SUBJECT
Consider approval of a resolution of the City Council of the City of Denton confirming the City
Manager’s appointment of Raymond Knight to the Civil Service Commission to serve for the term
beginning September 1, 2026, and ending on August 31, 2029; and providing an effective date.

BACKGROUND
Police and Fire personnel of the City of Denton are governed by Chapter 143 of the Texas Local
Government Code and have been since the late 1940s. With the adoption of Chapter 143, the City is
required to implement a Civil Service Commission.
Chapter 143.006(b) of the Texas Local Government Code states, “The commission consists of three
members appointed by the municipality's chief executive and confirmed by the governing body of the
municipality. Members serve staggered three-year terms with the term of one member expiring each
year.”
Per Chapter 143.006(c), a person appointed to the Commission must:
1) be of good moral character;
2) be a United States citizen;
3) be a resident of the municipality who has resided in the municipality for more than three years;
4) be over 25 years of age; and
5) not have held a public office within the preceding three years.
The current Commissioners are Darhyl Ramsey and Dianne Baker. Commissioner Ramsey has served on
the Commission since August of 2004 and Commissioner Baker has served since September of 2024.
The City Manager has elected to appoint Raymond Knight to the Civil Service Commission and is
recommending that Council confirms this appointment.

Dear Ms. Gilbreath,
I am interested in serving as a Civil Service Board Commissioner for
the City of Denton. I retired from Garland Fire Dept. in August 2016
after serving for 36 years. I held every position from entry level
firefighter in January , 1980, Driver, Lieutenant (including as Fire
Inspector), Captain, Battalion Chief, Assistant Chief, and Fire Chief.
Garland Fire Dept. is ruled by Texas Civil Service Law, which I
became very familiar with as our governing law.
I understand the importance of the Civil Service Board and its
application to the members of Fire and Police. I would be honored to
serve as a commissioner on the board.
