HomeMy WebLinkAbout24-1574RESOLUTION NO. 24- 1574 A RESOLUTION OF THE CITY OF DENTON AMENDING POLICY NO. 107.07 “MENTAL HEALTH LEAVE” TO REVISE THE PROVISIONS TO COMPLY WITH STATE LAW; TO ENSURE C'LARITY REGARDING THE APPLICATION OF THE POLICY; TO REVISE THE TITLE OF THE POLICY TO STATE “MENTAL HEALTH LEAVE FOR PEACE OFFICERS, TELECOMMUNICATORS, AND FIREFIGHTERS”; AND DECLARING AN EFFECTIVE DATE. WHEREAS, Policy 107.07 “Mental Health Leave” (the “Policy”) was initially adopted on January 4, 2022; and WHEREAS, Section 614.015 of the Texas Government Code was modified to add Telecommunicators as eligible employees for Mental Health Leave; and WHEREAS, the policy title has been revised to clarify eligibility specifically for Peace Officers, Telecommunicators, and Firefighters; and WHEREAS, the City works to ensure quality operations and services in its Pursuit of Organizational Excellence as a key focus area; and WHEREAS, the City Manager recommends adoption of a revised policy and the City Council desires to adopt such policy; NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES: SECTION 1. The findings set forth in the above preamble to this Resolution are true and correct and are hereby adopted. SECTION 2. The Policy Statement in “Mental Health Leave for Peace Officers, Telecommunicators, and Firefighters”, which is incorporated in this section, is hereby adopted as an official policy of the City of Denton: O Section 614.015 of the Texas Government Code (TGC) allows for the provision of additional leave for Peace Officers and Telecommunicators who experience a Traumatic Event in the scope of their employment. The City recognizes similar emotional demands also on its Firefighters. Accordingly, to help employees manage emotional difficulties and take measure! to secure mental health services to ensure their wellbeing and safety, the City will provide paid Mental Health Leave as an additional resource to Peace Officers, Telecom'municators, and Firefighters who experience a Traumatic Event in the course of their employment. -The purpose 'of this policy is to outline theframework for adfniriistering Meital- Health Leave for Peace Officers, Telecommunicators, and FirefTghters. SECTION 3. This Resolution only adopts and approves the “Policy Statement” portion of Policy No. 107.07 of the City of Denton Policies and Procedures Manual. The “Administrative Procedures” portion of the Policy on Policies, Administrative Directives, and Procedures is not a policy of the City Council but rather an administrative procedure describing the means and methods by which City management implements the Policy. The City Manager is authorized to amend and issue such administrative procedures and directives as deemed necessary to implement the Policy related to personnel and internal operational matters. SECTION 4. The attached policy shall be filed in the official records with the City Secretary . SECTION 5. This Resolution shall become effective immediately upon its passage and approval.
