BACKGROUND The "Mews Streets" were first identified in the Downtown Master Plan in 2002. They are the back streets located off the Courthouse -On -The Square area (Pecan, Austin, Walnut, and Cedar). Improvements to these streets have been discussed for many years. This project will develop the framework for a future CIP project. Current conceptual design key scope tasks included: Task 1— Project Initiation and Management: The engineer coordinated collaboration meetings with the City and key stakeholders including: Engineering, Economic Development, Planning, Traffic, DME and Solid Waste throughout the project duration to identify and develop main design elements/features of the street cross-sections and horizontal geometry. Task 2 — Public Engagement included Project Office Hours, Property Owner Meetings, Community Workshops and a City Council workshop. Task 3 — MEWs Street Plan Development: Engineer developed initial horizontal exhibits with several cross- section alternatives. Engineer developed three (3) plan layouts and associated costs for a Basic, Enhanced and Luxury Layout Options. Once a conceptual plan for the enhancement of the Mews Streets is selected by the City Council, staff will present the selected alternative to several committees to gain input and prepare a scope for developing the schematic design (30% engineering plans). Based on the availability of funding, the design for the project will be completed in approximately 10 months and the construction phase will require approximately 18 months. OPTIONS 1. Basic Layout 2. Enhanced Layout 3. Luxury Layout RECOMMENDATION City staff recommends the Enhanced Layout as a beginning point. Furthermore, City staff recommends gathering input from several committee's followed by engaging an engineering design firm to develop a schematic design. BACKGROUND The Mayhill Road corridor from University Drive to Colorado Boulevard has been under consideration for capacity improvements with certain segments (section) in different phases from design, through construction. The first phase of Mayhill Road from University Drive to just north of Quail Creek Road is currently under construction and will be completed by February 2020. The second phase of the Mayhill Road project extends from just north of Quail Creek Road to Colorado Boulevard which is currently under design and scheduled to begin construction by next summer (May 2020). The second phase of Mayhill Road is primarily a transportation corridor improvement project which also includes considerable upgrades to the drainage system in this area. The existing segment of Mayhill Road between Quail Creek Road and Colorado Boulevard will be realigned to eliminate the existing horizontal curve which will improve the overall safety and mobility along this segment of the Mayhill Road corridor. The proposed project will also grade separate the vehicular traffic along Mayhill Road from the commuter DCTA rail line. The drainage system improvements would include two regional detention ponds with various inlet and outlet structures that would potentially mitigate/reduce the existing downstream floodplain impacts.
