WHEREAS, at its September 19, 2017 Work Session, the City Council determined that it
would be advisable to create a Steering Committee composed of selected council members and
City citizens to pravide recommendations for potential rehabilitation options for the City Hall
West (CHW} facility located at 221 North Elm; and
WHEREAS, some of the options and issues to be considered for proposed renovation and
redevelopment include: (1) future use of the facility to include public private partnerships; (2)
long-term lease of the facility; (3} rehabilitation of exterior to near original design; (4) interior
adaptive reuse; (5) maintaining histarical integrity af the structure, (6} enhanced green space and
complimentary landscaping; (7} sidewalks and pedestrian access to and around the facility; and
(8) consider financial optians to fund and maintain renovation and operation of the facility; and
WHEREAS, at its October 17, 2017 Regular Meeting, the City Cauncil adopted
Resolution Number R2017-040, creating the CHW Steering Committee with certain guidelines
for the membership and operation of said committee; and
WHEREAS, at its November 7, 2017 Regular Meeting, the City Council adopted
Resalution Number R2017-049, modifying Resolution Number R2017-040 to remove the
requirement that nominees reside within a cauncil member's respective district and change the
date that the Committee dissolves to August l, 2018; and
WHEREAS, at its June 26, 2018 Work Session Meeting, the City Council directed staff
to extend the date that the Committee dissolves to October 2018; and

SECTION 1. The City Council hereby amends Resalution Number R2017-049 as set out
fully below.
SECTION 2. The City Council hereby establishes a Steering Committee to be called the
CHW Steering Committee. The CHW Steering Committee shall be camposed of three (3) members
of the City Council and twenty-one (21) citizens. The City Council hereby selects Gerard
Hudspeth, Don Duff, and John Ryan, all of who are current elected City Cauncil members of the
City of Dentan, Texas, as the three (3) Council members to serve on the CHW Steering Committee.
The twenty-ane (21) citizens of the community shall be appointed by the Council. Each council
member shall appoint three (3) citizens who may reside in any district of the City. The

Chairperson will be elected by majority vote of the CHW Steering Committee. The Chairperson
shall be a voting member. The CHW Steering Committee shall perform its functions in
accardance with the intent of this Resolution. The CHW Steering Committee members shall serve
at the pleasure of the City Council until successors are duly appointed by the Mayor and approved
by the Denton City Council.
SECTION 3. The CHW Steering Committee is appointed to consider and advise the
City Council of Dentan on how to proceed with the possible redevelopment of City Hall West.
All recommendations shall be made by a majarity vote of the entire CHVJ Steering Committee.

a. "To cansider and advise the City Council of Denton whether and to what
extent CHW should be renovated."

c. "Ta cansider and advise the City Cauncil of Denton whether to lease
CHW to another agency or private develaper."
d. "To determine future use or acceptable uses, programs, and/or activities
for CHW."

SECTION 5. The CHW Steering Committee may create subcommittees. All
subcommittees shall consist of at least 7 members of the CHW Steering Committee, who shall
make recommendations to the entire CHW Steering Committee pursuant to assigned topics. The
Chairperson shall appoint the chair and all members of each subcommittee. The Council
members serving an the CHW Steering Committee may elect ta join any ar all subcommittees.
Recommendations can only be passed out by the majority of the members of the subcommittee.
SECTION 6, Any matters not addressed by this Resolution shall be governed by the
"City of Denton Handbook for Boards, Commissions and Council Committees."
ION 7. The City Manager, or his designee, will provide guidance and assistance to

the CHW Steering Committee and be responsible for insuring that records are maintained in
accordance with the requirements of the City Secretary's Office. The City Attorney shall provide
legal caunsel ta the CHW Steering Committee and subcommittees.

CHW Steering Committee shall be dissolved without further action of the City Council.

SECTION 9. All provisions of Resolution Number R2017-049 in conflict with the
provisions of this Resolution are hereby repealed.
ION 10. This Resolution shall become effective immediately upon its passage and
