CITY OF DENTON CITY COUNCIL
August 12, 2008
After determining that a quorum is present, the City Council of the City of Denton, Texas will
nd
convene in a 2 Tuesday Session on Tuesday, August 12, 2008 at 4:00 p.m. in the City Council
Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which the
following items will be considered:
1. Receive a report from Denton County Transportation Authority staff, hold a discussion
and give direction regarding station design concepts for DCTA rail stations.
2. Receive a report, hold a discussion and give staff direction on the 2008-09 Budget,
Capital Improvement Program, and Five-Year Financial Forecast.
3. Closed Session
A. Deliberations Regarding Certain Public Power Utilities: Competitive Matters –
Under Texas Government Code Section 551.086.
1. Receive competitive public power information from staff in the form of a
proposed operating budget for Denton Municipal Electric (“DME”) for the
upcoming fiscal year, including without limitation, revenues, expenses,
commodity volumes, and commitments, and the direction of DME; and
discuss, deliberate, consider adoption of the budget and other matters, and
provide staff with direction regarding such matters.

SUBJECT
Receive a report from Denton County Transportation Authority staff, hold a discussion and give
direction regarding station design concepts for DCTA rail stations.
BACKGROUND
Denton County Transportation Authority (DCTA) staff will provide an overview of the rail
station design process and seek input on the designs of the MedPark (South Denton) rail station
and the Downtown Denton rail station which is part of the Downtown Denton Transit Center.
As part of the briefing, DCTA would like to discuss potential opportunities for future community
and/or stakeholder funded enhancements at these stations. The briefing is intended to seek
Council feedback prior to stakeholder presentations and public meetings in September. The
DCTA Board of Directors anticipates finalizing the station designs at its meeting on September
25, 2008. Mr. Scott Neeley, Executive Vice President of Rail Operations and the URS Design
Team will have a power point presentation to facilitate this agenda item and will provide hand
outs of the presentation for reference.
PRIOR ACTION/REVIEW
DCTA staff met with City of Denton staff to review preliminary concept on July 7, 2008. DCTA
staff met with the City Managers from Denton, Lewisville and Highland Village on August 1,
2008.
ESTIMATED SCHEDULE OF PROJECT
DCTA has targeted the September 25, 2008 DCTA Board meeting to finalize station design
concepts.

SUBJECT
Receive a report, hold a discussion, and give staff direction on the 2008-09 Budget, Capital
Improvement Program, and Five-Year Financial Forecast.
BACKGROUND
The FY 2008-bmitted to the Council on July 31st,
and a workshop to present the preliminary details of the budget was conducted on August 7,
2008.
This agenda item is being scheduled in order to allow Council Members to ask any follow-up
questions regarding the proposed budget. Below is the schedule we will follow to adopt the
budget and tax rate:
August 19 Vote to Consider a Proposal for a Tax Increase prior to publishing
