A RESOLUTION OF THE CITY OF DENTON ADOPTING POLICY NO. 410.01 “HEALTH,
SAFETY, AND ENVIRONMENTAL POLICY” OF THE CITY OF DENTON POLICIES ANDPROCEDURES; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City of Denton desires to enhance the City’s Safety Program and foster a
positive safety culture while ensuring the highest health, safety and environmental standards are
in place to reduce risk of workplace incidents and promote environmental stewardship; and
WHEREAS, although incidents may occur, with management commitment, a policy that
establishes a proactive approach and ensuring the necessary resources are allocated to managing
the Safety Program, the likelihood and severity of these incidents will be reduced; and
WHEREAS, this policy herein provides guidelines for establishing and implementing
programs and procedures that will reduce workplace hazards, protect lives, promote employee
health, and ensure environmental protection; and
WHEREAS, the City of Denton City Council deems it in the public’s best interest to adoptthe new Health, Safety and Environmental policy (no. 410.01); NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES:
SECTION 1. The Policy Statement in “Policy No. 410.01 Health, Safety, and
Environmental policy”, which is incorporated in this section, is hereby adopted as an official policy
of the City of Denton:
POLICY STATEMENT:
Excellence in Health, Safety, and Environmental (HSE) performance is the responsibility of
every City employee and a core value for the City of Denton. The City of Denton is committed
to completing operations in a safe manner and to protecting its employees and the environment
while providing exceptional service to the residents and businesses in our community. The
City of Denton aspires to be a recognized leader in HSE performance in the eyes of our
employees, regulatory agencies, and the public.
To accomplish this, the City of Denton will:
–Provide strong and visible leadership and commitment to HSE that engages employees,
service providers, residents, and businesses.
–Provide the workforce with the capabilities, knowledge, and resources necessary to instill
personal ownership and motivation to achieve HSE excellence.
–Maintain a “Stop Work” Administrative Procedure that establishes the responsibility and
authority for all employees to stop work they believe to be unsafe.
–Continually improve HSE performance by setting and maintaining high standards and the
engagement of all employees.
–Strive to eliminate HSE hazards and employ appropriate risk reduction measures to ensure
a safe and healthy workplace aimed at preventing work-related injury and illness as well
as pollution and other damage to the environment today and in the future.
–Ensure that personnel are trained and competent to fulfill the roles that they are assigned
and understand their roles in HSE management.
–Monitor and audit ongoing operations to meet or exceed all applicable HSE legal and other
requrrernents.
--Promote a culture where incidents and near misses are openly reported, investigated, andcorrective action is taken based on learnings.
–Actively monitor and review HSE impacts to protect the environment today and for future
generatrons.
SECTION 2. This Resolution adopts and approves the “Health, Safety, and Environmental
Policy Statement” included in No. 410.01 of the City of Denton Policies and Procedures Manual.
SECTION 3. The attached policy shall be filed in the official records with the City
Secretary.
SECTION 4. This Resolution shall become effective immediately upon its passage and
approval.
