G. Stebbins requesting a change of zoning from agricultural (A) to single family (SF-13) on a tract approximately 1/2 acre in size, located along the south side of Highway 380 beginning approximately 460 feet west of the intersection of Highway 380 and Grissom/Trinity Road. Report: The property in this petition is located along an annexation strip running eastward along Highwa 380 A signle family attached dwelling is permitted in an agricultrual (Al zoning district but the tract must be at least one (1} acre in size. Inasmuch as the tract in this request is less than an acre n size, a zoning change to single family (SF-13) is required before development may commence. Surrounding land use includes single family housing east and west of the site, and vacant land to the south and north across Highway 380. This area is not served with water and sewer lines. The nearest water line is approximately 71000 feet from the site and the nearest sewer line is appproximately 6,500 feet away. Extension of the sewer line would require the installation of a lift station. This area is served with electricity by Texas Power 6 Light. The Planningg and Zoning Commission felt that the proposed zoning classification is compatible with surrounding uses and for this reason recommends approval of Z-1450 by a vote of,5 - 0 with one abstention. The second tract (the tract in this request) is approximately 7 acres in size j and is located to the north of Windsor Drive. 1 At the City Council public hearing of April 15, 1980 this petition was referred back to the Planning and Zoning Commission for further consideration. i Report: Another pplanned development adjoins the site in this request on the south and west. Tbis planned development permits some zero lot line development along the western frontage of Stuart Road as well as multi family dwellings on the north side of the projected extension of Windsor Drive approximately 450 feet west of Stuart Road on a 5.8 acre tract with a maximum density of 100 units, Land east of the multi family site is designated for recreational activities and land for a greenbelt is reserved east of the recreational area. Public facilities are available for extension to the site and there is adequate capacity in the tines. The planned development in this request is part of an integrated residential development. The high intensity multi family uses are small in scale in relation to the overall development snd there was a good transition between uses. The underlying philosophy of the overall development was to locate the higher density uses on the interior with access to the Windsor extension and with zero lot line development, a ,greenbelt and single family development forming a transition to existing residential areas. The Planning Commission felt that the proposed amendment undermines this philosophy by significantly expanding the high density development and in essence eliminating any transition Into existing and future lower density residential uses on the surrounding property. In addition, they are requesting that the City assume responsibility for financing the operation of the Center under the Parks and Recreation Department, I advised Mr. Brinkley and Mr. Dever that it would be more j a propriate to present their request to the Park Board ptior to the Council appearan,e. SUMMARYi On February of 1980, the City made a participation agreement with Financial Consulting inc., to pay the oversize of a water line from 8" to 120. The estimated length of the line was 650' and the estimated cost to the City was $3,929. The actual length of this line was 570' and the actual cost to the City is $3,270. The City has inspected and approved this installation. (See Exhibit attached). ACTION REQUIREDt Approval of payment by the City Council. SUMMARY: On November 6, 1979, the City of Denton entered into contract with Gilbert Associates of Reading, Pa., to conduct a 1980 Electric Power Supply Study. The Study has been completed and final payment is in order. The Contract amount was for $58,000 for services and $10,000 for expenses, Periodic monthly payments have been made in the amount of $56,708 for services and $10,000 for expenses. Due to an increase in scope of the Study, Al Herman of Gilbert Associates requested from the Utility Board consideration for additional compensation. In negotiations between the Board and Gilbert Associates, the following additional compensation was developedt Additions to Scope of Work Cost 1. TMPA Cost Development $4,800 i When the Study was initiated in November, 1979, it was anticipated that TMPA's next financing would be in February or March 19800 and that cost data developed in the financing would be completed for use by Gilbert. Due to high interest rates, TMPA correctly made the decision to postpone financing until July 1980, therefore, TMPA halted development of cost information and Gilbert then etas requested to move forward f with the necessary cost development. ! 2. Visits to Additional Utilities $40880 The original scope of the Study had considered visits and analysis of three private utilities. The Board requested that all utilities in Texas be contacted and analyzed for possible participation, wholesale supplier, or purchase alternatives. i 1 i z 3. Texas Power & Light Rate Order $5,440 TP&L had filed a rate request in December 1979, and Gilbert Associates had utilitiaed the rate request as the basis of their analysis. Approximately three weeks before the Study was completed, the public Utility commission acted on the TP&L rate request, reducing the amount requested. Gilbert Study Associates the original requested TP&L ratall es had been used. 4. The previous Council had recommended standardizing the rate based on equal s service. For this reason and because of maneuvering problems, maintenance problems and special clean-up problems. Staff would recommend going to curb- side pickup beginning August 1, 1980. Chris Hartung FROM: Rick Svehla DATE: June 26, 1960 RE: Garbage Pickup in Alleys Last October when the new budget was passed, the Council made a change in the rates and at the same time said that all service should be equal and the same if the rates are the same. Currently we pick up garbage in approximately 14 alleys throughout the City. These are located generally in the Town North area, north of Hercules and east of Stuart, in the North Wood ai*a north of Foxcroft and east of Nottingham, and in an area between North Elm and North Locust. The staff would vecommend the alley pickup in these areas be dia- continued for several reasons. 1. Most of the alleys are rather narrow and maneuvering our large vehicles in them is r.ifficult. In the pase, some minor accidents have cawed ' downtime on the trucks and crews. 2. Generally these alleys are fenced and the residents take less care in { maintaining the pickup points. Therefore we must send out crews 2 or 3 times a year to pick up trash that has accumulated. $ 3. Finally, these alleys were intended for access to rear entry garages i for small passenger-type vehicles. Our heavy sanitation vehicles make the alleys deteriorate much more rapidly and we must spend a considerable amount of time and money maintaining these. a The staff would recommend that we notify all the affected owners within the next several weeks and begin regular curbside pickup beginning August It 1980. Gay on the meeting of her sub-committee to establish criteria for inclusion of industrial properties in the industrial site package. Gay +r stated that the committee had established the following criteria: 1. The industrial site must either be zoned industrial or be shown to be industrial on the comprehensive Plan of the City of Denton. 2. The industrial site must be suitable for industrial develop- ment now or within three years. At a minimum, the site must , be able to be economically served by utilities and must have € adequate road or rail access. We must have full cooperation of the owner of industrial site. 4. The site not be detrimental to established residential areas or areas that can reasonably be expected to develop for resi. dential use. a. The first time i it was awarded to Hart Graphics at the low bid of $6,755.00, after which they refused to accept the award or to do the printing. However, they proposed to 1 accept a purchase order if we would revise the bid to $119000.00.
