A RESOLUTION CREATING A STEERING COMMITTEE TO CONSIDER AND ADVISE
THE CITY COUNCIL ON RENOVATION AND OPERATION OPTIONS FOR CITY HALL
WEST.
WHEREAS, at its September 19, 2017 Work Session, the City Council determined that it
would be advisable to create a Steering Committee composed of selected council members and
City citizens to provide recommendations for potential rehabilitation options for the City Hall
West (CHW) facility located at 221 North Elm; and
WHEREAS, some of the options and issues to be considered for proposed renovation and
redevelopment include: (1) future use of the facility to include public private partnerships; (2)
long-term lease of the facility; (3) rehabilitation of exterior to near original design; (4) interior
adaptive reuse; (5) maintaining historical integrity of the structure, (6) enhanced green space and
complimentary landscaping; (7) sidewalks and pedestrian access to an around the facility; and
(8) consider financial options to fund and maintain renovation and operation of the facility;
NOW, THEREFORE,
SECTION 1. The City Council hereby establishes a Steering Committee to be called the
CHW Steering Committee. The CHW Steering Committee shall be composed of three (3) members
of the City Council and twenty-one (21) citizens. The City Council hereby selects Gerard
Hudspeth, Don Duff, and John Ryan, all of who are current elected City Council members of the
City of Denton, Texas, as the three (3) Council members to serve on the CHW Steering Committee.
The twenty-one (21) citizens of the community shall be appointed by the Council. In order to
ensure fair representation of all of the citizens of the City of Denton, each council member shall
appoint three (3) citizens who reside in their respective district. In the case of the Mayoral, Place
5 and Place 6 districts, citizens may reside in any district of the City, The Chairperson will be
elected by majority vote of the CHW Steering Committee. The Chairperson shall be a voting
member. The CHW Steering Committee shall perform its functions in accordance with the
intent of this Resolution. The CHW Steering Committee members shall serve at the pleasure of the
City Council until successors are duly appointed by the Mayor and approved by the Denton City
Council.
SECTION 2. The CHW Steering Committee is appointed to consider and advise the
City Council of Denton on how to proceed with the possible redevelopment of City Hall West,
All recommendations shall be made by a majority vote of the entire CHW Steering Committee.
SECTION 3. The charges of the Steering Committee are:
a. "To consider and advise the City Council of Denton whether and to what
extent CHW should be renovated."

b. "To consider and advise the City Council of Denton financial options to
fund the renovation and long-term operations and maintenance of CHW."
C. "To consider and advise the City Council of Denton whether to lease
CHW to another agency or private developer."
d. "To determine future use or acceptable uses, programs, and/or activities
for CHW."
e. "To determine and advise whether to seek or apply for grant funding
associated with any renovation, rehabilitation, and/or operation of CHW."
SECTION 4. The CHW Steering Committee may create subcommittees. All
subcommittees shall consist of at least 7 members of the CHW Steering Committee, who shall
make recommendations to the entire CHW Steering Committee pursuant to assigned topics. The
Chairperson shall appoint the chair and all members of each subcommittee. Recommendations
can only be passed out by the majority of the members of the subcommittee.
SECTION 5. Any matters not addressed by this Resolution shall be governed by the
"City of Denton Handbook for Boards, Commissions and Council Committees."
SECTION 6. The City Manager, or his designee, will provide guidance and assistance to
the CHW Steering Committee and be responsible for insuring that records are maintained in
accordance with the requirements of the City Secretary's Office. The City Attorney shall provide
legal counsel to the CHW Steering Committee and subcommittees.
SECTION 7. Upon completion of the aforementioned duties, or on January 1, 2019, the
CHW Steering Committee shall be dissolved without further action of the City Council.
SECTION 8. This Resolution shall become effective immediately upon its passage and
approval.
