HomeMy WebLinkAbout23-258RESOLUTION NO. 23-258 A RESOLUTION AUTHORIZING THE CREATION OF A STEERING COMMITTEE TO GUIDE THE DEVELOPMENT OF THE NORTHEAST DENTON AREA PLAN, GENERALLYBOUNDED BY FM 428 TO THE NORTH AND WEST, LOOP 288 AND UNIVERSITY DRIVETO THE SOUTH, AND THE GREENBELT AND FLOODPLAIN AREA ASSOCLATED WITHTHE ELM FORK TRINITY RIVER AND LAKE LEWISVILLE TO THE EAST; ANDPROViDING AN EFFECTIVE DATE. WHEREAS, on April 5, 2022, City Council gave staff direction to proceed with the preparation of the Northeast Denton Area Plan, to create a community-based vision for the long-term success of the area; and WHEREAS, on December 6, 2022, the City Council authorized the City to enter into a contract with HDR Architecture, Inc.to provide professional services for assistance in the creationof the Northeast Denton Area Plan.; and WHEREAS, Area Planning allows long term planning for specific areas in the city and allows for community members and stakeholders to provide input, create a shared vision, andinfluence future development policies for a specific area; NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS: SECTION 1. The recitals and findings contained in the preamble of this Resolution are incorporated into the body of this Resolution. SECTION 2. The City Council hereby establishes a Steering Committee to be called the Northeast Denton Area Plan Steering Committee. SECTION 3. The Northeast Denton Area Plan Steering Committee shall perform itsfunctions in accordance with the intent of this Resolution. The Northeast Denton Area Plan Steering Committee members shall serve at the pleasure of the City Council until successors are duly appointed by the Mayor and approved by the Denton City Council. SECTION 5. The Northeast Denton Area Plan Steering Committee is created to build consensus and guide the planning process of the Northeast Denton Area Plan. All recommendations shall be made by a majority vote of the entire Northeast Denton Area Plan Steering Committee. SECTION 6. The Northeast Denton Area Plan Steering Committee may create subcommittees. All subcommittees shall consist of at least three (3) and no more than seven (7) members of the Steering Committee, who shall make recommendations to the entire Northeast Denton Area Plan Steering Committee pursuant to assigned topics. Recommendations made by the subcommittee must receive a majority vote of the subcommittee members in order to move recommendations forward to the Steering Committee for consideration. SECTION 7. Any matters not addressed by this Resolution shall be governed by the “City of Denton Handbook for Boards, Commissions and Council Committees.” SECTION 8. The City Manager, or their designee, will provide guidance and assistance to the Northeast Denton Area Plan Steering Committee and be responsible for insuring that records Page 2 are maintained in accordance with the requirements of the City Secretary’s Office The City Attorney shall provide legal counsel to the Northeast Denton Area Plan Steering Committee and subcommittees. SECTION 9. Upon completion of the aforementioned duties, or on January 1, 2024, the Northeast Denton Area Plan Steering Committee shall be dissolved without further action of the City Council. SECTION 10. This Resolution shall become effective immediately upon its passage and approval.
