HomeMy WebLinkAbout24-2044RESOLUTION NO. 24-2044 A RESOLUTION OF THE CITY OF DENTON, A TEXAS HOME-RULE MUNICIPAL CORPORATION. AUTHORIZING THE USE OF RISK LEVEL 5 CONTROL MEASURES PURSUANT TO THE CITY’S MOSQUITO SURVEILLANCE AND RESPONSE PLAN - 2024 SEASON; AND DECLARING AN EFFECTIVE DATE. WHEREAS, in 2002, the City’s Department of Environmental Services and Sustainability, at the direction of City Council, drafted and implemented the Mosquito Surveillance and Response Plan (the “Plan”), which is reviewed before each mosquito season and was last updated in 2020; and WHEREAS, the objectives of the Plan are to: (1) provide guidelines and information on mosquito populations, prevalence of diseases – particularly West Nile Virus (“WNV“), and control strategies; (2) provide a systematic approach for using mosquito sampling and human disease data to establish risk levels; (3) establish actions that will be undertaken for each risk level; (4) provide City staff and elected officials with a decision-support system; and (5) set forth the roles and responsibilities of City staff and elected officials; and WHEREAS, the City Council finds that on September 20, 2024, the City entered Risk Level 4 – triggered by multiple mosquito pools collected at different times, locations testing positive for anthropod-borne virus/diseases, and confirmation of one human case of WNV within the City; and WHEREAS, control measures, described and defined by the Plan for Risk Level 4, include efforts to finalize all actions needed for implementing ground level spraying activities using ultra-low volume applications of pyrethroids; and WHEREAS, the City Council finds it to be in the best interest of the public health and safety to authorize the ground-based application of targeted mosquito adulticides in accordance with the Plan when the City reaches Risk Level 5; and NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES : SECTION 1. The recitals in the preamb ie of this Resolution are true and correct and incorporated into the body of this Resolution as if copied in their entirety. SECTION 2. Ground-based, targeted application of mosquito adulticides in accordance with Risk Level 5 of the Mosquito Surveillance and Response Plan – Season 2024, is authorized so long as the City of Denton shall be in Risk Level 5 during the 2024 mosquito season. SECTION 3. The City Manager shall ensure maximum dissemination of information to residents in areas where application of mosquito adulticides will occur. SECTION 4 This Resolution shall become effective immediately upon its passage and approval.
