A RESOLUTION OF THE CITY OF DENTON APPOINTING A PRIMARY MEMBER AND ALTERNATE MEMBER AS OFFICIAL VOTING REPRESENTATIVES TO THE CURRENT UNEXPIRED TERMS TO THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS’ REGIONAL TRANSPORTATION COUNCIL; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the North Central Texas Council of Governments’ Regional Transportation Council (hereinafter “RTC”) is the independent transportation policy body of the federally- mandated Dallas-Fort Worth Metropolitan Planning Organization and is comprised of 44 members, 37 local elected or appointed officials representing cities and counties, and representatives from each of the area’s seven transportation providers; and WHEREAS, the RTC is responsible for overseeing the metropolitan planning process; including but not limited to, providing guidance regarding the development of multimodal transportation plans and programs, programming federal and State funds for the implementation of transportation improvements, selecting specific federally funded projects and programs, assuring the coordination of services among transportation providers, and ensuring compliance with federal and State laws and regulations pertaining to metropolitan transportation and air quality planning; and WHEREAS, in accordance with the Bylaws and Operating Procedures (“Bylaws”) of the RTC, the local elected official representing the Cities of Denton, Sanger, Corinth, and Lake Dallas on the RTC shall be selected using a weighted vote of the maximum population or employment of the cities represented; and WHEREAS, the City of Denton, pursuant to the Bylaws, possesses the authority to appoint the representative on behalf of the above-described group of cities to the RTC; and WHEREAS, on June 16, 2020, the City of Denton reappointed Council Member John Ryan as the RTC Primary and Council Member Keely Briggs as the Alternate member to the RTC; and WHEREAS, both positions are now vacant and available for appointment because the previously appointed members are no longer eligible to serve on the RTC as neither is currently a locally elected official; and WHEREAS, the City Council deems it is in the public interest to appoint locally elected official, Alison Maguire , as the primary member to the RTC and locally elected official, Gerard Hudspeth, as the alternate member to the RTC to fill the current unexpired term expiring June 30, 2022; NOW THEREFORE; THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES : SECTION 1. The findings and recitations contained in the preamble of this Resolution e incorporated herein by reference. SECTION 2. Locally elected official, Alison Maguire, is hereby appointed as the aT primary member to fill the current unexpired term of the City of Denton to the RTC. The current term expires June 30, 2022. SECTION 3. Locally elected official, Gerard Hudspeth, is hereby appointed as the alternate member to fill the current tmexpired term of the City of Denton to the RTC. The current term expires June 30, 2022. SECTION 4. The City Manager, or designee, is hereby authorized to send a certified opy of this Resolution to appropriate officials of the RTC. SECTION 5. This Resolution shall become effective immediately upon its passage and C approval.
