A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DENTON RATIFYING A
LETTER OF SUPPORT PROVIDED BY THE CITY MANAGER TO THE NATIONAL
LEAGUE OF CITIES IN SUPPORT OF AN APPLICATION BY THE NC STATE
UNIVERSITY NC CLEAN ENERGY TECHNOLOGY CENTER FOR THE SOLAR
ELECTRIC TECHNOLOGIES OFFICE FUNDING OPPORTUNITY FROM THE U.S.
DEPARTMENT OF ENERGY TO FUND THE STATE AND LOCAL SOLAR ALIGNMENT
MAPPING PROJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Denton operates a municipally owned electric utility known as
Denton Municipal Electric; and
WHEREAS, Denton Municipal Electric has been implementing the Denton Renewable
Resource Plan to achieve 100% renewable energy for its customers; and
WHEREAS, Denton Municipal Electric continues to promote solar photovoltaic (PV)
systems for residential and commercial customers; and
WHEREAS, the National League of Cities (NLC) in partnership with the NC State
University NC Clean Energy Technology Center (NCCETC) have requested a letter of support for
their application to the U.S. Department of Energy's Solar Energy Technology Center; and
WHEREAS, the NCCETC has proposed the State and Local Solar Alignment (SALSA)
Mapping project in response to this funding opportunity; and
WHEREAS, the SALSA Mapping project will identify the barriers and gaps in policy
knowledge between local and state governments to more efficiently delivery key information and
more effectively influence decisions in a rapidly changing energy landscape; and
WHEREAS, the City Manager submitted a letter of support on behalf of the City of Denton
to allow the NLC and NCCETC to meet the application deadline; NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES:
SECTION 1. The City Council supports the National League of Cities and the NC State
University NC Clean Energy Technology Center's application for the U.S. Department of
Energy's Solar Electric Technologies Office Funding Opportunity and ratifies the submission of
the letter of support from the City Manager, attached hereto as Exhibit A.
SECTION 2. This resolution is effective immediately upon its passage.

Letter of Support for U.S. Department of Energy (DOE) Solar Electric Technologies Office Funding
Opportunity Announcement (FOA) Number DE -FOA -0002243 Topic 3.1
TO: All it may concern
The City of Denton, TX is supportive of the State and Local Solar Alignment (SALSA) Mapping
project as proposed by the NC State University NC Clean Energy Technology Center (NCCETC) in
response to the above stated FOA. The SALSA -Mapping project will identify the barriers and gaps in
policy knowledge between local and state governments to more efficiently deliver key information
and more effectively influence decisions in a rapidly changing energy landscape.
The project will focus on the flow of information related to solar and energy storage financing,
incentives, permitting, zoning and decommissioning, all policies and practices that affect the soft
costs of solar projects. The City of Denton will benefit from the results of the proposed project. The
Denton Renewable Resource Plan passed by City Council in 2018, commits our city's electric utility,
Denton Municipal Electric to achieve 100% renewable energy supply for its customers. As Denton
continues to find more cost effective and community focused ways to optimize its renewable
resources the information that is developed under this NCCETC proposal grant will be beneficial in
helping Denton achieve its renewable energy objectives. The information developed under the
grant is anticipated to enable cost reductions in soft costs related to the expanded use of solar
photovoltaics (PV) by developing best practices and case studies that demonstrate the utilization
and efficacy of PV related policies on the state and local levels, efficiently delivering knowledge to
key stakeholders to increase benefits.
We look forward to working with the NC Clean Energy Technology Center and its partners,
including the National League of Cities on this innovative and important project.
