HISTORIC LANDMARK COMMISSION
April 10,2017
After determining that a quorum was present, the Historic Landmark Commission of the City of
Denton, Texas convened in a Regular Meeting on Monday, April 10, 2017 at 5:30 p.m. in the
City Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which
time the following items were considered:
PRESENT: Chair Peggy Riddle, Vice-Chair Deb Conte, Commissioners: Alyssa
Stevenson, Scott Campbell, Eric Pulido, Kenneth Williamson, Daniel
Abasolo, and Michele Lynn.
ABSENT: Commissioner Helen Bailey.
STAFF: Ron Menguita, Roman McAllen, John Knight, and Nikole Chew-Jones.
WORK SESSION
Chair Peggy Riddle called the Work Session to order at 5:33 p.m.
1. Receive a report and hold a discussion regarding the Jagoe House located at 2212 West Oak
Street.
Roman McAllen, Historic Preservation Officer, presented this item to the Historic Landmark
Commission.McAllen stated this property has been vacant for some time.The owner,Randy Park,
owns the land surrounding 2212 West Oak Street and he is proposing to restore this property.
McAllen stated the owner plans to apply for the Texas Historic Preservation Tax Credit Program.
Staff has begun research of the property to assist the property owner with Part A of the application.
This information will determine National Register eligibility. In the future,the property owner will
submit a Certificate of Appropriateness Application.
Chair Riddle asked if this property would be restored as a single-family residence.McAllen replied
it may not be a single-family residence. It could be a multi-family residence, but it could depend
on what the National Register would allow. Chair Riddle stated that the original floor plan must
be sustained as much as possible.McAllen stated staff will continue to monitor the progress of this
project.
Commissioner Conte asked if the applicant was seeking Local Landmark Designation. Conte
stated if the applicant does not seek the designation, then they cannot be governed under local
oversite. McAllen replied the applicant has not,but hopefully they will. The ordinance update will
address this type of situation. McAllen stated instead of the property automatically receiving a
local designation, it is handled on a case by case basis.

2. Receive a report and hold a discussion regarding the status of the Historic Preservation
Ordinance update.
Roman McAllen, Historic Preservation Officer, presented this item to the Historic Landmark
Commission. The proposed revisions to the Historic Preservation Ordinance were administrative
approvals, painting, and landscaping. Originally, the Historic Preservation Officer, Roman
McAllen,had planned to have the revised Historic Preservation Ordinance go before City Council
on September 20, 2016, but upon further review of the existing ordinance, it was determined that
a comprehensive review and update of the entire ordinance was warranted. Currently, the legal
department is reviewing the revisions. McAllen provided a summary of the proposed changes
listed below.
• Definitions have been aggregated.
• Multiple references to Certificates of Appropriateness have been centralized in one
cohesive section that clearly delineates administrative approval.
• The criteria and procedures for designations of Historic Landmarks, Historic Districts, and
Conservation Districts have been arranged sequentially and revised for clarity and
consistency.
• Procedurally oriented subsections were combined and sequenced into one section.
• Language relating to exterior painting, fencing and landscaping was inserted per the public
input process.
• Recognition of the Bell Avenue Conservation District as a Historic District.
• Presently, there is no distinction for an application for a historic landmark or historic
district designation for properties that have been recognized by the State of Texas or the
National Park Service. An abbreviated process was introduced for local designation of
properties and districts previously recognized with such a designation.
McAllen stated provided the current timeline for the revised ordinance. Chair Riddle asked if a
date had been set for the community meeting. McAllen stated a date has not been set at this time.
Staff is waiting for the final document from the Legal Department before establishing a community
meeting.

2. CONSIDER APPROVAL OF THE HISTORIC LANDMARK COMMISSION
MINUTES FOR:
A. January 9, 2017
Vice-Chair Deb Conte motioned, Commissioner Alyssa Stevenson seconded to approve the
January 9, 2017 Minutes. Chair Riddle "aye",Vice-Chair Conte"aye", Commissioner Stevenson
"aye", Commissioner Pulido "aye", Commissioner Williamson "aye", Commissioner Abasolo
"aye", Commissioner Lynn"aye", and Commissioner Campbell "aye". Motion approved(8-0).
3. ACTION ITEMS:
A. Determine whether the presented expenses resulted in a permanent improvement or
restoration of the landmarked property located at 2106 North Bell Avenue. The property
is within the Bell Avenue Conservation District and generally located at the intersection
of North Bell Avenue and East Sherman Drive. (COA16-0020,2106 North Bell Avenue,
Roman McAllen)
Chair Riddle stated that Vice-Chair Conte has recused herself from this item.
Roman McAllen, Historic Preservation Officer, presented this item to the Historic Landmark
Commission. He stated this property is located within the Bell Avenue Conservation District.
McAllen stated there has been extensive restorative work done on this property. The applicants,
Gary Hayden and Deborah Conte, restored the original windows and siding. The applicants are
submitting their roof replacement as a qualifying permanent improvement. This permanent
improvement will allow them the opportunity to qualify for the City's tax exemption for historic
preservation of a historic property. The applicants have spent $10,590.00 on the replacement of
the roof.
Staff recommends a favorable determination that the expenses presented resulted in a permanent
improvement of the landmark property.

B. Consider a preliminary application for Historic Landmark Designation for the property
located at 607 College Street, and make a recommendation regarding the
appropriateness of the property to proceed to a final application. (HL17-0004, 607
College Street, Roman McAllen)
Roman McAllen, Historic Preservation Officer, presented this item to the Historic Landmark
Commission. He stated the property located at 607 E. College Street was approximately built in
1915. The property is located near the campus of Texas Woman's University (TWU). The
applicants, James and Lizabeth Spoonts, submitted this application to determine if their home
meets the criteria for a Historic Landmark Designation. McAllen stated this is a preliminary
application to make a recommendation for the appropriateness of the home to move forward. The
1996 Historic Survey stated this is a domestic bungalow with craftsman style elements.
Staff is recommending approval of this request for a Historic Landmark Designation for 607 E.
College Street.
Chair Riddle opened the public hearing.
The applicants, James and Lizabeth Spoonts, spoke in favor of this request. Lizabeth Spoonts,
owner, stated they are the third owners and it was told to them by the second owner,that the home
was originally built approximately in 1907 or 1910 instead of 1915 as noted. Spoonts stated this
home was built by the Boyd family and Judge Boyd built this home so his two unmarried
daughters could attend Texas Woman's University(TWU). Spoonts stated they have updated the
paint and flooring on the inside, but they have not altered any interior walls. They have also
removed the wrought iron since that was not consistent with the original design and went back to
columns. The home is still on the original Bodark Stubs. Spoonts stated they changed the skirting
around the foundation to a brick skirting to help sustain the foundation.
Chair Riddle asked if they had started doing any research on the property. The applicant, Lizabeth
Spoonts, responded no. Chair Riddle stated her staff could potentially help with the necessary
research since they helped Vice-Chair Deb Conte with their property. Chair Riddle stated they
have a lot of information about Judge Boyd. The applicant, Lizabeth Spoonts, stated during their

restoration they came across the grave marker of Jane Boyd,one of Judge Boyd's daughters. They
discovered that she was not buried on the property, but at one of the cemeteries in town. In the
past, when they held a wake they would place a grave marker in that location.
Commissioner Lynn thanked the applicants for their work on the home.
The applicant, Lizabeth Spoonts, invited the Commission to come visit the property.

located at 917 Egan, and make a recommendation regarding the appropriateness of the
property to proceed to a final application. (HL17-0005, 917 Egan Street, Roman
McAllen)
Roman McAllen, Historic Preservation Officer, presented this item to the Historic Landmark
Commission. He stated this property is located at 917 Egan Street and it was previously the
Historic Property of the Month. The applicant, James M. Payne, is seeking a Historic Landmark
Designation for his property that was approximately built in 1924. The 1996 Historic Survey
designated this property is a Tudor Revival Style. McAllen gave a history of this property.
Commissioner Lynn stated she has some information about the architect,Mary Jane Edwards. She
was the architect of her property. Chair Riddle asked who else worked with her. McAllen
responded K. Robinson. Commissioner Kenneth Williamson stated K.Robinson could potentially
be related to the local architect, David Robinson.
Staff is recommending approval of this request for a Historic Landmark Designation at 917 Egan
Street.

D. Consider making a recommendation to the Planning and Zoning Commission that the
O'Neil Ford Civic Complex, as defined by Resolution Number R92-040, be designated
a Historic Landmark. The O'Neil Ford Complex is bounded by Withers Street on the
north, Bell Avenue on the east, McKinney Street on the south and Austin and Oakland
Streets on the west. (HL17-0001, O'Neil Ford Civic Complex, Roman McAllen)
Roman McAllen, Historic Preservation Officer, presented this item to the Historic Landmark
Commission. He stated the O'Neil Ford Civic Complex area was officially designated in 1992.
The O'Neil Ford Civic Complex consist of the Civic Center Swimming Pool built in 1965, Civic
Center built in 1966, City Hall built in 1967, and the Emily Fowler Library built in 1969. In 1993,
a Local Historic Landmark marker was installed in the courtyard on the south side of City Hall.
Currently,there is no ordinance that designates the O'Neil Ford Civic Complex as a Local Historic
Landmark. Staff has been unable to locate an ordinance, but there is Resolution R92-040.
Staff is recommending approval of this request for the O'Neil Ford Civic Complex.
Commission Lynn asked about updating the pool and Emily Fowler Library. McAllen responded
once this designation is approved, the city will have to follow the same procedures and processes
required for a Certificate of Appropriateness (COA).

Awards.
Roman McAllen, Historic Preservation Officer, presented this item to the Historic Landmark
Commission. He explained the history and purpose of the program. McAllen went through the
criteria that will be followed.He explained the various options that can be used to make a property
nomination, the three criteria that will be used to evaluate a submittal, awards, and notification.
Staff is recommending approval of this procedure request.

Commission. He present three homes to be considered by the Commission.
A. 1902 North Bell Avenue
B. 1117 West Congress Street
C. 607 E. College Street
The Historic Landmark Commission hand voted for the following properties:
A. 1902 North Bell Avenue—2 votes
B. 1117 West Congress Street— 1 votes
C. 607 E. College Street—5 votes
Chair Riddle stated that 607 E. College is deemed the Historic Property of the Month. McAllen
state he will contact the owners.
5. HISTORIC LANDMARK COMMISSION PROJECT MATRIX
A. Historic Landmark Commission project matrix.
The Historic Landmark Commission discussed each item for clarification and determine which
items they want on the matrix.
