HomeMy WebLinkAboutOctober 6, 2008 Agenda AGENDA CITY OF DENTON CITY COUNCIL October 6, 2008 After determining that a quorum is present, the City Council of the City of Denton, Texas will convene in a Special Called Work Session on Monday, October 6, 2008 at 11:30 a.m. in the Council Work Session Room, 215 E. McKinney, Denton, Texas at which the following items will be considered: NOTE: A Work Session is used to explore matters of interest to one or more City Council Members or the City Manager for the purpose of giving staff direction into whether or not such matters should be placed on a future regular or special meeting of the Council for citizen input, City Council deliberation and formal City action. At a Work Session, the City Council generally receives informal and preliminary reports and information from City staff, officials, members of City committees, and the individual or organization proposing council action, if invited by City Council or City Manager to participate in the session. Participation by individuals and members of organizations invited to speak ceases when the Mayor announces the session is being closed to public input. Although Work Sessions are public meetings, and citizens have a legal right to attend, they are not public hearings, so citizens are not allowed to participate in the session unless invited to do so by the Mayor. Any citizen may supply to the City Council, prior to the beginning of the session, a written report regarding the citizen's opinion on the matter being explored. Should the Council direct the matter be placed on a regular meeting agenda, the staff will generally prepare a final report defining the proposed action, which will be made available to all citizens prior to the regular meeting at which citizen input is sought. The purpose of this procedure is to allow citizens attending the regular meeting the opportunity to hear the views of their fellow citizens without having to attend two meetings. 1. AGENDA INFORMATION SHEET AGENDA DATE: October 6, 2008 DEPARTMENT: Fire Department ACM: Fred Greene SUBJECT Receive a report and hold a discussion with the Fire Department staff regarding emergency management including Code Red, Emergency Operations Center (EOC) operations and review of the City's response to recent hurricanes. BACKGROUND The City of Denton has an outstanding Emergency Management Program. It meets all the mandates of the Federal government and the State government. State law specifically mandates that the City prepare, adopt and keep current an emergency management plan for its area. The City of Denton is one of the few cities in Texas to receive an "Advanced" planning status from the State's Division of Emergency Management. Chapter 418 of the Texas Government Code (The Texas Disaster Act) requires the City Council to adopt an emergency management plan for its area that provides for disaster mitigation preparedness, response, and recovery. The City's plan complies with the provisions of Chapter 418. The Federal Department of Homeland Security, the Texas Disaster Act of 1975 (Chapter 418 of the Texas Government Code) and the Homeland Security Act of 2003 (Chapter 421 of the Texas Government Code) mandate certain requirements for local government in Texas as it pertains to emergency management. The City of Denton operates under the City's Emergency and Disaster Planning and Response Ordinance in Chapter 9 of the City Code (Ordinance No. 2004-101, § 2, adopted April 6, 2004, repealed Chapter 9, Articles I, II, § § 9-1--9-11, 9-3 6--9-42, in its entirety and enacted new provisions) which does the following: 1. Creates an Office of Emergency and Disaster Management separate from the County headed by the Mayoras the Director of Disaster and Emergency Service. 2. Creates the Office of the Emergency Management Coordinator who is responsible for many disaster and homeland security grants and the securing of confidential information such as information relating to critical infrastructure and assigns the Fire Chief to the unction. Pa~P, 1 of ~  - wa 3. Provides definitions including definitions of disaster, utility emergency, and homeland SeCUrlty actlvlty. 4. Provides for the development and maintenance of an up-to-date and comprehensive emergency management plan. 5. Lists the Mayor's powers during the declaration of a disaster including the power to protect the public health, safety and welfare through declaring curfews, establishing wage, rent, and price controls, and taking other necessary action through emergency proclamations and regulations. 6. Prohibits certain activities during the disaster period. 7. Establishes criminal and civil penalties for violation of disaster regulations, rules or orders. 8. Provides limitation on liability and immunity for City officers, employees and volunteers performing disaster, emergency or homeland security during a disaster. CodeRED On April 17, 2008, the City of Denton announced the launching of "CodeRED," ahigh-speed emergency telephone notification service. The CodeRED system gives public safety officials the ability to deliver pre-recorded emergency telephone notification messages to targeted areas of the city at a rate of up to 60,000 calls per hour. Existing Denton home and business telephone numbers have already been placed into the CodeRED database. To ensure no one is omitted, residents and businesses are urged to log onto the City of Denton's website, www.cityofdenton.com, and follow the link to the "CodeRED Residential and Business Data Collection" page. Those without Internet access may visit any of the City's public libraries to use a public access computer. The following information is required to add a telephone number into the "CodeRED" database: first and last name; address (physical address, no P.O. boxes); city; state; zip code; and primary phone number. A primary phone number is most likely the identified home phone number. An alternate phone number, such as a mobile phone, can also be entered and both the primary and alternate line will be contacted in the event of an emergency. For those who are hearing impaired the Internet update offers a TDD ONLY option for tone delivery of emergency messages. Messages delivered to phone numbers marked TDD will only be delivered in a TDD/TTY format. In addition, while entering contact information on the website, citizens can check a box to sign- up for CodeRED Weather Warning. The CodeRED Weather Warning will automatically call citizens when severe weather (tornado, flash flood, and severe thunderstorm) warnings are issued by the National Weather Service for your address. The CodeRED Weather Warning System calls only when warnings are issued and only if your address is in the path of the storm. Pa~P ~ of ~  - wa Currently, only Denton, the Argyle Fire District, and Sanger offers the CodeRED Weather Warning service to residents in Denton County. EMERGENCY OPERATIONS CENTER (EOC) The City of Denton Emergency Operations Center (EOC) is located at Central Fire Station. The Fire Community Training Room serves as the EOC Operations Room. The Fire Operations Conference Room serves as the EOC Public Information Office/Joint Information Center. The Fire Administration Conference Room serves as the EOC Executive Overwatch. Leadership Team members received EOC training from state and local emergency management staff on April 25, 2008. The City of Denton EOC was activated for recovery efforts following major flooding on April 24, 2007. Partial EOC activations occurred this year for wildfire outbreaks in the city and several times for severe weather events. City staff assisted in staffing the County EOC for Hurricanes Gustav and Ike sheltering activities. The City of Denton has been included in four Presidential Declared Disasters in the last two years: FEMA-1697-DR-TX (Individual Assistance), April 21-24, 2007, Severe Storms FEMA-1709-DR-TX (Individual Assistance), June 16, 2007, Severe Storms FEMA-3290-DR-TX (Public Assistance), August 27-September 7, 2008, Hurricane Gustav FEMA-3294-DR-TX (Public Assistance), September 7-Continuing, 2008, Hurricane Ike HURRICANE SHELTERING OPERATIONS The City of Denton and Denton County operated under a Unified Command System for countywide shelter operations for Hurricanes Gustav and Ike. The City of Denton Emergency Management Program Manager served as Deputy Incident Commander for shelter operations. American Red Cross managed shelters were established in Carrollton, Denton (UNT Coliseum), and Lewisville for Hurricanes Gustav and Ike. Camp Copass was operated as a shelter by Denton County Emergency Services and Denton County Health Department for Hurricane Gustav. In addition, UNT's Mean Green Village housed 96 athletes and coaching staff from Lamar University in Beaumont during and following Hurricane Ike. City of Denton Fire, Police, Parks, and Public Information Office provide support for shelter operations at the UNT Coliseum and Camp Copass locations.
