WHEREAS, the City of Denton, Texas recognizes it does not have any binding authority regarding (i) spent nuclear fuel and high-level nuclear waste transportation policy and pracedures, (ii) use or restrictions of rail systems, or (iii) use or restrictians af federal interstate and state highways; and WHEREAS, the City acknawledges cancerns expressed by its citizens regarding the transportation of spent nuclear fuel and high-level nuclear waste through our City; and WHER.EAS, the City asks to federal governtnent to enter into constructive dialogue with the City to cansider options, clarify misinfarmatian, and improve safety surraunding the transpartation of spent nuclear fuel and high-level nuclear waste through our City; and WHEREAS, it is the desire af the City of Denton, Texas ta communicate these cancerns and requests to the federal government; NOW, THEREFORE, ! • • � ! : • SECTION, �1W. The City af Denton, Texas urges the federal government ta undertake the following actions with respect to the transportation of spent nuclear fuel and high-level nuclear waste thraugh the City: A. Hold lacal hearings along any designated raute that includes the City af Denton. B. Fully fund, equip, and train lacal first respanders cavering passible nuclear waste accidents in the City af Denton and surrounding areas far the duratian of the nuclear waste transpartation program. C. Pravide cantinual inspections by apprapriate authorities of rails, federal interstate highways, and state highways which cauld be used far the transportation of spent nuclear fuel and high-level radiaactive waste transpart. D. Provide a camplete explanatian of why spent nuclear fuel and high-level radiaactive waste cannot be stored at the site it is currently being held or at a permanent repositary. E. Provide a complete explanation of why spent nuclear fuel and high-level radioactive waste must be maved multiple times. SECTION 2. The City Manager, or designee, is authorized to provide this Resolution to the federal Nuclear Regulatory Commission, other federal, state and local officials and agencies as needed, and to inform all parties of the City of Denton's concerns regarding the transportation of spent nuclear �uel and radioactive waste through the City. SECTION 3. This Resolution shall become effective immediately upon its passage and approval.
