6 Roman McAllen, Historic Preservation Officer, presented five nominations for the Historic
7 Property of the Month. Once a property is selected, he will contact the winner to see if they are
8 agreeable to accepting the award and having their home videoed by Denton Television (DTV).
9 McAllen stated that each of the nominated properties are not in a Historic District.

23 Commissioner Pulido stated that he would like to establish an award for the winners of the Historic
24 Property of the Month. McAllen stated that he will review options. In the past, he has presented
25 the winners with a plaque. Munal Mauladad, Director of Development Services, stated that the
26 Historic Landmark Commission should go ahead and formalize the process and add an item to the
27 agenda that states the Commission is going to initiate the various parameters for the Historic
28 Property of the Month. She stated this will inform the public and make them aware of the new
29 process established by the Commission.

22 has submitted receipts for painting and cabinetry as the qualifying permanent improvement.

REQUEST:
Consider making a recommendation to the Planning and Zoning Commission regarding an
application for Historic Landmark Designation for the property located at 2106 North Bell Avenue,
located on the southeast corner of North Bell Avenue and Sherman Drive. This item has been
continued from the December 12, 2016 meeting.
APPLICANT/OWNER: Gary Hayden and Deborah Conte
BACKGROUND:
This home was built in approximately 1929 and is largely intact architecturally, retaining the
majority of the original exterior and interior. The home was surveyed in 1996, as part of the city-
wide historic resource survey and it was determined at that time to be a high priority property in
the Tudor Revival style.
The applicant has provided information depicting the historical significance of this property. The
application has been attached for details regarding the property. Pursuant to Section 35.7.6.5 of
the Denton Development Code (DDC), the Historic Landmark Commission shall make a
recommendation to the Planning and Zoning Commission to consider any historic landmark
designation. The Planning and Zoning Commission, after a public hearing, shall make its
recommendation to the City Council for final approval and adoption of an ordinance to designate
the property as an historic landmark.
COMPREHENSIVE PLAN:
The designation of an historic resource in the City of Denton falls within Element 4, Community
Character&Urban Design and within Element 7,Housing and Neighborhoods of the Denton Plan
2030. Element 4 was developed to identify,preserve, maintain, and create character areas within
the city. Element 7 calls for being proactive in neighborhood conservation and using historic
district designations as a"defense mechanism to prevent`spillover' impacts from adjacent corridor
and center development, and from capital investments such as road widening".
CONSIDERATIONS:
1. Current owners have rehabilitated the property and live there now.
2. The criteria for Historic Landmark Designations are provided in Section 35.7.6.4 of the DDC:
In making the designations, City Council shall consider but shall not be limited to one (1) or
more of the following criteria:
1. Character, interest or value as part of the development, heritage or cultural
characteristics of the city, state or the United States;
2. Recognition as a recorded state historic landmark, a national historic landmark or
entered into the National Register of Historic Places;
3. Embodiment of distinguishing characteristics of an architectural type or specimen;
4. Identification as the work of an architect or master builder whose individual work has
influenced the development of the city;
5. Embodiment of elements of architectural design, detail, material or craftsmanship
which represent a significant architectural innovation;
6. Relationship to other distinctive buildings, sites or areas which are eligible for
preservation according to a plan based on architectural, historic or cultural motif,
7. Portrayal of the environment of a group of people in an area of history characterized
by a distinctive architectural style;
8. Archeological value in that it has produced or can be expected to produce data affecting
theories of historic or prehistoric interest;
9. Exemplification of the cultural, economic, social, ethnic or historical heritage of the
city, state, or United States;
10. Location as the site of a significant historic event;
11. Identification with a person who significantly contributed to the culture and
development of the city, state or United States;
12. A building or structure that because of its location has become of value to a
neighborhood, community area or the city;
13. Value as an aspect of community sentiment or public pride.
3. This property meets the following three criteria:
Number 1. Character, interest or value as part of the development, heritage or cultural
characteristics of the city, state or the United States;
This home is located at a prominent location that allows it to act as a gateway structure to the
Bell Avenue area. The structure is prominent among the residences in the area and evolved in
scale from a more modest one story structure into a 2-story residence of significant attributes.
This evolution is photographically documented.
Number 3. Embodiment of distinguishing characteristics of an architectural type or
specimen;
The home is a contributing home in the Bell Avenue Conservation District as indicated by its
architectural integrity and designation as a high priority structure in the historic resource survey
of 1996. The home has multiple front facing gables and more proportionally square windows
on the front facade which is a less common form of the Tudor style.

From 1948 through 1963, Judge Ben W. Boyd and Ila Boyd owned and resided in this home.
The Boyd's were distinguished members of Denton's society. Mr. Boyd was an associate
justice of the Second Court of Civil Appeals in Fort Worth for 10 years as well as a district
judge of both Denton and Cooke County for 21 years.
STAFF RECOMMENDATION:
Staff recommends approval of this request for Historic Landmark Designation of the property
located at 2106 North Bell Avenue. This designation is consistent with the goals and objectives
of the Denton Plan 2030 and meets the criteria for Historic Landmark Designations as outlined in
the Denton Development Code.
OPTIONS:
1. Recommend approval as submitted.
2. Recommend approval subject to conditions.
3. Recommend denial.

The petitioner will be responsible for furnishing data to the Historic Landmark
Commission for substantiating that the property meets one or more of the following 13
criterions for Historic Landmark designation:

Born in Denton County in 1891, Ben Wade Boyd became a distinguished member of Denton
society through his work as a judge, attorney, and civic leader. Boyd worked as an associate justice of
the Second Court of Civil Appeals in Fort Worth for 10 years and district judge of Denton and Cooke
Counties for 21 years. He also acted as the Denton County assistant attorney from 1918 to 1920 and
county attorney from 1920 to 1925. During his stint as the assistant county attorney, Ben Boyd aided the
county attorney with one of the most notorious cases in Denton's history,the trial of Joe Speer. The
defendant, Speer, killed Samuel A. Bayless in self-defense after an altercation regarding a business
arrangement between the two.This is only one of the many significant cases in which he was involved.
In addition to his career in law, Ben Boyd joined several social and community clubs including,
the Knife and Fork Club, the Forum Club, the Masonic Lodge, the Kiwanis, and finally, he was a deacon in
the First Baptist Church. He also taught both Sunday School and public school, and spent time working in
real estate. To further contribute to his community, Boyd acted as director of the Denton Chamber of
Commerce from 1944 to 1955.
Ben W. Boyd married Ila Mae Wadley on November 19, 1921. She,too, donated much of her
time to the community and clubs. She was a member of the Woman's Shakespeare Club, City
Federation, planning board at Texas State College for Women (TWU), Scholarship Society of the
Southwest, Parent's Club of TSCW, Association of University Women, and chairman of the County
Chapter Red Cross Clothing Committee. In 1951, Mrs. Ila Boyd was elected Vice-President of the Texas
Federation of Women's Clubs. In 1958, Ila ran for the position of President of the T.F.W.C., the highest
post any Texas clubwoman could achieve.
Ownership of property for 2106 North Bell Avenue, Denton, Texas 76209:
The McDonald/Speer family sold the land to E.B.Woodrum in 1932 and in 1937.
In 1932 , the family sold the land to Woodrum only if there was a structure built with a
frame (or brick veneer) and at least five rooms. Finally, it was absolutely forbidden for
him to build a filling station. ( one of which he owned on another property) Otherwise, he
would forfeit the lien and return the property to the McDonald/Speer family.
In 1934, there is an ad in the Denton Record Chronicle that asks for a housemaid for 2106
N. Bell Ave that proves there was indeed a structure on the property.
In 1948, the Woodrums sold the property to Judge Ben W. Boyd and his wife, Ila Mae
Wadley Boyd.
In 1963,the Boyds sold the land to Dr. Paul and Mrs. Charlene Weathers.
In 1981, the Weathers sold the land to Max and Rose Marie Smith.
In 1995, the Smiths sold the property to Amanda Lanz.
Finally, it is clear that the home was built in either/or 1932-1933 due to the deeds and the
fact that it existed in 1934.
Judge Ben W. Boyd and Ila Mae Wadley Boyd are the most prominent residents of the
household. Ben was a judge in both Denton and Tarrant counties, and Ila sat on several
boards and clubs in Denton County.

Criteria to be used for Historic Landmark Desisnation
Tudor Revival Style
*One of the most popular styles for American homes built in the 1920's and 1930's when
approximately 25% of all houses built in the 20's were Tudor Revival Style (1890-1940). Only
Colonial Revival styles surpassed this style between 1900-1930.
*Eight principal subtypes can be distin igu•shed:
Multi In e-facade gables- This picturesque subtype is found in about 15% of all Tudor
houses. It has two or more dominant cross gables placed randomly on the front facade and often
includes gabled wall or roof dormers.
*Common Identifying Features:
Roof and Gables- Steeply pitched roof lines, usually side-gabled, facade dominated by
one or more prominent front-facing gables, also usually steeply pitched. Most common gable
variant is a smaller gable nested within a larger one; these share the same roof pitch and the
smaller gable generally extends forward. Clipped Oerkinhead) gables are also common, as are
shed dormers and steeply pitched gable dormers set into the slope of the roof.
Front Door- Front doors are typically recessed wooden doors, made from thick, wide oak
