HomeMy WebLinkAboutApril 14, 2009 Agenda AGENDA CITY OF DENTON CITY COUNCIL April 14, 2009 After determining that a quorum is present, the City Council of the City of Denton, Texas will convene in 2nd Tuesday Session on Tuesday, April 14, 2009 at 4:00 p.m. in the City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which the following item will be considered: NOTE: A 2nd Tuesday Session is used to explore matters of interest to one or more City Council Members or the City Manager for the purpose of giving staff direction into whether or not such matters should be placed on a future regular or special meeting of the Council for citizen input, City Council deliberation and formal City action. At a 2nd Tuesday Session, the City Council generally receives informal and preliminary reports and information from City staff, officials, members of City committees, and the individual or organization proposing council action, if invited by City Council or City Manager to participate in the session. Participation by individuals and members of organizations invited to speak ceases when the Mayor announces the session is being closed to public input. Although 2nd Tuesday Sessions are public meetings, and citizens have a legal right to attend, they are not public hearings, so citizens are not allowed to participate in the session unless invited to do so by the Mayor. Any citizen may supply to the Clty COUnCII, prior to the beginning of the session, a written report regarding the citizen's opinion on the matter being explored. Should the Council direct the matter be placed on a regular meeting agenda, the staff will generally prepare a final report defining the proposed action, which will be made available to all citizens prior to the regular meeting at which citizen input is sought. The purpose of this procedure is to allow citizens attending the regular meeting the opportunity to hear the views of their fellow citizens without having to attend two meetings. 1. NOTE: The City Council reserves the right to adjourn into a Closed Meeting on any item on its Open Meeting agenda consistent with Chapter 551 of the Texas Government Code, as amended, including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act. AGENDA INFORMATION SHEET AGENDA DATE: April 14, 2009 DEPARTMENT: Finance ACM: Jon Fortune SUBJECT Receive a report, hold a discussion, and give staff direction regarding the Preliminary 2009-10 Five Year Forecast and Over 65 Property Tax Exemption. BACKGROUND The purpose of this Work Session item is to discuss the possibility of increasing the Over 65 Property Exemption for the City of Denton. As with any financial issue of this magnitude, it is prudent to consider an increase in the property tax exemption in the context of our five year financial forecast. By doing so, the City Council and staff will be more fully informed regarding the long term financial impact of this decision. With this is mind, the attached PowerPoint presentation provides a preliminary version of the five year forecast for FY 2009-10. The financial planning process is still in the early stages, and as a result, the forecast should not be considered complete. Over the next few months, staff will work closely with the City Council and the Audit/Finance Committee to finalize our five year financial forecast. The final version of the financial plan will be submitted to the City Council with the City Manager's recommended budget at the end of July 2009. At this point, the FY 2009-10 Five Year Financial Forecast is based principally upon the assumptions included in the FY 2008-09 financial plan. Key assumption changes for the FY 2009-10 Five Year Forecast include: • Lowering the appraised value growth assumptions to 0% in FY 2009-10 and 4% for each year thereafter. • Reducing the sales tax growth assumption from 5% to 2% beginning in FY 2010-11. • Incorporating a 1 % increase (from 4% to 5%) in the franchise fee that is charged to our Denton Municipal Utilities. • Reducing expected Building Permit and Inspection revenue for FY 2009-10 and FY 2010-11. • Increasing fund balance projections due to higher than anticipated ending fund balance for FY 2007-08. As stated previously, the Five Year Forecast is still very preliminary at this point. As additional information becomes available, the financial plan will be updated accordingly. In particular, I have provided a comparison of the Denton exemption to other Metroplex communities. The financial impact of increasing the exemption is also provided for your review.
