HomeMy WebLinkAbout19-311RESOLUTION NO. 19-311 A RESOLUTION OF THE CITY OF DENTON SUPPORTINCr BOTH HOUSE BILL 749 AND SENATE BILL 338 WHICH WER.E RECENTLY INTRODUCED IN THE 86t" TEXAS LEGISLATURE, THAT WOULD RAISE THE MINIMUM AGE TO 21 FOR THE D1STR.IBUTION9 POSSESs1oN9 pURCH�lSLi9 CVNSUMLT1oNy A1vD i�L.'CElPT oF' CIGARETTES, E-CIGAR.ETTES, AND TOBACCO PRODUCTS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, both Hause Bill 749 and Senate Bill 338 which are companion bills, wauld raise the minimum age for the distribution, possession, purchase, consumption, and receipt of cigarettes, e-cigarettes, and tobacco products ta 21 in the State of Texas; and WHEREAS, the City of Denton recognizes the adverse health effects of using cigarettes, e-cigarettes, and tobacco praducts; and WHEREAS, national data show that abaut 95 percent of adult smokers begin smoking before they turn 21 �; and WHEREAS, the ages of 18 to 21 are a critical period when many smokers move from experimental smaking ta regular, daily useZ; and WHEREAS, raising the tobacca and electronic cigarette sale age to 21 would help keep tobacca aut of high schools3; and WHEREAS, the use of tobacco products in any form is nat safe, especially during adolescence, as such use can lead ta nicotine dependence and subsequent tabacca related diseases and death4; and WHEREAS, nicotine expasure during adalescence may have long lasting adverse consequences an brain development5; and ' United States Department of Health and Human Services. The City Council hereby adopts and incorporates the above referenced findings in this resolution. SECTION. 2. The City of Denton supports both HB 749 as proposed in the Texas State House of Representatives and SB 338 as proposed in the Texas State Senate, which would raise the minimum age for the distribution, possession, purchase, consumption, and receipt of cigarettes, e-cigarettes, and tobacco products to 21. SECTION 3.
