McKinney Street Denton, Texas www.cityofdenton.com _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT:City Secretary’s Office CM/DCM/ACM:Bryan Langley, Deputy City Manager DATE:May 15, 2018 SUBJECT An ordinance canvassing the returns and declaring the results of the regular municipal election to elect two city council members to Places 5 and 6 and a Mayor to Place 7 held in the city of Denton on May 5, 2018; declaring that no candidate received the majority of votes cast for Place 5 and that a runoff election is ordered to be held on Saturday, June 16, 2018; authorizing Runoff Election Day polling locations; and providing an effective date. BACKGROUND Adoption of this ordinance will formally canvass the election returns of the regular election for Council Members in Place 6 and Mayor in Place 7 held on May 5, 2018. It also orders a runoff election in Place 5 to be held June 16, 2018plus authorizes the polling locations for the Runoff Election Day. Denton County Elections is currently processing provisional ballots and/or overseas ballots. Provisional ballots include such ballots that were provided to a voter who might not have had identification when qualifying to vote. There is a State mandated procedure for processing those types of ballots with a set time frame to complete the process. Overseas ballots also have a time frame to be received and qualifiedper State law. Depending on the number of such ballots, there may be minor revisions to the numbers presented in the canvassing ordinance but none of the outcomes will change. A revised ordinance will be provided at the meeting. OPTIONSFOR POLLING LOCATIONS Because the runoff electionis considered a “new” election, Council has the option to change the polling locations, if desired. The canvassing ordinance has incorporated all of the eight polling locations used for the general election. A map of those locations is attached. Options include: #1 -Use theeight polling locationsthat were used for the general election. Those included the four standard polling locations of the MLK Recreation Center, North Branch Library, North Lakes Recreation Center, and Denia Recreation Center. In addition, four other polling locations were added at Pecan Creek Elementary School, LA Nelson Elementary School, Ryan High School and Fire Station #7. There are additional facility charges from the DISD for this option as noted below. o Pros/Cons –This option provides for continuity for the voters from the general election. However, there is a noteworthy cost associated with the use of the DISD sites. #2 -Use just the four standardpolling locationsthat were used for the general election which included the MLK Recreation Center, North Branch Library, North Lakes Recreation Center and Denia Recreation Center. No additional facility charges would be incurred with this option. o Pros/Cons –Although this option provides no additional cost for the use of city buildings, it may cause confusion among thevoters, especially those who voted at the DISD sites or atFire Station #7 in the general election. #3 -Use a combination of the four standardpolling locations used for the general election and select a limited number of the additional locations thatwere added for the general election. This option would incur a DISD facility charge but not as great as Option #1 o Pros/Cons –While there would be an associated cost with this option if a school site were used, only selecting a few of the sites added for the general election would probably result in the most voter confusion on where to vote. The School District has indicated that they will need to charge for the use of the school buildings for the runoff election in terms of the cost of the utilities and custodians plus a flat fee to cool down the buildings. The buildings are scheduled to be completely shut down during the days/times for the runoff election. The cost for the use of the two gyms at the elementary schools and the conference room at Ryan would include $50 per rented hour (for utilities), plus $25 per hour (3 hour minimum) for custodians, and a flat $75 at each (to cool down the building. There will also be incidental costs for custodial services when the voting equipment is delivered, setup and taken down. Approximate cost for the three buildings would be $3,500. Denton County Elections has indicated that they will need to know as soon as possible on Wednesday th morning, May 16, which locations will be used as they need to program the ballots and conduct necessary testing procedures for the voting equipment as mandated by State law later that day.
