After determining that a quorum is present, the City Council of the City of Denton, Texas will convene in a
Joint Special Called Meeting with the Planning and Zoning Commission on Tuesday, October 18, 2022, at
12:00 p.m. in Training Rooms 1, 2, 3, 4, and 5 at the Development Service Center, 401 N. Elm Street,
Denton, Texas at which the following items will be considered:

Planning and Zoning Commission.

BACKGROUND:
City Council requested to hold a joint meeting with the Planning and Zoning Commission to discuss roles,
responsibilities, and expectations of the Commission. It is appropriate from time to time to review
Council’s expectations of the Commission so that all persons have a common understanding. Staff will
provide a presentation that addresses the following:
• Why have this discussion?
• Project statistics related to zoning and development activities
• Roles and responsibilities of staff, Commission, and Council
• Discussion questions including:
o What are Council’s expectations of the Commission?
o Are there areas where the Commission is acting inconsistent with their roles and responsibilities,
as well as Council's expectations?
o Are there areas where the Commission can better assist/serve the Council?
o Is there direction the Commission needs from Council?

BACKGROUND:
During the joint City Council and Planning and Zoning Commission meeting, Staff will provide information
regarding implementation of the Denton 2040 Comprehensive Plan (Plan). The Plan was adopted in March
2022; therefore, staff will briefly address how implementation of the plan is being achieved. The
presentation will include the following topics:
• The many action items enumerated in the Comprehensive Plan for implementation,
• Major implementation-related projects that are underway, and
• How development projects are evaluated with respect to the Comprehensive Plan and its
implementation goals, policies, and actions.

•Chapter 10 Implementation and Monitoring provides an Action Plan (Table 10.2) of all recommended actions to implement the vision of the Denton 2040 Comprehensive Plan
•271 actions are grouped into 6 categories:
•Planning (i.e. area plans & studies)
•Regulation (i.e. DDC amendments & overlay districts)
•Program
•Capital (i.e. investments in the CIP or public improvement funding tools)
•Outreach
•Partnerships (i.e. collaboration with universities or other agencies)

•Implementation and consistency with the Plan involves more than just the Future
Land Use Map
•Staff attempts to identify the most applicable Goals and Actions when analyzing a request to
ensure the Plan is applied holistically as called for in DDC 2.4.5E.3 (below)
•Developments can help realize other goals such as housing, economic development,
mobility/infrastructure improvements, urban design, preferred land preservation, etc.

•Area Plans:
•Northeast Area Plan –Negotiating scope of service; contract expected to go to Council in November
•Southeast Denton Area Plan –Consultant selection process ongoing; contract expected to go to Council in December/early January
•Downtown Master Plan –RFP expected to be published by late October/early November
•Vision Zero:
•Phase 1 (assessment) to be completed by November
•Phase 2 (action plan) expected to have RFQ issued in beginning of 2023
•DDC Amendments –Ongoing through DCRC/public hearing process
