RESOLUTION NO.
A RESOLUTION OF THE CITY OF DENTON PROVIDING THE MAY 13, 2021 MEETING
ABSENCE OF AIRPORT ADVISORY BOARD MEMBER DOMINIQUE BEACHUM BE
EXCUSED; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, Ordinance No. 19-2866, adopted January 28, 2020, outlines the attendance
policy/requirements for members of certain boards, commission, and committees; and
WHEREAS, at adoption, Ordinance No. 19-2866 amended Section 2-83(c) of the City
Code to provide, part, that “... Members who cannot attend the meeting must contact the
chairperson or an appropriate staff liaison to report his or her absence before the start of the
meeting and provide the reason why he or she is unable to attend the meeting.”
WHEREAS, an absence shall be considered excused for the following reasons: personal
or family illness, death of a family member, jury duty, service in the armed forces, testifying before
the legislature, attending a seminar involving municipal matters of importance to the member's
duties, or an absence necessary for the member's business or employment; and
WHEREAS, Airport Advisory Board Member Beachum was absent from the May 13, 2021
meeting, with the purpose of the absence meeting the criteria for an excused absence, but with no
advance notification submitted in advance of the meeting; and
WHEREAS, board member Beachum has requested City Council excuse his absence from
the May 13, 2021 meeting, for the purpose as stated in Exhibit A; and,
WHEREAS, the City Secretary formally presents Member Beachum’s request for an
excused absence to the City Council; NOW THEREFORE;
THE COUNCIL OF THE CITY OF DENTON, HEREBY RESOLVES:
SECTION 1. That the reason for Member Beachum’s absence from the May 13, 2021
Airport Advisory Board Member meeting is sufficient to provide the absence be excused.
SECTION 2. That the Minutes of the May 13, 2021 Airport Advisory Board should
reflect the absence of Member Beachum has been excused by the City Council on the date of
adoption of this Resolution; and Member Beachum’s attendance record should reflect such
absence as excused.
SECTION 3. That this Resolution shall become effective immediately upon its passage
and approval.

I am only able to grant an unexcused absence if the notification is received within 10 days of
the meeting date where the absence occurred. Therefore, the May 13th date is too late, but
you have the ability to seek a City Council exception should you choose to do so. See
attached form to return ASAP.
As to missing the AAB meeting today, your absence will be noted in the Minutes as
Excused since the purpose of your absence meets the excused criteria. Leanne is copied so
that she can make sure the Minutes reflect the excused absence for the June 10 meeting.

Subject: Airport Advisory Committee - Unexcused Absences
I wanted to reach out regarding the last two meetings I have missed. Against my own
wishes, I was unable to attend both meetings due to my grandfather. He is in the hospital and
I have been the only available transportation for my family. Though I attempted to attend I
was unable to.
As of now, I’m unaware of where his condition will leave, but we are imagining the worst.
Due to some more family support, I will not be missing any other meetings.
