SUBJECT
Consider adoption of an ordinance of the City of Denton granting the Denton Black Chamber of
Commerce a noise exception pursuant to Section 17-20 of the City of Denton Code of Ordinances
for the Denton Blues Festival, which will be held on Friday, September 18, 2026, from 6:00 p.m.
to 10:00 p.m., and Saturday, September 19, 2026, from 12:00 p.m. to 11:00 p.m., at Quakertown
Park; granting an exception for sound levels and a variance in the hours of operation on said dates;
and providing an effective date.
BACKGROUND
The 24th Annual Denton Blues Festival is organized by the Denton Black Chamber of
Commerce, a nonprofit 501(c)(3) organization that serves to preserve the blues and further the
reputation of Denton as a music entertainment destination. This event is held annually at
Quakertown Park.
This free festival will include live music and performances, karaoke, children's activities, arts
and crafts, and over 20 booths. Event organizers anticipate 8,000 in attendance.
The Denton Black Chamber of Commerce requests an exception to the noise ordinance with
respect to sound levels exceeding seventy (70) dBA and hours of operation on Friday, September
18, 2026, from 6:00 p.m. to 10:00 p.m., and Saturday, September 19, 2026, from 12:00 p.m. to
11:00 p.m., at Quakertown Park.
RECOMMENDATION
Staff recommends approval.

On August 20, 2019, City Council approved an exception to the noise ordinance for the Blues
Festival under Ordinance 19-1851.
On August 3, 2021, City Council approved an exception to the noise ordinance for the Blues
Festival under Ordinance 21-1618.
