WHEREAS, the City of Denton (“City”) and Denton County Friends of the Family (“DCFOF”) enjoy a collaborative relationship in providing services to families in Denton; and WHEREAS, the City and DCFOF (collectively, “Parties”) desire to enter into a Memorandum of Understanding (“MOU”) setting forth the services to be provided by the collaborative; and WHEREAS, the MOU prepared and approved by the collaborative through the Parties, attached hereto and incorporated herein by reference, needed to be submitted to the Office on Violence Against Women in furtherance of the OVW Grant application on or before March 29, 2021 and WHEREAS, the City and DCFOF agree and by the execution hereof are bound to the mutual obligations outlined in the MOU; and WHEREAS, the City Council of the City of Denton hereby finds that the MOU between the City and DCFOF serves a municipal and public purpose, is in the public interest, and of a benefit to the citizens of the city of Denton; NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES: SECTION 1: The findings and recitations contained in the preamble of this Ordinance are incorporated herein by reference. SECTION 2: That the Interim City Manager is authorized to execute the Memorandum of Understanding with Denton County Friends of the Family to carry out the duties and responsibilities of the City under the MOU, which is attached hereto as Exhibit “A“ and made a part hereof for all purposes. SECTION 3: That all prior actions taken by the City in furtherance of the OVW Grant and MOU are hereby ratified. The City of Denton served as the first and sole funding source of DCFOF for the purpose of praviding attical emergency shelter servloes hr victims ofdomestkvio&ena, stalkirB sexual assault and dating violence. The relationship continued to dewlop with the addition of rnnregdential wwias provided by DCFOF and has maintained and floudshed over the years. The DA's Offia has been actively involved with DCFOF since ifs inceptIon as well especblly as DCFOF advacates and legal services tam are in frequent cammuniatk)n with the prosecutors and vktlm ser\Has staff as cases move through the criminal and dviljustkn systems. The DA's OHm is one of the departments under the purview of the Denton County Commissioner's chun DCFOF and Denton County also have a relationship in that funding from the County to DCFOF is alkiated through the Cbmmissbnen Court. anton County has served as a financial supporter for DCFOF far more than 25 years. In 2017, the agencies enhanqd collaborative efforts to develop a DomestIc Vblenoe High Risk Team (DVHRT) which meets monthly. The team includes key partners from Denton PD’s FamiV Mo$ence unit, DA’s Office, Denton County Probation Department, and Medical CitY Denton. The partnership wIth UWDC allows DCFOF to frequently collaborate and share in the exchange of knowledge aId expertise with other non'proftt sadat service providers in Denton County. Identify fwrdhB sourms for traIning, techrnlogy, apital, fixtures, and equIpment for the FJC.8 ltD Dwelopment €#Applieatkxt The current collaboration efforts to build and create a FamIly Junta Center {FJC) began with DCFOF and Denton PD in 2017 wIth a collaborative grant from the International Association of Chiefs afPolke. In 2018, Denton PD Invited senior kadership from DCFOF to attend a Farnity Jug Ice Center Leadership Conference. It was there the concept of a De#ton County He was born. In 2019, oowen8tbns about the collabontive effort of the FiC started with the DA's Office. In September of 2019, DCFOF was gifted a paral af 7 acres in the CIty of Denton to build a FiC as the new Dca)F. In November of 20lg, DCFOF began to hold informatk)n and preliminary planning meetIngs with all 36 law enforcement agencies in the county, DA's (Xfke, jt#IEes of the family courts and Judge Andy Eads and Commissioner Bobbie Mitchell to present the FiC onapt and the trailbladng impact it would have. Later that same year, DCFOF's Board of Directors offidalty appravwJ the agency moving forward with efforts to plan and develop a FJC to serve the nearly 950,(XXI citizens of Denton CountY. The Idea to collaborate with UWDC on this project ame in 2020 and the partnership benefits this effort in that, 1) parmering with an agency that already has strong colhborattve partrer5hlps with hal non-profits in Denton aunty who may want to participate in the FJG 2) theIr abnitV to collaborate with local businesses, government entities and to connect the community to the vision and goals of the FiC wIll be very Important to the success of the FiC, 3) to work wIth Denton Ckiunty to acoess CDBG funds already aN%ated to Denton County and 4) to explore ways UWDC can work with clients of DCFOF in naveatlng referrals and other ndal services. ThIs appHation was brought to the attentbn of DCFOF bv City of Denton Councilmember Keely Briggs who was hmHiar with the agency’s desire to establish a new london in order to create greater aaas to seNitns for those In the community impacted by domestic dahn a, sexual assault, datIng violence and stalkIng. DCFOF dbcussed this grant opportunIty with Denton PD to identify and gauge interest in collaborating in an effort to plan, prepare for, and build a FiC. Ibis conver'sdtion extended next tD the DA’s Office to discuss plans for uk>cation and collaboratbn. CoHabontk>n is an expertbe held by UWDC and utilizing their abiIIty to share the vision of the FiC with the communItY will be important. Having UWDC as a partner in the process assures the linkage of otter social servkes agencies and local businesses and corporations to the suocess af the FiC. UWDC will atso provIde services or connect victims to service provider£ This support will help victims stay engaged with the criminal justice pmass. 15) Denton PD and UWDC will collaborate in the following manner: sharing expertise in building collaborative relationships so that Denton PD staff feels supported in co-location at the FJC and working cooperatively with other agencies. UWDC will also provide services or connect vIctims to servIce providers. This support will help victims stay eqaged with criminal investigation and in safety Manning. V) TImeIIne nIe roles and respon$ibitities described above are contingent on Denton Clwnty Friends of the FamIly receiving funds requested for the project described in the OVW grant appli@Hon. RespongbiKties under this Memorandum of Understanding would coincide with the grant period, anticipated to in lo/O1/2a21 through 09/30/2025. The first 12 months will have a focus on training and technical assistance provided by or approved by CVW and partners will learn to work better together. Year two will have a focus on strategic planning for the Famlty Justice Center (FiC) and cok>cation including logistics, space, equiprnent, etc. Tbis is also the time the partners will work closely with UWDC ta hove a closer, more mllaborattve relationship with local non.profits who may co-locate or provide servias at the FiC. UWDC wiN be a primary facilitator of bringing agencies, businesses and the community together in support of the mission of the FiC. Year three wIN include the collatnrat}w work on identifying and creatIng a stream-lined coordinated intake process, the purchase of requested equipment and working together to address co-location Issues. TIle fInal year will include co-locatk>n, workirB together on processes that rneet the needs of victIms seeking services and the needs of partners workIng at the FiC.
