ITEM(S) FOR DISCUSSION Hold a retreat discussion facilitated by Raftelis and give staff direction and priorities concerning the following: City services and infrastructure; streets; parks; finances, budget; planning; zoning and development; environmental issues; human resources; technology; public utilities, taxes; engineering; economic development; code enforcement; city facilities; transportation; purchasing; management; intergovernmental relations; boards, commissions and committees; meetings; agenda development; Council-Manager governance; City Council communication with staff and the public; citizen surveys; key focus areas and priorities; specific goals for the 2022-2023 fiscal year; and without limitation, any and all operations of the City of Denton city government. BACKGROUND The purpose of this item is to conduct a planning retreat with the City Council. The retreat will include a discussion on City Council dynamics and meetings, review City Council priorities and set priorities for the next year and provide an opportunity to discuss key policy topics and other strategic initiatives to set the focus and direction for the upcoming year. The retreat will be held in Denton at the Development Services Center, located at 401 N Elm St, Denton, TX 76201. It will be a two-part retreat with a meeting on Friday afternoon, June 24, beginning at 2:00 p.m., and a meeting on Saturday, June 25, beginning at 9:00 a.m. The annual retreat will be recorded as done in years’ prior. The recorded video is expected to be uploaded and available on the City’s website for viewing within 1-2 days. Novak, Executive Vice President Date: June 17, 2022 Re: Retreat Preparation My colleagues Dr. John Nalbandian, Julie Gieseke, Athena Hall, and I look forward to being with you on June 24 & 25. I appreciated the time each of you spent with me on the phone. Our goal is to create a foundation for effective governance and articulate strategic outcomes that will provide City staff with direction and focus. Thank you for spending a few minutes considering the following prompts. Governing Together Each member of the governing body is asked to share their thoughts on “Governing Together” in response to the following questions: • What does good governance look like to you? • What values are important to you in governing? Dr. John Nalbandian John Nalbandian, Professor Emeritus, joined the faculty in the public administration program at the University of Kansas in the 1970s. U.S. News and World Report ranks the School of Public Affairs and Administration’s local government emphasis as the best in the country. John was chair on two occasions. In addition to his administrative experience, John served on the Lawrence, Kansas, City Council for eight years including two terms as the Council’s Mayor. John has also served as president of the Lawrence library board and the Willow Domestic Violence Center board, and currently serves on the Lawrence Parks and Recreation Advisory Board, Watkins Museum of History Board, and Friends of the Lied Performing Arts Center. He has received numerous awards for his teaching, research, and service including recognition in Kansas as both academic administrator of the year as well as elected official of the year. 4 City of Denton, Texas Page 2 City Council Retreat Preparation Trusted Advisors Transforming Communities • What is important to remember when your position is the prevailing decision, and what is important to remember when your position is not the prevailing decision? • What type of relationship do you hope to have with your colleagues on the governing body? • What type of relationship do you hope to have with the City Manager and Staff? • What do you hope this governing body will be known for? Existing Key Focus Areas On September 28, 2021, the Denton City Council adopted the Fiscal Year 2021-2022 Council priorities. The priorities nest within 6 Key Focus Areas. The City Council will revisit the Key Focus Areas, consider their relavence in today’s context, determine if anything is missing and needs to be added, and work on defining “success” in each of the areas. You can prepare by identifying what success looks like to you below. Key Focus Areas What does this mean to you for the City of Denton? Agenda Day One: Friday, June 24 – 2:00 PM to 5:00 PM Setting the Stage The facilitator will review the agenda and meeting norms and ask each attendee to introduce themselves and share their expectations for the retreat. High Performing Governance in Council-Manager Cities Dr. Nalbandian will present a workshop that explores the disruptive forces that affect contemporary local government and share insights about how the roles, relationships, and responsibilities of the executive and legislative functions are intended to work in the Council-Manager form of government. True Today – True in Ten Years We will end Friday’s session with each member of the governing body sharing their responses to the following questions: • What are three things that are true about Denton today that you hope will still be true ten years from now? • What are three things that are not true about Denton today that you hope will be true ten years from now? 6 City of Denton, Texas Page 4 City Council Retreat Preparation Trusted Advisors Transforming Communities Day Two: Saturday, June 25, 2022 – 9:00 AM to 4:00 PM Setting the Stage We will debrief Day One, discuss key takeaways from Dr. Nalbandian’s workshop, and ensure expectations are properly aligned for Day Two. Governing Together The Council will explore a series of questions sharing your individual thoughts on what it means to govern well together. The Ideal Council Member We will consider how different groups (the public, the staff, and your City Council colleagues) might describe an “ideal” member of the City Council. Survey Says? The Citizen Survey Results will be issued immediately prior to the retreat. Staff will be prepared to share an overview of the results so you know what’s on the mind of Denton residents as you plan for and shape the future. Affirming the Focus Areas We will review the City’s Key Focus Areas, considering the response to questions about what you hope will be true about Denton in ten years; adjustments will be made as appropriate. Defining Success After refining and validating the City’s Key Focus Areas, we will work together to define success and explain what outcomes the Council is looking for in each area by drafting directional statements. These statements will provide broad direction to City Staff to develop workplans that will move the City forward in each of these areas over the next 12 to 24 months. Next Steps The City Manager will share with the Council what they can expect – and when – as she works with the staff to develop workplans that align with outcomes. Closing/Adjourn As the day comes to a close, each participant will be asked to share a parting thought on how they feel about the work done during the retreat. 7
