HomeMy WebLinkAbout24-242RESOLUTION NO. 24-242 A RESOLUTION OF THE CITY OF DENTON RATIFYING A LETTER OF SUPPORT TO THE US ENVIRONMENTAL PROTECTION AGENCY (EPA) TO DESIGNATE THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS (NCTCOG) AS THE LEAD APPLICANT TO THE EPA’S CLIMATE POLLUTION REDUCTION GRANTS (CPRG) PROGRAM IMPLEMENTATION GRANT ON BEHALF OF THE DALLAS-FORT WORTH-ARLINGTON METROPOLITAN STATISTICAL AREA (DFW MSA) AND NEIGHBORING JURISDICTIONS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the EPA administers the CPRG Program funded by the Inflation Reduction Act; and WHEREAS, the CPRG program provides grants to states, local governments, tribes, and territories to develop and implement plans for reducing greenhouse gas emissions and other harmful air pollution; and WHEREAS, the EPA’s allocation formula prioritizes the development of regional climate plans and recommends that the leaders of municipalities and local governments within and around a metropolitan area coordinate with each other to identify activities under the CPRG; and WHEREAS, the City of Denton is in the DFW MSA; and WHEREAS, the NCTCOG’s established structure, operations, and relationships uniquely position the association to lead, facilitate, and coordinate the collective efforts of the local governments in the North Texas area; and WHEREAS, the CPRG program has two phases. The first phase, the CPRG planning grants, provides funding to develop regional plans to improve air quality. CPRG Phase 2 provides funding to implement regional plans developed under CPRG planning grants; and WHEREAS, lead organizations for metropolitan areas were required to submit an Initial Plan outlining current or planned activities that reduce greenhouse gas emissions in the region by March 1, 2024; and WHEREAS, a Letter of Support was prepared on behalf ofNCTCOG as part of the Initial Plan and submitted on the due date of January 26, 2024; NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES: SECTION 1. The recitals are hereby incorporated and made part of this resolution for all purposes. SECTION 2. The City Council supports NCTCOG’s submission of an Initial Plan for the CPRG Program and ratifies the Letter of Support. SECTION 3.
