i, �, � � ' 1 11 A RESOLUTION DOCUMENTING THE PROCESS FOR PURCHASING AND MANAGING THE CITY'S DIVERSE VEHICLE FLEET, VJHICH INCLUDES VEHICLES AND HEAVY EQUIPMENT, 1N A MANNER THAT MINIMIZES GREENHOUSE GAS EMISSIONS AND CONSIDERS LIFE-CYCLE ECONOMICS OF CURRENT AND FUTURE FLEET VEHICLES; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Denton seeks to purchase new non-emergency fleet vehicles that provide the best available net reduction on vehicle fleet emissions, including, but nat limited to, the purchase of alternative fueled and hybrid vehicles; and WHEREAS, the City tracks and reports fleet-wide GHG emissians; and WHEREAS, the City is committed to being an environmentally and economically sustainable city that is designed, constructed, and operated ta use resources efficiently and minimize waste; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES: SECTION 1. The City shall make every effort to purchase and use the lowest emission vehicle or equipment item possible, while taking into account the vehicle's life-cycle casts and the ability to support City operatians and services. SECTION 2. This Resolution shall become effective immediately upon its passage. OBJECTIVES A.TrackandreportfleetwideGHGemissions. B.OptimizethefleetsizeΑeliminateorredeployunderutilizedvehicleswhile promotingfleetrentalandsharingacrossdepartmentallines. C.Purchasenewnonemergencyfleetvehiclesthatprovidethebest availablenetreductioninvehiclefleetemissions,including,butnot limitedto,thepurchaseofalternativefueledandhybridvehicles. D.Considerpurchasingloweremissionemergencyfleetvehicleswith comparableperformance,safety,andfuelavailabilityduring emergenciesascomparedtoconventionallypoweredemergency fleetvehicles. E.Reduceemissionsofcarbondioxide(CO2),acriticalgreenhousegas, carbonmonoxide(CO),nitrogenoxides(NOX),andparticulatematter ΛtaΜΓğƌƌproducedthroughcombustionoffossilfuels.MakereducedCO2 emissionsacriticalpurchasecriterion. F.Educateandencouragecitystaffinecodrivingbestpracticesincluding conservativeacceleration,brakingandreducedengineidling. G.Optimizeutilizationofsustainablefuelsastheybecomeeconomically availablewhiledecreasingtheuseoffossilfuels. 1 POLICY TheCityofDentoniscommittedtobeinganenvironmentallyandeconomically sustainablecitythatisdesigned,constructed,andoperatedtouseresources efficientlyandminimizewaste.TheCitywillremaincommittedtomanagingand conservingnaturalresourcesinanequitablemannerforpresentandfuture generationsofresidentsreceivingcityservices. ThetransportationsectoraloneisresponsibleforaboutonethirdofourƓğƷźƚƓƭ totalproductionofcarbondioxide,asignificantgreenhousegas.Throughthe implementationofthispolicyandtheCounciladoptedCleanFleetPolicy,the Citywillbeanationalleaderwithrespecttohowweasacitymanageourdiverse fleetofbothvehiclesandheavyequipment.Inrecognizingthatfleetassets accountforasignificantcontributiontothe/źƷǤƭoverallgreenhousegas emissions,andthattheseemissionscanbereduced,alongwithvehiclefueland maintenancecosts,throughthepurchaseofalternativelyfueledvehicles,the Cityadoptsthefollowingpolicy. TheCityshallmakeeveryefforttopurchaseandusethelowestemissionvehicle orequipmentitempossible,whiletakingintoaccounttheǝĻŷźĭƌĻƭlifecyclecosts andtheabilitytosupportCityoperationsandservices.TheCityshallstriveto feasibleandreducedependenceon utilizesustainablefuelswheneconomically fossilfuels. Includedinthepolicyareidlereductionmeasuresforthemunicipalfleet.TheCity ofDentonCurrentlyhasacitywidepolicy,butatalargerclassofvehiclethatdoes notincludethemajorityofvehiclesinthefleet.Thegoalistoreduceidlingin ordertofurtherreducegreenhousegasemissionsandgroundlevelozone throughouttheNorthCentralTexasregion. Currentandfutureemissionstargetswillbedevelopedandevaluatedwithinthe contextofthe/źƷǤƭoverallgreenhousegasreductionstrategies. Theprimarymeasureofthe/źƷǤƭsuccessinaccomplishingtheaboveobjectives istheannualprogresstowardmeetingthegoalofreducinggreenhousegas vehicleemissionsby25%bytheyear202526. 2 Secondarymeasuresofthe/źƷǤƭsuccessinaccomplishingtheaboveobjectives includeanincreaseintheratioofsustainablevs.fossilbasedfuelsusedinCity vehiclesandequipment. GREENFLEETTEAM TheestablishmentandfunctionoftheGreenFleetTeamshallbetodevelopand monitorpoliciesandproceduresrelatedtothepurchaseanduseofCityvehicles andequipmenttoachievethegoalsandobjectivesoftheGreenFleetPolicy.The TeamwillreportfindingsandprogressannuallytotheCommitteeonthe Environment,beginningOctober2017. TheGreenFleetTeamwillincluderepresentationfrom: A.FleetServices B.Purchasing C.EnvironmentalSustainability D.Finance E.Selectedoperatingorusingdepartmentsonarotationschedule TheGreenFleetTeamshalloverseerefinementandimplementationofthe GreenFleetPolicy. TheGreenFleetTeamwillrecommendacceptableinitialincrementalcostsfor improvedenvironmentalperformancebasedonfuelsavingsandemissions reductionsovertheservicelifeofavehicle.TheGreenFleetTeamwillconduct comprehensivelifecyclecostanalyses(includingfuel,maintenance,operational, andincrementalcosts),priortopurchasingfleetreplacementsoradditions.The correspondingbidprocesswillreflectthisanalysis.Inaddition,theGreenFleet Teamwillpursuefundingfromexternalsources,suchasregional,state,and federalgrants,tooffsetanyincrementalinitialcosts. ESTABLISHINGBASELINEMETRICS TheCityof5ĻƓƷƚƓƭSuperintendentofFleetServiceshasestablishedandwill maintainaninventoryofvehiclesintheCityfleet.AllCityvehiclesandmetered equipmentthatoperateongasoline,diesel,electricity,orotherenergysources areincludedinthispolicy.Thebaselineyearfordeterminingtheeffectivenessof 3 theGreenFleetprogramwillbefiscalyear20052006.Baselineinformationfor eachvehicleclassandfuelorenergytypeshallincludethefollowingmetrics: a)Numberofvehiclesbyclass b)Annualmilesdrivenormeterhoursofuse c)Averagemilesormeterpergallonbyvehicleclass d)Quantityoffuelconsumptionbyvehicleclass e)Quantityoffuelconsumedbyfueltype f)TotalGHGemissions(CO2)basedonquantityoffuelconsumed Thebaselineinventorywillincludetheabovemetricsbasedonbutnotlimitedto thefollowingfueltypes: a)Gasoline b)E85 c)Diesel d)Biodiesel e)Compressednaturalgas f)Electricity(kWhtakenfromthegrid) g)Propane ThisinformationwillallowtheGreenFleetTeamtoderiveorrequestany additionalrelevantinformation,includingeachoftheaboveMetrics1Α6 ofvehiclesandmetered (calculatedbysummingeachmetricacrossallclasses equipment)oronanaveragepervehiclebasis(calculatedbydividingMetric1 intoMetrics2Α6). FleetServicesandtheSustainabilityGroupwillthereafterprovideupdated inventoryinformationonanannualbasisorasrequested,inareliableand verifiablemanner,totheGreenFleetTeamandtheCommitteeonthe Environment. IMPLEMENTATIONSTRATEGIES&PROCEDURES IdleReduction 1)Policy ItisthepolicyoftheCityofDentontorestrictidlingofallvehiclesor equipmentusedbytheCityofDenton.Idlingisthecontinuousoperation ofaǝĻŷźĭƌĻƭenginewhenthetransmissionisnotengagedorthevehicle 4 isinpark.ThispolicyappliestoallstaffwhooperateCityofDenton vehiclesorequipment. 2)Purpose TheeffortsofthispolicysupportantiidlinginitiativesintheNorthCentral Texasregionandwillhelptoreducevehicleemissions,groundlevel effectivenessof ozone,andimproveoverallfueleconomyandoperational vehicles. 3)Restrictions Therestrictionsonidlingareasfollows: a.Noengineidling(otherthanreasonableenginewarmup)is permitted.(Note:Modernenginesonlyneed30secondstowarmup inthewinterbeforebeingreadytodrive.) b.Whenadriverexitsthevehicle,theenginewillbeturnedoff c.Vehiclesorequipmentwillnotbeleftunattendedwhiletheengineis running. d.Vehicleswillnotbeleftrunningtomaintaincabintemperature(air conditioningorheating). e.Vehicleswaitingtobeloadedorunloadedwillhavetheengineturned offiftheidlingtimewillexceedfiveminutes. 4)Exceptions Thevehiclesandoperatingconditionsnotedbelowareexemptfromthe idlingrestrictionslistedabove: a.Idlingvehicleduetotrafficcongestion. b.Idlingvehicleorequipmentformaintenance/diagnosticpurposes. c.Vehiclesoperatedsolelytodefrostawindshield. d.Vehicleidlingduringpowertakeoffs,whichrequireengine operation. e.Passengervehiclesrequiringheatorairconditioningnecessaryfor passengercomfortandsafety(e.g.,schoolbusesandemergency vehicles). f.Clearlymarkedpolice,fire,oremergencyvehiclethatarerequiredto idleinordertooperateauxiliaryequipmentconsiderednecessaryfor workcrewand/orpublicsafety.Auxiliaryequipmentmayinclude 5 lightbars,strobe/ordirectionallightingoronboardrefrigeration units. g.VehiclesorequipmentthathaveanextendedƒğƓǒŅğĭƷǒƩĻƩƭ recommendedwarmupandcooldowntime. OptimizeFleetSize TheFleetServicesDivisionwillprovideutilizationreportstoUsing Departmentsandmakerecommendationsaboutpossiblefleetreductionsor reassignmentstoincludeusingalternativetransportationmodes.The determinationofwhichvehiclesaretobereassignedshallbeatthediscretionof theFleetSuperintendent,workingincooperationwithuserdepartments. Vehiclesandequipmentconsideredforremovalorreassignmentshallinclude lightdutyvehicles(passengercars,lightdutypickuptrucksandvans)thatare drivenlessthan4,800milesannuallyandmeteredequipmentthatisusedless than240hoursannually. ReduceVehicleSize Encouragetheselectionofvehiclesofasmallerclasssizewheneverpossibleto achieveincreasedmilespergallonandloweremissions.Requestsfornewvehicle purchasesmustbesupplementedwithwrittenjustificationaddressingtheneed foraclassortype.FleetServicesshallworkwiththerequestingoperating departmentstodeterminewhetheraproposedvehiclecouldbedownsizedand stillfulfillitsrequiredfunctionwithinthedepartment. IncreaseUseofAlternateFuelVehiclesandEquipment AlternateFuelVehiclesandEquipmentwillbeconsideredforprocurementand utilizationwhentheiruseisappropriatetotheapplicationandlifecyclecost analysisdemonstratestheprocurementandutilizationofthevehicletobe economicallyfeasible. Cityappropriatedfundingandgrantsfromoutsideagenciesmaybeavailableto foranalternatefuelversionofafleet coverthepotentialincrementalcosts vehicleorpieceofmeteredequipment.Grantfundingmaybetargetedforthe procurementofspecificfuelusingvehiclesandwillbefactoredintothelife cyclecostanalysis. 6 Alternativefuelssuchasbiodiesel,ethanol,compressednaturalgas,and electricityshallbeusedwhenfeasible.Feasibilityassessmentwillinclude incrementalvehiclecosts,fuelavailability,andtheabilitytoutilizeexistingfueling infrastructure.Vehiclesusingthesefueltypeswillbestronglyconsideredwhen evaluatingvehiclereplacement. beprocuredonlywhenthereis Alternativefueledreplacementvehicleswill fuelinginfrastructureinplaceatCityoperatedorlocalcommercialfueling stationstosupporttheoperationofthesevehicles. VehicleMaintenance EmissionsystemsshallbeinspectedannuallyaspartoftheFleetServices PreventiveMaintenanceprogram.Environmentallyfriendlyproducts,suchas recycledcoolantsandrerefinedoils,shallbeusedwhereavailablewhencost effectiveandwhenitwillnotvoidtheƒğƓǒŅğĭƷǒƩĻƩƭwarranty.Retreadedtires shallbepurchasedforlargewheeledorslowmovingvehicles,whenapplicable. FleetServiceswillcontinuetolookforwaysinwhichtoreducethelifecycle environmentalimpactsofCityvehicles.Vehiclesshallbeevaluatedonage, mileage,andemissionsinordertodeterminethemostappropriatereplacement schedule.VehicleandequipmentwillbedisposedofinaccordancewithFederal, State,City,andLocalrulesandregulations. OperationofAlternateFuelVehicles AllalternatefuelvehiclesownedbytheCityofDentonshallbearnoticeofthe typeoffuelsourcetobeusedinoneormorelocationsthatareplainlyvisibleto thevehicleoperator. OperationofBiFuelVehicles NobifuelvehicleownedbytheCitymaybepoweredbygasoline,diesel,orother petroleumbasedfuelwhileoperatingwithintheCity,exceptwherethebifuel requiredisunavailable,orincaseofemergencies.Insuchcases,themaximum recommendeduseofalternativefuelshallberequired.Bifuelvehiclesownedby theCityshallbearanoticestatingtherequirementsofthissubsection,postedin oneormorelocationsthatareplainlyvisibletothevehicleoperator. 7 MinimizingVehicleMilesTraveled(VMT) 5)Forvehiclesthatoperateonfixedroutes,suchasmaintenanceroutesand meterreadingroutes,routeoptimizationshouldbeemployed.Ingeneral, allroutesshouldbeplannedtooptimizetherouteandtripschained togethertoreducerequiredtraveltimeanddistance. atcentralizedlocationstoreducenecessarytravel. 6)Encouragemeetings 7)Encourageandenablealternatemeetingmethods,suchasconference calls,toreducethenumberofnecessarytrips. 8)Vehiclesshallnotbeleftidlingunlessarunningengineisnecessaryto run protectpublicsafety,topreventharmtocontentsofthevehicle, auxiliaryequipmentinperformanceofajob,ortomaintainhealthof occupantswhileperformingduties.Vehiclesarenottobeleftidlingfor extendedperiods. 9)Whereapplicableand/orappropriate,employeesshouldusealternative modesoftransportation,suchasbuses,lightrail,carpools,vans,orbicycles Exemptions FleetServicesmaygrantanexemptionfromtherequirementsofthispolicytoan operatingdepartmentrequestinganexemptionunderanyoneofthefollowing circumstances: 1)Wherethereisnomodelofmotorvehicleorequipmentavailablethatwill complywiththerequirementsofthispolicyandstillmeetthespecifications foritsintendedpurpose 2)WheretheanalysisdemonstratestothesatisfactionofFleetServiceseach ofthefollowing: ofpurchasingaloweremission a)Thattheadditionalincrementalcost vehicleormeteredequipmentthatcomplieswiththerequirements ofthispolicycannotberecoveredoverthroughareductioninfuel, maintenance,andothercostsincurredduringtheoperatinglifeof suchvehicleorequipment b)ThatFleetServicesoranotherCitydepartmenthasunsuccessfully appliedfor,orattemptedtoidentifygrantfundingforthepurchase ofthevehicleorequipmentthatcomplieswiththerequirementsof thispolicyfromoutsidesources.Insuchcases,FleetServiceswill referbacktoͻğͼ͵ 8 c)Wheretherequestingdepartmentdemonstratestothesatisfaction ofFleetServicesthattheuseofavehicleormeteredequipment thatcomplieswiththerequirementsofthispolicywould significantlydisruptoperationsorreduceservicelevels. 3)Newemergencyvehiclespurchasedunderthispolicymustprovide andfuelavailabilityduringemergencies comparableperformance,safety, asconventionallypoweredemergencyvehicles. InthecasethatFleetServicesgrantsanexemption,FleetServicesshallpurchase thevehicleorequipmentthatwillmeetthespecificationsoftheapplicable departmentsandhasthehighestfuelefficiencyandlowestavailableemissions ratingsavailableforthetypeofvehicleorequipmentspecified,providedthecost iswithinareasonablerangeofthecostofavehiclemeetingthespecificationsbut havinghigheremissionsratings. RequestsforexemptionstotheGreenFleetPolicyshallbesubmittedinwritingto theFleetSuperintendentandhewilldetermineifthereissufficientjustificationto awardanexemption. Guidelines Priortotheacquisitionofanyneworreplacementvehicle,thefollowingfactors willbeconsideredandcarefullyexamined: ΘJustificationforthevehicle ΘFrequencyofuse(utilization) ΘSuitabilityforintendedjob ΘFuelefficiencyandvehiclesize ΘEnvironmentalimpact ΘInitialandlongtermcost ΘSafetyandrepairrecord ΘImpactontechnicianworkload ΘHybridoralternativefuelvehicleavailabilityorpreference FleetServicesshallmakeeveryefforttopurchasethelowestemissionvehicleor equipmentpossible,whiletakingintoaccounttheǝĻŷźĭƌĻƭlifecyclecosts,life cycleenvironmentalimpacts,andabilitytosupportCityofDentonoperations. 9 JustificationForm UsingDepartmentsseekingadditionalvehiclesfortheirfleetmustsubmita ͻĻŷźĭƌĻWǒƭƷźŅźĭğƷźƚƓͼform.Theseriesofquestionsontheformprovidesneeded informationfortheFleetServicesSuperintendenttocompleteabusinessneeds analysis.TheFleetServicesSuperintendentwillthenworkinconjunctionwiththe toreachadecisionaboutexpandingthefleet.Thecompletion UsingDepartment andfilingofthisformwiththeFleetServicesSuperintendentdoesnotguarantee thatanadditionalvehiclewillbepurchased,nordoesitimplythatthecustomer willreceivethevehicleoftheirchoice. TheͻĻŷźĭƌĻWǒƭƷźŅźĭğƷźƚƓͼformshallalsobeusedtojustifythepurchaseofa vehiclethatissignificantlydifferentfromtheonebeingreplaced,asdetermined bytheFleetServicesSuperintendent. ANNUALREPORTING FleetServicesshallprovideaGreenFleetAnnualReport.Thisreportshallinclude updatedfleetinventoryinformation,alongwithanupdateonprogresstoward theemissionsreductiongoal,thepercentageofAlternativeFueledVehiclesinthe Cityfleet,andyearbyyearperformanceforeachofthese.Itwillalsoinclude reportingonthenumberofexemptions,whichdepartmentsandjustification. TheGreenFleetAnnualReportshallbereviewedbytheCommitteeonthe Environment,theGreenFleetTeam,andFleetServices.Theannualreportshall beusedtodetermineprogrameffectiveness.Annualvehicleandequipment purchasingplansshallbedevelopedusingtheoptionslistedabovewith recommendationsfromtheCommitteeontheEnvironmentinaccordancewith otherapplicableCitypolicies. DEFINITIONS AlternativeFuel:Anyfuelotherthangasoline,diesel,andothersubstantially petroleumbasedfuelsthatislesspollutingthangasolineordieselfuel. Alternativefuelshallinclude,butisnotlimitedto,naturalgas,propane,ethanol (E85),biodiesel(B5orhigher),andelectricity,etc. AlternateFuelVehicle:Anymotorvehiclepoweredinwholeorinpartby nonpetroleumbasedfuels. 10 Biodiesel:Fuelrefinedfromagriculturallyderivedoilsthatissuitableforusein dieselengines.Oftenblendedwithtraditionalpetroleumbaseddieselinamounts connotedbytheletterͻ.ͼandnumber(e.g.,B20=20%Biodieseland80% petroleumdiesel). CarbonDioxide:Astandardcomponentofconventionallypoweredvehicle emissionsandaprincipalgreenhousegas. CompressedNaturalGas:Naturalgasunderpressure;vehiclescanusenaturalgas aseitheraliquidoragas,mostvehiclesusethegaseousform. EcoDriving:Drivingbestpracticesthatreducefuelconsumption,GHGemissions, andaccidentrates. ElectricVehicle:Avehiclewhichusesoneormoreelectricmotorsforpropulsion. EmergencyVehicles:PublicsafetyresponsevehiclesusedbyCityofDentonPolice andFireDepartments. Fleet:CityofDentoninventoryofmotorizedvehiclesandmeteredequipment. FleetServices:DivisionofCityofDenton,TransportationDepartment. HybridVehicle:Avehiclethatusestwoormoredistinctpowersourcestomove thevehicle.Mostcommonlyreferstohybridelectricvehicles(HEV)which combinesaninternalcombustionengineandoneormoreelectricmotors. MeteredEquipment:Anypoweredimplementthatismeteredforhoursofuse. LifeCycleEnvironmentalImpacts:Lifecycleassessmentdeterminesthe impactsofproducts,processesorservices,throughproduction, environmental usage,anddisposal.
