A RESOLUTION OF THE CITY OF DENTON REQUESTING THE STATE OF TEXAS AND
TExas DEPaRTNtENT oF puBLlc sA�ETY ("TxDPs99) To raKE acT1oN ro rzEsoLVE
SIGNIFICANT CONCERNS AT THE TXDPS FIELD OFFICE LOCATED AT 820 N LOOP
288, DENTON, TEXAS; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, public safety and the safety and security of all residents and visitors of Denton
is a priority of the City of Denton; and
WHEREAS, the Texas Department of Public Safety ("TxDPS") serves as the state law
enforcement agency handling variaus public safety responsibilities, including the administration
of driver licenses through the TxDPS Driver License Division; and
WHEREAS, the TxDPS Driver License Division has a field office located in the City of
Dentan at 820 N Loop 288 ("Loop 288 Field Office") on a 1.571 acre parcel of land owned by the
State of Texas, with an approximate building size of 7,500 square feet and 44 on-site parking
spaces; and
WHEREA5, citizens have voiced significant concerns regarding the Loop 288 Field Office
including, but not limited to, the facility being significantly undersized for citizen needs with an
occupancy limit of 49 persons in the public area of the facility resulting in standing wait lines being
formed outside of the facility to maintain compliance with State Fire Code, a lack of on-site
parking requiring citizens to park off-site and attempt to cross a six-lane highway by foot or attempt
to parallel park inta a cut-out on Loap 2$8 with passing motorists traveling at speeds of 50 mph,
and substantial wait times that routinely exceed two hours; and
WHEREAS, this causes great concern to the City of Denton far the safety and well-being
of citizens who must visit the facility in order to comply with State driver license laws; and
WHEREAS, Loop 288 is a highly-trafficked highway with vehicles traveling at speeds af
50 mph and where, in 2017, the Denton Police Department issued 138 citations on Loop 288
between McKinney Street and University Drive with 3 crash accidents recorded; and
WHEREAS, State Representative Lynn Stucky, District 64, has inquired and began
discussions with the TxDPS regarding solutions to these concerns ahead of the 2019 State
Legislative Session; NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HERBY RESOLVES:
SECTION 1. That the Denton City Council requests the Texas State Legislature and
Texas Department of Public Safety to take action, including implementing solutions to
immediately resolve the safety concerns at the Laop 288 Field Office, while identifying and
funding a permanent solution(s) to provide the facilities necessary to serve the citizens of the City
of Denton, Denton Caunty, and this region, accounting for the significant growth, current and
expected.
SECTION 2. That the Denton City Council requests the efforts of State Representative
Lynn Stucky, District 64; Senator Jane Nelson, District 12; and other Denton County State
Representatives and Senators to advocate for solutions to be authorized by the 86th Texas
Legislature in 2019 and appropriated to the Texas Department of Public Safety budget.
TION 3. That the Mayor and City Council, City Manager, or their designees shall

letters, and other appropriate communications.
SECTION 4. This Resolution shall become effective immediately upon its passage and
