HomeMy WebLinkAbout23-1098RESOLUTIONNO. 23-1098 A RESOLUTION OF THE CITY OF DENTON RATIFYING THE SUBMISSION OF ANAPPLICATION TO THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS(NCTCOG) FY 2024 TO 2025 SOLID WASTE IMPLEMENTATION GRANT PROGRAM INTHE AMOUNT OF $129,404 FOR A RESIDENTIAL RECYCLING EDUCATION ANDINCENTIVES PROGRAM; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the NCTCOG issued a Call for Projects (CFP) for the FY2024-2025 Solid Waste Implementation Grant Program funding a variety of municipal solid waste (MSW) projects for local governments; and WHEREAS, the grant is funded by the TCEQ through MSW tipping fees collected by the State and helps advance efforts that support the regional goals and objectives outlined in the Planning for Sustainable Materials Management in North Central Texas 2015 - 2040 (Regional Plan); and WHEREAS, the City is qualified to apply for project funds under the FY 2024-2025 CFP application criteria; and WHEREAS, the grant is proposed to provide' $129,404 in funding to the City for implementation of a blue bin recycling progam; and WHEREAS, grant applications were due on May 31, 2023; and WHEREAS, the City did not receive notice of the grant in time to present the application to the City Council prior to the application due date; and WHEREAS, the City of Denton Environmental Services and Sustainability Department submitted an application to NCTCOG for a Solid Waste Implementation Grant; and WHEREAS, the Solid Waste Implementation Grant Program application requires a resolution within thirty (30) days of the application close date and no later than June 30, 2023, from the governing body authorizing the application submittal as well as receipt of funding if awarded; and WHEREAS, the City Council of the City of Denton has expressed their support and interest regarding the above-referenced sustainability project; NOW THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES: SECTION 1. The application for the Solid Waste Implementation Grant made May 31, 2023 is hereby ratified. SECTION 2. The City Manager, or designee, is designated, delegated, and authorized to request grant funding under the NCTCOG Solid Waste Implementation Grants Program, including the submission ofNCTCOG’s application, and act on behalf of the City of Denton in all matters related to the grant application, receipt of funds, and any subsequent grant contracts and grant projects that may result. SECTION 3. Should the project be funded, then the City shall comply with the requirements of the NCTCOG, the TCEQ, and the State of Texas. SECTION 4. The City of Denton is willing and able to enter into an agreement with TXDOT should the project be selected for funding. SECTION 5. The project funds and any project-funded equipment and facilities will be used solely for the purposes for which they are intended under the grant. SECTION 6. This resolution is effective immediately upon its passage.
