McKinney Street Denton, Texas www.cityofdenton.com _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Transportation CM/ DCM/ ACM: Mario Canizares DATE: October 1, 2018 SUBJECT Receive a report from City of Denton staff and hold a discussion regarding the following construction projects; 1) Interstate 35 West and East, 2) U.S. Highway 377, 3) Teasley Lane including sidewalks, 4) Fulton Street, 5) Bonnie Brae Street, 6) Loop 288 and Sherman Drive. BACKGROUND Staff provides a Texas Department of Transportation (TxDOT) On-System Report as part of the monthly Denton City Council Mobility Committee meeting. This report is compiled by the City of Denton Transportation Consultant ITS and outlines project budgets, status of specific projects, current construction activities, project constraints, and traffic pattern impacts. A copy of the September 2018 On-System Report has been attached as Exhibit 2 for reference. Staff will highlight project schedule and project components and public outreach efforts associated with the I-35/Loop 288/Brinker/Mayhill project, I-35W project and the U.S 377 project found in Exhibit 2. 35Express Phase 1B The limits of this project extend from the IH-35E Dallas Drive/Business 77 ramp south to the IH- 35E/Mayhill Road intersection. There are four components to this project:(1) adding the third general purpose lane (GP) on I-35E; (2) enhancing capacity of the Loop 288 intersection under I-35E; (3) adding a new underpass connecting Brinker Road to the southbound I-35E frontage roads; and (4) adding a southbound to northbound Texas U-turn at the I-35E/Mayhill Road intersection. OHL is the TxDOT contractor for this project and initiated construction on this project in March 2017. In January 2018, TxDOT indicated construction was scheduled to be complete by December 2018. In August, OHL notified TxDOT construction would not be complete until July 2019. TxDOT is currently negotiating with OHL to accelerate the project schedule, but at the time the report was submitted the July 2019 date is the official schedule advertised by TxDOT I-35E, Main Lane Shift and Schedule: Phase I of the Phase 1B project was to complete a segment of new southbound frontage road from the existing southbound off-ramp near the Goodwill Store to just south of the Achievers Gymnastics facility. This was completed in February 2018 which allowed the contractor to facilitate switching main lane as follows: Phase 1 Step 1: Transitioned the southbound frontage road traffic to the new southbound frontage road . Shifted the main lane or general purpose (GP) traffic on southbound I-35E to the old southbound frontage road. Shifted the northbound GP traffic to the old southbound IH-35E GP lanes. Phase 1 Step 2: Demolish Loop 288 bridge for northbound GP lanes and reconstruct bridge for new northbound GP lanes. This new bridge, currently under construction, will allow for wider footprint or more capacity, for Loop 288 under I-35E. At the time this report was submitted, OHL indicated placement of the bridge beams for the northbound GP is lanes targeted for the weekend of September 28. This effort necessitates the closure of Loop 288 at 35E as a safety precaution. Construction of a new bridge for northbound GP lanes at Brinker. Current schedule from TxDOT indicates bridge to be completed late December 2018. Brinker access under I-35E, northbound frontage road to southbound frontage road is targeted for February 2019. Phase 2: Completion of the two bridges at 288 and Brinker will then allow for the GP lane traffic switch similar to Phase 1 Step 1. Both temporary northbound and temporary southbound GP lanes will be shifted to the newly constructed northbound lanes. The current TxDOT schedule indicates the traffic switch will take place December 26, 2018. This will then allow for the construction of the permanent southbound GP lanes and bridges. Phase 2 will also include construction of a segment of new southbound frontage road at Loop 288, and the completion of the intersections at Loop 288 and Brinker Road. I-35E - Loop 288 Access Improvements: Currently, the Loop 288 underpass consists of two lanes in each direction with dedicated left turns from the left lane and optional left/thru from the right lane, and there is single sub-standard Texas U-turn from the southbound frontage road to the northbound frontage road. Upon completion of the OHL 35Express Phase 1Bproject, the Loop 288 intersection will consist of four lanes in each direction with the two inside lanes used for left turn only movements and the two outside (right) lanes dedicated for through traffic. Finally, Texas U-turns will be constructed for the north to south movement, as well as the south to north movement. The travelling public has experienced increasing levels of construction congestion along all of the secondary roadways on I-35E from Teasley Lane (FM 2181) to south of Mayhill Road. Staff expects this congestion will continued to be experienced for the duration of the OHL project. I-35E - Brinker Access Improvements: Currently and the Hilton Garden Inn, providing right in/right out access to the southbound frontage road. Upon completion of the OHL project, Brinker Road will be connected to the southbound frontage road via a newly constructed underpass under I-35E. Once completed, the Brinker Road intersection will have three lanes in each direction with the inside lane dedicated for left only and the remaining two lanes for through traffic. Additionally, TxDOT has warranted a signal at this intersection which will be constructed as a part of the OHL project. I-35E - Mayhill Access Improvements: As an interim improvement, the project included the addition of a southbound to northbound Texas U-turn atMayhill Road. This was opened to traffic summer 2018. I-35E - Dallas Drive Closure and Detour: Project construction phasing for the OHL project has called for the closure of the Dallas Drive entrance ramp to southbound IH-35E. This southbound entrance ramp will remain closed for the duration of the project to allow OHL to reconstruct the IH-35E/Loop 288 bridge structure. The official detour directs southbound Dallas Drive traffic to the northbound frontage road near the I-35E entrance ramp to the I- 35E/Teasley Lane northbound to southbound Texas U-turn. This permits traffic to access the southbound frontage road to continue south on IH-35E. I-35E - Impacts to Teasley Lane: Wh official detour route has been established, the reality is that much of the traffic travelling southbound on Dallas Drive will often turn south on Teasley Lane and travel through the I-35E/Teasley intersection. This increases the level of congestion at this location over the already high traffic volume at that intersection leading to significant delays in this area. I-35W Main Lanes I-35E/I-35W Split to SH 170: The project limits for this project is from the I-35E/I-35W split to State Highway 170 (Alliance Boulevard) in north Fort Worth. The project will widen the existing 4-lane rural interstate to a 6-lane urban interstate. TxDOT hosted an Open House Public Meeting in April 2018 outlining the 30-percent schematic plans with final approval of the schematic plans October 2018. Funding has not been identified at this point thus a project schedule has not been made available for the main lane project. TxDOT may advance the I-35W frontage roads, southbound and northbound, as part of a phased approach. The current estimate for construction activity on the 35W frontage roads is late 2023. US 377/Fort Worth Drive: The limit of this project is from IH-35E south to ¼- mile south of FM 1830. TxDOT let the contract in July and awarded the project to SEMA. Construction is scheduled to begin by mid to late October starting with utility relocations. This project will widen US 377 from a two-lane rural roadway to a six-lane urban section and replace the existing Union Pacific Rail Road bridge over US 377. Improvements to the intersection at FM 1830/US 377/Hobson Lane will also be incorporated as part of this project. TxDOT and the City of Denton will co-host a public meeting on October 8, 2019 at McMath Middle School to provide an overview of the project to include construction phasing and traffic management plans. FM 2181 Teasley Lane: The project limits for FM 2181 are from Lillian Miller south to the City of Denton/City of Corinth city limits near the intersection of FM 2499. This TxDOT project will widen the existing two-lane rural roadway to a six-lane divided urban roadway, add traffic signals at Sundown, Robinson and Cedar Creek and provide sidewalks on each side of the roadway throughout the corridor. MCM is the TxDOT contractor for this project and started construction in November 2017 and anticipated construction to be complete in January 2020. Travelers have already experienced construction detours as the segments of the roadway have been shut down to one-lane during non-peak times, 9:00 am to 3:00 pm. An alternative option to FM 2181 is the recently opened segment of FM 2499 from FM 2181 to I-35E. Fulton Street: This project involves utility relocations and roadway reconstruction of Fulton Street from Oak to Cordell. All utility relocations are complete with roadway reconstruction to begin after school closes in May of 2019. Roadway reconstruction is anticipated to last 60-75 days. Bonnie Brae: Bonnie Brae is a project consisting of roadway capacity and safety improvements, storm water improvements, and utility improvements/relocations. The project extends from Vintage Boulevard to the south and extending north to Loop 288. The project will be delivered in multiple phases with the first phase currently under construction along the extreme southern limits near Vintage Blvd. Utility locations along the next phase north will begin in early 2019 with paving to follow. The segments of Bonnie Brae from I- 35E to University are currently under design and is currently on pace to begin construction early in 2019. The segments of Bonnie Brae north of University are under design and is currently anticipated to begin construction late in 2019. The target for completion of the northern segments is currently late 2021. Loop 288 & Sherman: The City is currently performing an area wide traffic study that will assess long term traffic impacts and circulations needs. This study is anticipated to be complete in October of 2018. As this area continues to grow, the City will be implementing capacity and safety enhancements in the form of small scope, high impact projects in the short term as a result of the area wide traffic study. Larger improvements identified in the study will be programmed into future debt programs or alternative funding mechanisms. Conclusion: The current and future projects outlined herein will provide substantial capacity to the transportation infrastructure in our growing community, however construction congestion related to these major corridors, IH-35E, FM 2181, 377 and the local projects on Mayhill Road and Bonnie Brae will be substantial. Staff anticipates congestion on secondary roadways as traffic seeks other options. Staff has established notification protocols so that we may better notify residents and businesses impacted by congested local roadways due to construction on I-35E, Loop 288 and Brinker Road. The City of Denton is working closely with TxDOT to provide accurate and timely information to residents and businesses that will be impacted by TxDOT projects. Currently, notifications are distributed through a posts. In the case of the US 377 project, TxDOT and the City of Denton will co-host a public meeting on October 8, 2019 to provide an overview of the project to include construction phasing and traffic management plans. City of Denton staff will facilitate the discussion with a PowerPoint presentation which will be provided Monday morning, October 1 prior to the meeting. Atmos conflict with proposed inlet boxes and installation of RCP drainage has been located; Atmos will be relocating from Montecito Street south past Guyer High School. Meeting held with Atmos. Work is to be phased due to trench conflicts (proposed line would be above and clear of proposed sewer line but would create a constructability issue). No timeline for relocations available at this time. City of Denton sewer line found to be in conflict. Contractor has received plans and will begin working in the area once DISD fiber is relocated. Construction: Project was awarded to MCM. See attached TxDOT construction report. Signals: Signal on the north property line at Guyer High School will be included in the FM 2181 contract. City has provided TxDOT with a copy of the signal warrant for the new signal request at Sundown near the South Branch Library. Sidewalks: Five-foot sidewalks with a 3-foot grass area between sidewalk and curb on both sides of roadway are planned.
