A RESOLUTION OF THE CITY OF DENTON APPOINTING A PRIMARY MEMBER ASTHE OFFICIAL VOTING REPRESENTATIVE TO THE NORTH CENTRAL TEXAS
COUNCIL OF GOVERNMENTS’ REGIONAL TRANSPORTATION COUNCIL; ANDPROVIDING AN EFFECTIVE DATE.
WHEREAS, the North Central Texas Council of Governments’ Regional
Transportation Council (hereinafter “RTC”) is the independent transportation policy body
of the federally mandated Dallas-Fort Worth Metropolitan Planning Organization and is
comprised of 44 members, 37 local elected or appointed officials representing cities and
counties, and representatives from each of the area’s seven transportation providers; and
WHEREAS, in accordance with the Bylaws and Operating Procedures (“Bylaws”) of
the RTC, the local elected official representing the Cities of Denton, Sanger, Corinth, and
Lake Dallas on the RTC shall be selected using a weighted vote of the maximum populationor employment of the cities represented; and
WHEREAS, the City of Denton, pursuant to the Bylaws, possesses the authority to
appoint the representative on behalf of the above-described group of cities to the RTC; and
WHEREAS, members are appointed for a two-year term to begin in July; and
WHEREAS, on June 28, 2022, City Council adopted Resolution No. 22-1047 appointing
Council Member Alison Maguire as the Primary Member and Mayor Gerard Hudspeth as the
Alternate Member on the RTC; and
WHEREAS, on November 8, 2022, Council Member Alison Maguire was recalled under
Proposition A as a majority of the qualified voters of the City cast ballots in favor of the recall;and
WHEREAS, on November 22, 2022, City Council canvassed the results of the November
8, 2022 Special Election officiating the removal of Council Member Alison Maguire thereby
creating a vacancy on the RTC; and
WHEREAS, the City Council deems it is in the public interest to appoint locally elected
official, Chris Watts as the primary member to the RTC, such appointment not affecting Mayor
Gerard Hudspeth’s role as the Alternate Member, to the RTC for the unexpired term ending June
30, 2024 (such applicable term covering the period of July 1, 2022 through June 30, 2024);NOW THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES:
SECTION 1. The findings and recitations contained in the preamble of this Resolution
are incorporated by reference.

member to fill the current unexpired term of the City of Denton to the RTC. The current term
expires June 30, 2024.
SECTION 3. Locally elected official, Gerard Hudspeth, continues as the alternate
member to the RTC for the term ending June 30, 2024.
SECTION 4. The City Manager, or designee, is hereby authorized to send a certified
copy of this Resolution to appropriate officials of the RTC.
SECTION 5. This Resolution shall become effective immediately upon its passage and
approval.
