HomeMy WebLinkAbout2000-167ORDINANCE NO 16LO AN ORDINANCE PROVIDING FOR THE EXPENDITURE OF FUNDS FOR EMERGENCY PURCHASE OF REPAIRS REQUIRED DUE TO FIRE DAMAGE TO THE SPENCER STATION #3 COOLING TOWER IN ACCORDANCE WITH PROVISION OF STATE LAW EXEMPTING SUCH PURCHASES FROM REQUIREMENTS OF COMPETITIVE BIDDING, AND PROVIDING AN EFFECTIVE DATE (PURCHASE ORDER 05460 TO MIDWEST TOWERS, INC IN THE AMOUNT OF $316,538) WHEREAS, state law and ordinance require that certain contracts requiring an expenditure or payment by the City in an amount exceeding $15,000 be by competitive bids, except in the case of public calamity where it becomes necessary to act at once to appropriate money to relieve the necessity of the citizens of the city, or in case of unforeseen damage to public property, machinery or equipment, and, WHEREAS, the City Manager has recommended to the City Council that it is necessary to purchase goods or services due to the following emergency conditions outlined in the memorandum attached hereto, incorporated herein by reference, NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS SECTION 1• That the City Council hereby determines that there is a public calamity that makes it necessary to act at once to appropriate money to relieve the necessity of the citizens of the city, or to provide for unforeseen damage to public property, machinery or equipment, and by reason thereof, the following emergency purchases of materials, equipment, supplies or services, as described in the "Purchase Orders" referenced herein and on file in the office of the Purchasing Agent, are hereby approved PURCHASE ORDER NUMBER VENDOR AMOUN 05460 MIDWEST TOWERS, INC $316,538 SECTION 2 That because of such emergency, the City Manager or designated employee is hereby authorized to purchase the materials, equipment, supplies or services as described in the attached Purchase Orders and to make payment therefore in the amounts therein stated, such emergency purchases being in accordance with the provisions of state law exempting such purchases by the City from the requirements of competitive bids SECTION 3. "Quahly and Service with Integrity" Denton Municipal Electric Denton, Texas Subject* Denton Municipal Generating Station Unit 3 Cooling Tower Repair Midwest Towers' Proposal No MT-R-2101 SCOPE OF WORK 1 DRIFT ELIMINATORS Remove and replace as required fire damaged drift eliminators and support Install Brentwood CDX-150 PVC drift eliminators NeN drift eliminators will be supported on custom manufactured PV;, drain boards/shelf supports 2 HOT WATER BASINS —EAST SIDE Remove a minimum of 2 basins decks 100% and approximate y 10% of the third cell for inspection and replacement Replace file damaged hot water basins, curbs, distribution boxes, nozzles, 2" x 6" basin joists, 2" x 6" midbay nailers, 2" x 4' joist supports and 4" x 4" stub post full length for outboard handrails Install new 2" x 4" longitudinal joist supports, 2" x 6" transverse joists and 2" x 0" midbay nailers The new 2" x 6" transverse joists will be spliced it the original splice block location Install new 3/4" CCX pressuie treated plywood decking and 2" x 10" longitudinal and transverse basin curbs Each basin will be sealed around the perimeter wish chamfered 2" x 2" and caulked with Vulkem Mastic to prevent leakage New custom manufactured distribution boxes will to installed at each existing valve location Also included will be neN polypropylene target nozzles New walkways will be installed tte full length of damaged area New hand and knee rails will to installed on the new 4" x 4" stub post ' rpnpoeiiro Hwy 19 East • P O Box 1465 • Chickasha, OK 73023 c T i ku4 fa6,iG� Tel (406) 224-4R22 •Fax (405) 224-4625 ATTACHMENT 2 PAGE 2 OF 5 Denton Municipal Electric Scope of Work Page 2 3 SPLASH FILL Remove fire damaged fill as required and install new fill The exa(.t quantity will have to be determined after the header pipe and basin decking is removed for inspection For now, 20% replacement of the top 6' of 2 cells is estimated and considered liberal The fill w II be Opti-Bar (existing) in kind replacement New slotted 2" x i " members will be installed to support the existing wire hangers 4 HOT WATER BASIN COVERS Install hot water basin enclosures as required to replace fire damaged area Included will be new bolted 2" x 6" transverse loi,,t supports and nailed 2" x 4" longitudinal joists Enclosures will be 6 oz , 5 33" corrugated fiberglass Area between fandeck and handrails will remain open for ventilation Included will be all necessary attaching hardware New access ladders will be installed from the fandeck down to the hot water basin walkway. The enclosure roof will be framed for ladder access to walkways 5 PLENUM PARTITION WALLS New 1/2' plywood plenum partition walls will be installed as necessary to replace fire damaged walls 6 STRUCTURAL REPAIRS Our first concern is to safely remove all fire damaged mechanical equipment as they pose the greatest risk due to their extreme weight Professionals should accomplish this as soon as possible to prevent their falling and causing further damage Replace as necessary all Redwood structural members damaged by fire Again, this will be a precarious endeavor given the conditions for scaffolding and safely replacing certain member, Although we have completed numerous projects similar to this one, each in it's own way is unique and requires our safety people ATTACHMENT 2 PAGE 3 OF 5 Denton Municipal Electric Scope of Work Page 3 (Structure cunt ) working closely with our construction supervisors in staging a project such as this All members that have been compromised by burning or charring will be replaced All vertical 4x4 columns will be replaced down to their original splice point All diagonal braces will be replaced in whole, full length All horizontal structural members will be replaced in their entirety, to original manufacturers splicing point', Splicing of any other structural member will be completed to original points, including those that enter longitudinally through a partition wall Included will be #1 Structural Redwood, pressure treated, and new 304 SST attaching hardware 7 FAN DECK Replace in kind as required, Redwood 2 x 6 tongue & groove decking A minimum of 2 complete cells will be replaced in their entirety, and approximately 25% of the third cell Included with decking is all new joists, joist supports, bridging for fan stack,, quake blocks for stacks, and all necessary 304 SST attaching hardware This would be a very convenient opportunity to replace the balance of a very poor fan deck We can discuss this further if desired 8 DISTRIBUTION PIPING Supply and install 30" 0 FRP distribution piping from riser flange, into the forth bay of third cell At that juncture piping will be cut and new pipe glassed to existing pipe Included will be new pipe, field fiberglass wrap kit, valve stub flanges, rebuilding of existing valve,, new wood distribution boxes, distribution saddle supports, and all necessary gaskets and hardware Also included will be new FR' grating for access walkway between valve distribution boxes PAGE 4 OF 5 ATTACHMENT 2 Denton Municipal Electric Scope of Work Page 4 9 ENDWALL CASING Remove endwall casing only as required to access and replace burnt structure This will be approximately 8 feet downward froin fan deck, or to first full sheet below damage New casing will ke installed after structure is replaced New casing will be 12 ounce PSF, 4 2" corrugated FRP Each vertical seam will be caulked to prevent leakage and attached to new structure will SST nail Each nail with neoprene SST bonded washers Included in th s item is cost of manlift TOTAL NOT TO EXCEED BASE BID $ 194,410 00 ADDITIVES TO BASE BID 10 FAN STACKS In two —(2) cells, remove fire damaged fanstacks and supply neN rigid fiberglass fanstacks manufactured by Midwest Towers The throat diameter will be 22' and the inlet diameter will be 25' The height will be 14' Also included will be access door, removab e viewport, external motor coupling shaft guard and stainless ste-31 attaching hardware Segments from existing stack will be salvaged for repair of third cells damaged panel Also included is FRP kit to 13 GEAR REPAIRS Inspect for heat damage and routine repair existing series 32 gear reducers as follows Routine repair includes new bearings, oil seals shims, and bolts Sandblast exterior cases, and apply 3 coats epoxy paint Reassemble gear perform operational check and test run Labor for installation is included in base bid estimate New series 32 gears would cost approximately $ 14,000 each anc
