection. Phase II would provide similar improvements from approximately Loop 288 to Woodrow Lane. Other: Phase 1 will include sidewalks on both sides of the project.
