AN ORDINANCE OF THE CITY OF DENTON, TEXAS, AUTHORIZING THE CITY
MANAGER TO ACCEPT THE SPECIAL PROJECT GRANT NUMBER
SPP-25003 (FEDERAL AWARD IDENTIFICATION NO. LS-256843-OLS-24) FROM THE
TEXAS STATE LIBRARY AND ARCHIVES COMMISSION THROUGH THE INSTITUTE
OF MUSEUM AND LIBRARY SERVICES IN THE AMOUNT OF $74,742.00, FOR THE
PERIOD OF JULY 1, 2024 THROUGH JUNE 30, 2025; AUTHORIZ[NG THE CITY
MANAGER TO CARRY OUT ALL DUTIES OF THE CITY PURSUANT TO THE
GRANT; PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Special Projects Grant SPP-25003 for a term of July 1, 2024 through June
30, 2025 will provide financial assistance toward expenditures related to the grant program,
including accessibility equipment and furniture to provide persistent and sustainable access for
the public, and other miscellaneous expenses related to the grant program’s goals and objectives;
and
WHEREAS, the City desires to create an accessible and inclusive library for all
individuals by purchasing furniture to enhance accessibility and rearranging the North Branch
Library and adaptive technology equipment for all library locations (the “Project”); and
WHEREAS, the funding of the Project will result in the purchase of accessible furniture,
including height adjustable tables, collaborative workstations, child and caregiver workspace; as
well as adaptive technology with video magnifiers and text-to-speech capabilities; and
WHEREAS, the City Council finds it in the best interest of the citizens of the City of
Denton to authorize the City Manager to accept Special Projects Grant SPP-25003 in the amount
of $74,742.00 from the Texas State Library and Archives Commission (“TSLAC”) through the
Institute of Museum and Library Services for the period of July 1, 2024 through June 30, 2025;
and
WHEREAS, TSLAC has provided the City with its Grant Agreement, attached hereto as
Exhibit A, and the City Council finds that the Grant Agreement is acceptable and is in the public
interest; NOW THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS :
SECTION 1. The findings and recitations contained in the preamble of this ordinance are
incorporated herein by reference.
SECTION 2. The City Council authorizes the City Manager, or their designee, to accept
the Special Projects Grant SPP-25003 for the grant term July 1, 2024 through June 30, 2025
(Federal Award Identification No. LS-256843-OLS-24) and execute the attached Grant
Agreement attached as Exhibit A on behalf of the City.
SECTION 3. The City Manager, or their designee, is further authorized to carry out all
duties and obligations of the City under the Grant Agreement and to take such additional actions
necessary and appropriate to effectuate the purpose of the grant.
SECTION 4. Any section, subsection, paragraph, sentence, clause, phrase, or word
in this ordinance, or the application thereof to any person or under any circumstances is held
invalid by any court of competent jurisdiction, such holding shall not affect the validity of the
remaining portions of this Ordinance, and the City Council of the City of Denton hereby
declares it would have enacted such remaining portions despite any such invalidity.
SECTION 5. This ordinance shall become effective immediately upon its passage and
approval.
