RESOLUTION NO.
A RESOLUTION OF THE CITY OF DENTON PROVIDING THE OCTOBER 4, 2021
MEETING ABSENCE OF A PARKS, RECREATION, AND BEAUTIFICATION BOARD
MEMBER BE EXCUSED; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, Ordinance No. 19-2866, adopted January 28, 2020, outlines the attendance
policy/requirements for members of certain board, commission, and committees; and
WHEREAS, at adoption, Ordinance No. 19-2866 amended Section 2-83(c)(1)(a) to
provide that an absence shall be considered excused for the following reasons: personal or family
illness, death of a family member, jury duty, service in the armed forces, testifying before the
legislature, attending a seminar involving municipal matters of importance to the member's duties,
or an absence necessary for the member's business or employment; and
WHEREAS, Section 2-83(c)(1)(b), provides that "[i]n the event an absence does not meet
any of the above noted criteria for an excused absence, the member may submit a request to have
the absence excused to the City Secretary's Office in writing no later than ten business days after
the date the absence occurred, after which the City Secretary will then place an item on the next
available city council agenda for their consideration, in accordance with the Texas Open Meetings
Act."; and
WHEREAS, Parks, Recreation, and Beautification Board Member Frances Punch
(Member) was absent from the October 4, 2021 meeting, with the purpose of the absence not
meeting the criteria for an excused absence, such reason being that Staff failed to send her proper
notice of the meeting; and
WHEREAS, the Member has requested City Council excuse the absence from the October
4, 2021 meeting, for the purpose as stated in Exhibit A; and,
WHEREAS, the City Secretary formally presents the Member's request for an excused
absence to the City Council; NOW, THEREFORE;
THE COUNCIL OF THE CITY OF DENTON, HEREBY RESOLVES:
SECTION 1. The reason for Member Frances Punch's absence from the October 4, 2021
Parks, Recreation, and Beautification Board meeting is sufficient to provide the absence be
excused.
SECTION 2. The Minutes of the October 4, 2021 Parks, Recreation, and Beautification
Board meeting should reflect the absence has been excused by the City Council on the date of
adoption of this Resolution; and the attendance record should reflect such absence as excused.
SECTION 3. This Resolution shall become effective immediately upon its passage and
approval.
The motion to approve this Resolution was made by C 40*1 "e- _ and

I need your approval to seek a City Council exception on your behalf for missing the
meeting. While understandably this an internal error in failing to notify you of the meeting
and that scenario is not specifically referenced within the excused absence criteria, I have to
get your approval to seek the exception on your behalf.
Please confirm you are authorizing me to seek the exception. The request/paperwork
submitted to City Council will clearly detail that an error in notification was the cause of
your absence. I do need your authorization no Iater than Friday, October 15, 2021, which is
10 days from the date the absence occurred.
I have attached the form or you may simply reply to this email.

Thank you for the information. I did not receive notification and unable to attend
the meeting tonight. Thank you for the understanding.

There has been some confusion about our meeting today. You may have received an email
already from someone in the Parks Department, but I want to send out a message just in
case.
The City has moved to using City -issued email addresses/accounts for boards and
commissions, and our board was to move to the new email addresses on Sep. 29. City
Secretary, Rosa Rios, sent us an email at the beginning of Sep. asking to fill out forms for
the transition from personal email accounts to City issued accounts. After returning your
form, someone from staff was to call you with information and passwords for your new
City email account.
So, when the agenda and information for this month's meeting was sent out last week, it
was sent to your City email account.
Personally, I returned the forms on Sep. 5 and never received any information about the
new email account, and did not receive the full agenda for tonight's meeting until this
morning-- after finding it online. I know that this was the case for at least one other board
member.
If you need the agenda I have attached it I hope you can all make the meeting tonight at
6:00 p.m.
