BACKGROUND OnNovember30,2016Ms.ShirleyJohnsonandMs.ShirleyMartin,representingaCommitteeofElectors, submittedapetitionforataxfreezeforseniorsandthedisabledinthecityofDenton.Ihavereviewedthe elementsofthepetitionrequiredbytheCityCharter,foundthepetitiontobesufficientandherebycertifythat the petition is in compliance with the provision of the City Charter. InkeepingwiththeprovisionsoftheCityCharter,apublichearingwillbeheldonJanuary10,2017. Followingthepublichearing,CouncilwillconsideranordinancecallingaspecialelectionforMay6,2017to considertheproposedtaxfreezeordinance.Section1-b(h)ofArticle8,TaxationandRevenue,oftheTexas Constitutionstatesthatonreceiptofapetitionsignedbyfivepercentoftheregisteredvotersofacity,the governingbodyshallcallanelectiontodeterminebymajorityvotewhethertoestablishataxlimitation.Asthe callingofthiselectionisnotdebatable,theordinancecallingtheelectionwillbeplacedontheJanuary10, 2017 Council agenda.
