IN THE COUNCIL WORK SESSION ROOM CITY COUNCIL WILL CONVENE IN A CLOSED MEETING IMMEDIATELY FOLLOWING THE WORK SESSION IN THE COUNCIL WORK SESSION ROOM Note: Mayor Gerard Hudspeth, Mayor Pro Tem Jesse Davis and Council Members Birdia Johnson, Connie Baker, John Ryan, Deb Armintor and Paul Meltzer will be participating in the work session via video/teleconference. After determining that a quorum is present, the City Council of the City of Denton, Texas will convene in a Work Session on Monday, February 1, 2021, at 11:30 a.m. in the Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which the following items will be considered: WORK SESSION 1. Work Session Reports Receive a report and hold a discussion on the Police Department Overview.ID 20-2354A. Following the completion of the Work Session, the City Council will convene in a Closed Meeting to consider specific item(s) when these items are listed below under the Closed Meeting section of this agenda. The City Council reserves the right to adjourn into a Closed Meeting on any item on its Open Meeting agenda consistent with Chapter 551 of the Texas Government Code, as amended, or as otherwise allowed by law. 1. Closed Meeting: Deliberations regarding Personnel Matters - Under Texas Government Code 551.074; and Consultation with Attorneys - Under Texas Government Code 551.071. Deliberate and discuss the appointment, employment, duties, and resignation of the City Manager, including the appointment of an interim City Manager; consultation with the City’s attorneys regarding associated legal issues where public discussion associated with these legal matters would conflict with the duty of the City’s attorneys to the City of Denton and the Denton City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas. Core Values Professional Respect Integrity Dedication Excellence 7 4ID 21-2354 As of January 11, 2021 8 2020 in Review 5ID 21-2354 9 2020 Accomplishments •Formed Mental Health Division •Launched Spidr Tech customer service delivery app •Joined HSI Child Exploitation Task Force •Led a sex offender compliance check operation in coordination with the U.S. Marshals •Accepted to Georgetown Law’s Active Bystandership for Law Enforcement (ABLE) Project •2 officers completed train‐the‐trainer sessions to deliver training to all Denton PD personnel •Continued training and education opportunities during COVID-19 pandemic, including Fair and Impartial Policing course with community members 6ID 21-2354 10 Mental Health Division •Sara Gawor, LCSW, joined DPD as civilian program manager •Currently hiring licensed clinicians who will partner with officers •Crisis Intervention Response Team (CIRT) has attended and will continue to attend mental health trainings •CIRT is conducting follow-ups on mental health information reports and meeting with community stakeholders 7ID 21-2354 11 Officer contacts individual in crisis and conducts investigation. Voluntary (Individual wants to go to a Behavioral Health Hospital) Subject taken to UBH or Mayhill Hospital. Involuntary (Individual is unwilling or unable to make the decision to go to a Behavioral Health Hospital) Officer calls MHMR Intake. MCOT makes decision whether to investigate. MHMR decides to not assess individual. Officers look for alternate ways to help and then leave. MHMR decides to assess individual. MHMR conducts assessment via phone/iPad (typically takes 45 min to 1 hour) MHMR contacts DCSO Mental Health Deputies Deputy declines to assist. Officers look for alternate ways to help and then leave. Deputy assists. Does own investigation. Decides if responding in person. Deputy responds and transports individual. Officer transports individual and waits at hospital until Deputy provides EDO to hospital.
