2017-02-02 Agenda with Backup PUBLIC ART COMMITTEE AGENDA REGULAR MEETING After determining that a quorum is present, the Public Art committee of the City of Denton, Texas will convene in a Regular Meeting on Thursday, February 2, 2017, at 4 p.m. at Civic Center, 321 E. McKinney St., Denton, Texas, at which the following items will be considered: 1. CALL TO ORDER 2. APPROVAL OF MINUTES OF JANUARY 5, 2017 3. DISCUSSION ITEMS: a. Art by James Surls b. AND Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken, to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an PUBLIC ART COMMITTEE MINUTES REGULAR MEETING After determining that a quorum is present,the Public Art Committee of the City of Denton, Texas convened in a Regular Meeting on Thursday, January 5, 2017, at 4 p.m. at Civic Center, 321 E. McKinney Street, Denton, Texas at which the following items were be considered: Members present: Guy Bruggeman, Millie Giles, Brian Wheeler, Joe Duncan, Susan Vaughan, Ed Steele, Frank Mayhew, and Gerri Veeder Members absent: Erin Clegg Staff present: Janie McLeod and Christine Taylor Chairman Bruggeman called the meeting to order at 4 p.m. APPROVAL OF DECEMBER 1, 2016 MINUTES: The minutes were approved by a motion made by Vaughan and seconded by Steele. DISCUSSION ITEMS: Art by James Surls. Tom Maytham has been working on an appraisal and it should be ready by next week.Mr.Maytham visited the Surls Studio in the Carbondale during the Christmas holidays. McLeod said there had been challenges trying to work with him. The appraisal will be sent to the PAC as soon as it arrives. Donation of Art by Millie Giles. In 2009, the City of Denton has purchased and received several donations of art by Rob Erdle. Millie Giles has offered to donate another piece of art by her late husband, Mr. Erdle. The artwork is "Turner Falls" and will blend with the other artworks already displayed in the South Branch Library. Giles has requested that all of Erdle's art works remain together and not separated. Status of City Hall West Bell. McLeod said the contract for the bells will be completed soon. She added that the structural engineer inspected the tower at City Hall West, the insurance has been received, and the contract is being reviewed. ACTION ITEMS: Art by James Surls. Wheeler made a motion to table the Surls art item until an appraisal has been completed. The motion was seconded by Mayhew. Donated Art by Dr. Rudy Rodriguez. Wheeler made a motion to defer the art donation to the Public Art Committee (PAC) and be accepted by the Parks and Recreation Department. Steele seconded the motion and it passed with a vote of 8-0. Donation ofArt by Millie Giles.Wheeler made motion to accept the art donation of"Turner Falls" watercolor painting and it was seconded by Vaughan. The motion passed with a vote of 7-0. STANDING ITEM: Update on Fire Station Project. The architect is making progress on the project and is working with the City's purchasing agent. Invitation to Bush. On December 5, the Fire Department sent an invitation to George W. Bush to speak at the 911 Memorial dedication. McLeod made an on-line request and saw that his calendar was currently clear for that date. ANNOUNCEMENTS. Steele announced that the Thin Line Film Festival is inviting photographers to participate in the event. Bruggeman said the dedication of where President LB Johnson took the oath of office at Love Field Airport will be on Jan.21 st. Taylor commented that additional black rocks were added to the Moroles Fountain. There being no further business, the meeting was adjourned at 5:05 p.m. DISCUSSION ITEMS Art by James Surls The person originally contacted to provide an appraisal on the James Surls' art work didn't work out and another appraiser has been selected. Pam Campbell, with Campbell Fine Art Appraisal and Consulting in Fort Worth, was selected to provide the appraisal on the James Surls' art. The art gallery will take photographs of the sculpture and send it to Campbell so she can provide the appraisal. The Public Art Committee has successfully worked with Campbell previously. The individual from Colorado that was approached for the appraisal didn't work out as anticipated. Status of City Hall West Bell The contract with Verdin Company has been signed and arrangements for the transportation of the bell should be taking place soon. Acceptance of Art Policy The subcommittee will meet and offer more information at the PAC meeting. Keep Denton Beautiful(KDB) Murals KDB called for submission for two murals and reached 18,151 people, had 129 shared and 450 viewed the submission page in one week. The request for applications were promoted on: Facebook, twitter, instance gram,publicartist.com. The murals locations being considered are on the bridge crossing Broken Arrow Road and on Old North Road. Fundraising for murals will be done by KDB committee. They plan to sell prints of the murals and give a percentage or dollar amount to artist and the balance contribute to KDB mural fund. The deadline for applications will be Feb. 10 and final selection by Feb 15th. KDB will bring the submission selected to the March 2 PAC meeting. KDB's staff plans to take an Informal Staff Report (ISR)to Council. Railroad Bridge—The railroad company says it is okay to paint and remove graffiti on the railroad bridge. Community Improvement Services will remove graffiti and go out to bid for an artist to repaint the bridge. The project will be completed by June. MLK Art Project The PAC requested this be placed on the agenda for more discussion. Actively Seek Artists in Denton The PAC requested this be placed on the agenda for more discussion. Strategic Plan/Mission Statement The PAC requested this be placed on the agenda for discussion. Citizens Request-Mural on I-35 A citizen contacted McLeod about a suggestion for community art. I was asked to share this information with you but since the recommended location isn't City property, the request would not be under the PAC's scope. The information was shared with the KDB department. Ed Steele gave me your name and said to ask you to get this as a discussion item at the next arts committee meeting. If you will expand the 135 photo you will see there is a huge wall behind the Ramada Inn (behind the Razor Ranch sign) that is very visible from 35 going south. This would be a great place for something like Austin's Hope project. It's obvious that whoever owns this has had to paint out graffiti. As professional muralists, we have found one of the best ways to combat graffiti is with murals. It would also be my hope that by giving local muralists a location to paint it would curtail them from doing murals on commercial sights for free or at very cheap prices (which has greatly hurt our business). 1 think it would be a wonderful idea for your committee to work with whoever owns this to create a very visible tourist sight that will give Denton another outlet for it's reputation as an arts town.
