A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DENTON. TEXAS
RATIFYING A LETTER OF SUPPORT FOR BAYLOR UNIVERSITY FOR A NATIONAL
INSTITUTE OF HEALTH GRANT ENTITLED “DEVELOPMENT OF GEOSPATIALLY
RESOLVED SARS-COV-2 DETECTION FOR ENHANCED COMMUNITY VIRAL
MITIGATION STRATEGIES IN SUB-SEWERSHEDS”; AND, PROVIDING AN EFFE(_’TIVE
DATE
WHEREAS, a novel coronavirus, now designated SARS-CoV2 which causes the disease
COVID-19, has spread throughout the world and has been declared a global pandemic by the
World Health Organization; and
WHEREAS, coronaviruses can survive in wastewater, and the COVID-19 coronavirus
(SARS-CoV-2) has been measured in raw sewage collected at wastewater treatment facilities in
many countries; and
WHEREAS, the identification of SARS-CoV-2 in sewage and the knowledge that
asymptomatic as well as symptomatic individuals shed viral particles into the waste stream has
led to increased interest in wastewater measurement of SARS-CoV-2 as an index of community
infection; and
WHEREAS, understanding the population-level abundance of the virus across a
sewershed can provide valuable information concerning human infections; and
WHEREAS, more detailed data generated at the sub-sewershed level may provide
information to support more targeted mitigation strategies for disease containment; and
WHEREAS, the City of Denton can designate sampling points to generate such detailed
data using information about the City’s sewer collection system; and
WHEREAS, representatives from Baylor University and City of Denton staff have
completed a pilot study in the City of Denton to sample the sewer collection system and analyze
these samples for the presence of SARS-CoV-2; and
WHEREAS, representatives from Baylor University requested the City of Denton to
provide a letter of support for a research project entitled “Development of Geospatially Resolved
SARS-CoV-2 Detection for Enhanced Community Viral Mitigation Strategies in Sub-
Sewersheds” to be submitted for grant funding through the National Institute of Health; and
WHEREAS, the timing of the request did not allow for Council consideration prior to the
deadline for the grant application; and
WHEREAS, the letter of sur)poll was signed by Mayor Chris Watts on September 2, 2020,
with the understanding that the letter of support would be taken to the full City Council for
ratification, NOW, THEREFORE,

THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES:
SECTION 1. The City Council of the City of Denton adopts and incorporates the above
referenced findings in this resolution.
SECTION 2. The City Council of the City of Denton ratines the letter of support signed
by the Mayor on September 2, 2020 for a research project entitled “Development of Geospatially
Resolved SARS-CoV-2 Detection for Enhanced Community Viral Mitigation Strategies in Sub-
Sewersheds” to be submitted for grant funding through the National Institute of Health.
SECTION 3. This resolution shall become effective immediately upon its passage and
approval.
