HomeMy WebLinkAbout20-1742RESOLUTION NO.20- 1742 A RESOLUTION OF THE CITY OF DENTON, A TEXAS HOME-RULE MUNICIPAL CORPORATION, AUTHORIZING THE USE OF RISK LEVEL 5 CONTROL MEASURES PURSUANT TO THE CITY’S MOSQUITO SURVEILLANCE AND RESPONSE PLAN 2020 SEASON; AND, DECLAR[NG AN EFFECTIVE DATE. WHEREAS, in 2002, the City’s Department of Environmental Services and Sustainability, at the direction of City Council, drafted and implemented the Mosquito Surveillance and Response Plan (the “Plan”) which is reviewed before each mosquito season and updated accordingly; and WHEREAS, the objectives of the Plan are to: (1) provide guidelines and information on mosquito populations, prevalence of diseases – particularly West Nile Virus (“WNV”), and control strategies; (2) provide a systematic approach for using mosquito sampling and human disease data to establish risk levels; (3) establish actions that will be undertaken for each risk level; (4) provide City staff and elected officials with a decision-support system; and (5) set forth the roles and responsibilities of City staff and elected officials; and WHEREAS, the City Council find that the City has now entered risk level 5 – a public health alert – which was triggered by the confirmation of two human cases of WNV within the City; and WHEREAS, the control measures, described and defined by the Plan for risk level 5, include the ground-based application of targeted mosquito adulticides by the City should the City Council approve the use of the same by resolution; and WHEREAS, the City Council finds it to be in the best interest of the public’s health to authorize the ground-based application of targeted mosquito adulticides in accordance with the Plan for risk level 5; and NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES : SECTION 1. The above referenced findings are adopted and incorporated into this Resolution. SEC’TION 2. The ground-based, targeted application of mosquito adulticides in accordance with the risk level 5 of the Mosquito Surveillance and Response Plan – Season 2020, is authorized so long as the City of Denton shall be in risk level 5 during the 2020 mosquito season SECTION 3.
