RESOLUTION
WHEREAS, an internal audit of the delinquent tax accounts of the City
of Denton by the Tax Assessor-Collector has disclosed certain erroneous,
uncollectable or duplicate personal property or real property accounts, and
H~REA~, in order to improve the processing of delinquent tax accounts
it is necessary and desirable to remove the said erroneous, uncollectable
and duplicate accounts from the records of the City, now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DENTON, TEXAS, that
the Tax Assessor-Collector be, and he is hereby, authorized and directed to
remove the following real and personal delinquent tax accounts from the
delinquent tax roll of the City of Denton, Texas, and that same be excluded
in determining the amount of delinquent taxes due and owing the City of
DentOn, Texas-

RESOLUTION
WHE~mA~, it is the duty of the Chief of Police of the City of Denton,
Texas, tO place and maintain all official traffic signs and signals, and to
establish, designate, restrict or mark by proper signs, buttons, lines and
marks for crosswalks, safety zones, traffic lanes, loading zones, passenger
zones, fire and police reserved zones, school zones and parking spaces, all
subject to the approval of the City Council amd sub3ect to the provisions of
Article 16.09 of the Code of Ordinances of the City of Denton, Texas, and
WHEP. EA~, the City Council has heretofore approved the installation of a
one-way traffic system in and upon certain streets in the City of Denton,
Texas, for the purpose of facilitating the adequate movement of traffic upon
the said streets, and
WHEREAS, the placing and maintaining of all official traffic signs and
signals in order to accomplish the re-routing of traffic upon the said streets
has been heretofore ordered by the City Council, now therefore be it
RESOLVED BY THE CITY UOUNCIL OF THE CITY OF DENTON, TEXAS, that the placing
and maintaining of all official traffic signs and signals in order to accomplish
the one-way movement of traffic in and upon the following streets in the City

RESOLUTION
WHEREAS, Trinity Valley Helicopter Service of Fort Worth, Texas, has
applied to the City Council of the City of Denton, Texas, for a temporary
establishment of a helicopter landing area on certain property belonging
to CeBtral Baptist Church at 2300 Beaumont Street in the City of Denton,
Texas., under provisions of Article 2.08 of the Code of Ordinances of the
City of Denton, and
EREA~, such landing area is requested for the purpose of offering
helie~pter rides to the public for hire for the duration of the 1961 North
Texas State Fair only, and
WHEREAS, such proposal has the approval of the Central Baptist Church
and the North Texas State Fair Association, and

liability insurance coverage with $50,000/$500,000 limits for the protection
of the public, now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DENTON, TEXAS, that
the vacant property adjacent to and belonging to Central Baptist Church at
23001Beaumont Street in the City of Denton, Texas, be, and the same is hereby,
desisnated as a regular helicopter landing area under the provisions of Article
2.081of the Code of Ordinances of the City of Denton, Texas, for a temporary
period not exceeding the duration of the 1961 North Texas State Fair, and be

RESOLVED, that the said Trinity Valley Helicopter Service be, and it is
hereby, granted permission to offer helicopter rides for hire to the public
at said location during the hours that the 1961 North Texas State Fair is

the Trinity Valley Helicopter Service of the County of Tarrant, State of
Texas, hereinafter called "Trinity Valley", and the City of Denton, Texas,
a municipal corporation of the County of Denton, State of Texas, hereinafter

THAT WHEREAS, Trinity valley desires to use a temporary helicopter

Trinity Valley, in consideration of the granting by the City Council of

against each and every claim, damage or cause of action that may be made or

against the said City by reason of any liability that is or may be imposed
upon the said City under the laws of this State, on account of the offering
of helicopter rides to the public for hire and the carrying of passengers for

Dear Sir:
Trinity Valley Helicopter Service of Ft. Worth,
Texas makes the followimg proposal concerning heli-
copter rides in the vicinity of the North Texas
State Fair Groumds for youm consideration.
1 Area to be used will be adjacent to the
atr Grotu%ds. This property is immediately bohtnd
the Cemtral Baptist Church. The Church has granted
us pex~lssion to use their proporty on a percentage
basis. Access will be made by opening a suitable
leng%h of fencing.
2. Our rides will be made at ~3.00 per adult
fare and $1,00 for any child occupying same seat
With adult.
3. We propose te operate as an added attraction
to the Fair. Mr. Earl Foreman indicated any arrange-
ment we could make off the Fair Grounds would be
acceptable to him. No space was available on the
immediate grounds.
4. The equipment we propose to use is a
12-0 Hiller Helicopter. Normal passenger load
two adults and pilot. Servicing will be made
Denton Airport.
5. We would like to start operation at 2 PM
Friday 15 September 1961 and continue on a full
day and night schedule until the Fair closes
weather permitting).
6., Area to be used will be supervlsed by a
ground attendant a~ all times. Proper roping-off
lamding area will ~e accomplished. All neeessa~V
afety precautions will be made.
7. Our liabilit~ insurance coverage limits

WHEREAS, the Dem,ton American Legion Baseball Team of Post No. 71 on
August 13,~ 1961',~won~the State Championship in the American Legion Play-off
at Austin,~Tex~'s; a~
PrlEREAS, during the 1961 season the Denton American Legion Baseball
Team. played thirty-three games, winning twenty-seven and losing only six;
and'
WHEREAS, this fine showing on the part of the Denton American Legion
Baseball Team of Post No. 71 was the culmination of countless hours of
practise and participation in the aforesaid thirty-three games during the
1961 season; and
WHEREAS, the achievement of the Denton American Legion Baseball Team
of Post No. 71 stands as a monument and tribute to its coach, Frank Sawyer,
who devoted his limitless energy and courage to guiding and molding the
winning team; and
WHEREAS, this unpaid service to the youth of Denton was made in the
generous spirit of personal self-sacrifice that characterizes Frank Sawyer
to his countless, friends and admirmrs; and
WHEREAS, it is appropriate that the City Council of the City of Denton,
Texas, should honor this outstanding citizen on behalf of the citizens of
Denton, now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DENTON, TEXAS, that
this Resolution be, and the same is hereby, passed in grateful recognition
and appreciation on behalf of the citizens of Denton for the outstanding

RESOLUTION ON CIVIL DEFENSE
WHEREAS these are perilous times for our national survmval wmth the existence
of the possibilitmes of nuclear attack on thms country, and
WHEREAS our national and state leaders have repeatedly testified that in
the event of nuclear attack, millions of Amermcan lmves could be saved
by adequate civil defense preparedness, and
WHEREAS now, more than ever, a strong cmvil defense is vital to the
national security and is of direct concern to every citizen, to every
civic, religious, educational, and industrial organization, and to every
level of government, and
WHEREAS, in view of recent events on the international scene, the increase
mn cold war tension, and leadership exercmsed by the Presmdent of the
United States and other national Executive and Congressional leaders, the
public indifference and skepticism regarding the value of civil defense ms
being dissipated and individuals in civic and religious organmzations,
educators, public officials, and the citizenry at large are evidencing
interest and concern in the problems and progress of nonmmlitary defense
and national and individual survival, and
WHERF~S the President of the United States has stated that "to recognize
the possibilities of nuclear war in the missmle age without our citmzens
knowing what to do and where they should go if bombs begin to fall would
be a failure of responsibility", and has moved to strengthen the civil
defense of our country, as well as the mmlitary defense, and has called
upon government at every level and upon all citizens to redouble their
efforts for an invigorated civil defense program, and
WHEREAS civil defense is the direct responsmbility of Cmty and County
government, as well as that of the state and Federal government, and
W~EAS the United States Conference of Mayors at its Annual Conference
on June 14, 1961, by resolution, declared that national securmty requmres
a strong civil defense and defense mobilization program and reaffirmed
its past resolutions, urging municipalities to increase their capabilmties
to function durmng an emergency~ and
WHEREAS there is a need and necessity for increased civil defense activities
in the City and County of Denton and the publmc is looking to the officials
of these governments to fulfill their responsibilities of leadership in
this field, and
WHERF~AS the officials and citmzens of the City and County of Denton must
do their part to insure the survival of our Nation and the preservation
of the American way of life, including as mt does our individual lmberty,
freedom of speech, freedom of worshmp, and other rmghts and prmvileges
our forefathers sacrificed to secure and protect and which we now enjoy.
NOW THEREFORE BE IT RESOLVED That the Denton Optmmist Club of Denton
1. Strongly support the civil defense program at a national,
state, and local level.
2. Call upon the officials of the City of Denton and the
County of Denton to mnitmate immediately a vigorous and
active cmvil defense program for the Cmty and County of
Denton.
3. Pledge the full cooperatzon and asszstance of the member-
ship of this Club to the City and County offzcials mn
support of such a program.
BE IT FURTHER RESOLVED That the President of this Club, or his designee,
personally vismt with the Mayor and Councilmen of the City of Denton and
the County Judge and Commissioners of the County of Denton, present them
with a copy of this Resolution, urge them to establish and carry forward
an active civil defense program and offer the assistance and support of
our membership in such endeavors.
BE IT FURTHER RESOLVED That the Civil Defanse Committee of thms Club
contact the officers and interested committees of other cmv~c, relmgmous,
industrial, educational, and community organizations to interest and en-
