HomeMy WebLinkAboutSED23-0003RESOLUTIONNO. SED23-0003 A RESOLUTION AMENDING THE SOUTHEAST DENTON AREA PLAN STEERINGCOMMITTEE TO ADD MEMBERS. THE SOUTHEAST DENTON AREA PLAN IS GENERALLY BOUNDED BY EAST MCKINNEY STREET TO THE NORTH, SOUTH BELLAVENUE TO THE WEST, DALLAS DRIVE AND SHADY OAKS DRIVE TO THE SOUTH,AND SOUTH WOODROW LANE TO THE EAST; AND PROVIDING AN EFFECTIVEDATE WHEREAS, on April 5, 2022, City Council gave staff direction to proceed with the preparation of three area plans for the city, including the Southeast Denton Area Plan, to address challenges and enhance the character of the distinct areas, and to create a long-term community-based vision for the areas; and WHEREAS, on February 21, 2023, the City Council authorized the City to enter into a contract with HDR Architecture, Inc.to provide professional services for assistance in the creation of the Southeast Denton Area Plan; and WHEREAS, Area Planning allows long term planning for specific areas in the city and allows for community members and stakeholders to provide input, create a shared vision, and influence future development policies for a specific area; and WHEREAS, over several months, the project team for the steering committee has reached out to individuals well-matched for providing input and feedback regarding Southeast Denton’s rich history, cultural, character, and wide-ranging built environment; and WHEREAS, the committee will provide input and feedback related to various ideas and concepts proposed, validate findings, build consensus, and evaluate what is in the best interest of the area in the Southeast Denton Area Plan for the long term; and WHEREAS, the committee will consist of a maximum of fifteen (15) members, a size which is conducive to effectively ensure communication is focused, and will allow staff to efficiently manage the tasks to be assigned to the steering committee; and WHEREAS, on May 16, 2023, the City Council approved a Resolution which establishedthe Southeast Denton Area Plan the Steering Committee with twelve (12) Stakeholder Representation Interest categories and five (5) initial members; and WHEREAS, on June 6, 2023, the city council approved a resolution amending the Southeast Denton Area Plan Steering Committee to add four (4) members. NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES : SECTION 1. The recitals and findings contained in the preamble of this Resolution are incorporated into the body of this Resolution. SECTION 2. The Southeast Denton Area Plan Steering Committee shall be represented by stakeholders consistent with the Stakeholder Representation Interest categories identified in thetable below: Bac 'round Resident Under the Age of 40 Pr01 Owner, Resident Faith Leader Nejghborhood Association/Group Liaison Community Business Owner Housing Advocate Parks, R Black Chamber of Commerce Representative Hispanic Chamber of Commerce or LULACRepresentative Historic Landmark Commissioner Open0'rl SECTION 3. The individuals listed on Exhibit A are hereby approved to serve on the Steering Committee consistent with the categories identified in Section 2. Should any of the individuals listed vacate their position or additional persons be identified to serve on the Steering Committee consistent with the interest groups listed in Section 2, Council may approve new members by amending thisResolution. SECTION 4. The Southeast Denton Area Plan Steering Committee shall perform itsfunctions in accordance with the intent of this Resolution. The Southeast Denton Area Plan Steering Committee members shall serve at the pleasure of the City Council until successors are duly appointed by the Mayor and approved by the Denton City Council. SECTiON 5. The Southeast Denton Area Plan Steering Committee is created to build consensus and guide the planning process of the Southeast Denton Area Plan. All recommendations shall be made by a majority vote of the entire Southeast Denton Area Plan Steering Committee. SECTION 6. The Southeast Denton Area Plan Steering Committee may create subcommittees consisting of Steering Committee members who shall make recommendations to the entire Southeast Denton Area Plan Steering Committee pursuant to assigned topics. Recommendations made by the subcommittee must receive a majority vote of the subcommittee members in order to move recommendations forward to the Steering Committee for consideration. SECTION 7. Any matters not addressed by this Resolution shall be governed by the “Cityof Denton Handbook for Boards, Commissions and Council Committees.” Page 2 SECTION 8. The City Manager, or their designee, will provide guidance and assistance to the Southeast Denton Area Plan Steering Committee and be responsible for ensuring that records are maintained in accordance with the requirements of the City Secretary’s Office. The City Attorney shall provide legal counsel to the Southeast Denton Area Plan Steering Committee andsubcommittees. SECTION 9. Upon completion of the aforementioned duties, or on June 1, 2024, the Southeast Denton Area Plan Steering Committee shall be dissolved without further action of the City Council. SECTION 10.
