CITY OF DENTON CITY COUNCIL
April 6, 2009
After determining that a quorum is present, the City Council of the City of Denton, Texas will
convene in a Special Called Work Session on Monday, April 6, 2009 at 11:30 a.m. at North
Lakes Recreation Center, 2001 West Windsor, Denton, Texas at which the following item will
be considered:
NOTE: A Work Session is used to explore matters of interest to one or more City Council
Members or the City Manager for the purpose of giving staff direction into whether or not such
matters should be placed on a future regular or special meeting of the Council for citizen input,
City Council deliberation and formal City action. At a Work Session, the City Council generally
receives informal and preliminary reports and information from City staff, officials, members of
City committees, and the individual or organization proposing council action, if invited by City
Council or City Manager to participate in the session. Participation by individuals and members
of organizations invited to speak ceases when the Mayor announces the session is being closed to
public input. Although Work Sessions are public meetings, and citizens have a legal right to
attend, they are not public hearings, so citizens are not allowed to participate in the session
unless invited to do so by the Mayor. Any citizen may supply to the City Council, prior to the
beginning of the session, a written report regarding the citizen's opinion on the matter being
explored. Should the Council direct the matter be placed on a regular meeting agenda, the staff
will generally prepare a final report defining the proposed action, which will be made available
to all citizens prior to the regular meeting at which citizen input is sought. The purpose of this
procedure is to allow citizens attending the regular meeting the opportunity to hear the views of
their fellow citizens without having to attend two meetings.

SUBJECT
Receive a report and hold a discussion regarding an update on the GreenSense Program and
other energy programs.
BACKGROUND
In December 2008, the City Council approved the GreenSense Energy Efficiency Rebate
Program. The program expanded upon the Energy Save Program. The new program expanded
from offering customer incentives only on HVAC, Geothermal Heat Pumps, and New Home
Construction to include insulation, radiant barriers, solar screens, energy efficient windows, solar
water heaters, photo voltaic installations, and programmable thermostats. The new program
launched in January 2009. The update will include customer participation information for the
first quarter of 2009.
As part of the launch of this new program, DME also hired a full-time Energy Programs
Specialist to administer the GreenSense Program and its Energy Audit Program along with other
duties. The Energy Programs Specialist performs pre and post inspections for home
improvements that require them. This position is also responsible for managing the processing of
rebate requests, installer recruitment and education, and tracking funds available for the program.
With the addition of this new position, DME's existing Energy Audit Program has been
revamped to include the use of a Thermal Imaging Camera (Infrared Camera) when performing
energy audits. The Infrared Camera offers the home owner a more accurate and comprehensive
assessment of the efficiency of his/her home or business. The Infrared Camera detects heat/cold
loss as well as vacancies in insulation, air infiltration, improper window sealing, and other
common energy inefficiencies. This information can help the customer assess what types of
improvements should be made to make the structure more energy efficient. This is also an
opportunity for the Specialist to educate the customer about the GreenSense Program.
DME has also been partnering with the Solid Waste Department's Recycling Division for the to
offer customers an opportunity to exchange his/her existing incandescent light bulbs with more
energy efficient compact fluorescent light bulbs. The CFL Bulb Exchange Program is a one for
one exchange with a limit of four bulbs per household. Customers can bring in used incandescent
bulbs to the Home Chemical Collection ReUse Store. Over the past year and half of the
program's existence more than 10,000 compact fluorescent light bulbs have been given out in
Denton.
