2017-01-05 Agenda with Backup PUBLIC ART COMMITTEE AGENDA REGULAR MEETING After determining that a quorum is present, the Public Art committee of the City of Denton, Texas will convene in a Regular Meeting on Thursday, January 5, 2017, at 4 p.m. at Civic Center, 321 E. McKinney Street,Denton,Texas at which the following items will be considered: 1. CALL TO ORDER 2. FUTURE AGENDA ITEMS: Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Public Art Committee or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting. CERTIFICATE I certify that the above notice of meeting was posted on the bulletin board at the City Hall of the City of Denton, Texas, on the day of ,2015 at o'clock(a.m.) (p.m.) CITY SECRETARY PUBLIC ART COMMITTEE AGENDA REGULAR MEETING After determining that a quorum is present, the Public Art Committee of the City of Denton, Texas convened in a Regular Meeting on Thursday,December 1,2016,at 4 p.m.at Civic Center,321 E.McKinney Street,Denton,Texas at which the following items were be considered: Members present: Guy Bruggeman, Millie Giles, Brian Wheeler, Joe Duncan, Erin Clegg, Susan Vaughan, Ed Steele, Frank Mayhew, and Gerri Veeder Staff present: Emerson Vorel, Janie McLeod, and Christine Taylor Ex-Officio: Tracy Bays-Booth,Greater Denton Arts Council Others present: Elton Brock and Karen Smith Chairman Bruggeman called the meeting to order at 4 p.m. PRESENTATION BY CITY'S PURCHASING MANAGER,ELTON BROCK. Mr. Brock shared with the Public Art Committee (PAC)the purchasing processes for the City. He discussed the time lines and dollars amounts and what is required prior to a City purchase being made. APPROVAL OF OCTOBER 6,AND NOVEMBER 3, 2016 MINUTES: Wheeler made a motion to approve the October 6 minutes; Mayhew seconded. Motion passed 9- 0.Wheeler made a motion to approve the November 3 minutes;Mayhew seconded. Motion passed 9-0. DISCUSSION ITEMS: Art by James Surls: Giles was asked to share information about the conference call to Linda Clark, agent for James Surls Art Gallery. Ms. Clark was told that the PAC is interested in purchasing the art by Surls and an appraisal is needed prior to the purchase. McLeod shared information about appraisers being considered and welcomed any input. The PAC discussed whether someone from Colorado or Texas should be asked to do the appraisal. The Texan may charge less than someone from Colorado, but the travel expenses might make it cost prohibited. McLeod will move forward with obtaining an appraiser with accreditation. Giles suggested locating the sculpture in the City Hall Courtyard across from the Moroles art. There is a possibility that the Surls sculpture might get"lost"in the large yard area in front of City Hall. If displayed in the front area of City Hall, the art would need to be on a raised pedestal to be seen from the street. Giles shared information she had obtained the prices of Surls' art sold from previous years. Donation of Art by Dr. Rudy Rodriguez: McLeod reminded the PAC that Dr. Rodriguez had offered to donate two framed art works. Vaughan and Duncan looked at the art and determined the art was a signed commercial poster. Duncan commented that the art doesn't meet the criteria to accept but also realized that the criteria hasn't always been met. Prints by Martha Robbins had been previously accepted by the City. The PAC decided it is a good time to reevaluate the art donation policy and be sure the policy is enforced. The revised policy will need to add consistence to the policy stricter definitions to the policy. It was suggested to include that the policy state that commercial prints not be accepted by the PAC. Steele suggested that the previous accepted commercial prints be "grandfathered in". The PAC agreed that the donated art will be accepted by the Parks and Recreation Department as a gift and not as public art. The art will be made available to the recreation centers for display in the centers. A subcommittee consisting of Bruggeman,Vaughan, and Steele agreed to serve on the committee to look at the current policy and make recommendations. ACTION ITEMS: None STANDING ITEM: Update on Fire Station Project: Giles and Vorel met with David Robinson, with Kirkpatrick Architects. Giles said that the qualifications for the bid needed to be tighten-up to include the spec on the steel, and the erection and transportation of fabrication. Two contractors were being considered: Johnson Products could do everything including the installation and transport; and the second company was not certain that they had the equipment to accommodate the bends on the bell towers. The concrete work will not be a part of contract. Floyd Smith will handle the concrete and will need six weeks' notice. There was discussion on whether to have a general contractor, for liability reason, or not. Kirkpatrick will be working on City Hall West bell tower. The steeple area needs to be redone before bell can be rehung. By purchasing a bell of time period, rather than having a replicate bell made reduced the costs. The purchase of the bell won't need to go to City Council for approval and can be executed by Purchasing. There will be two signs in front of the Central Fire Station. The signs will be made of Corten and one will provide information about the memorial tower and the other on the historic museum. When towers are first installed, it will be silver and will then rust with time. The seams in the structure will not be needed,which will be good because the fire fighters were not sold on the idea of having the seams located where the planes hit the towers. Giles has tried to contact former President George Bush to speak at the dedication of the memorial but has had no luck. She did find out that there is a formal way to invite Bush—write him a letter inviting him to attend. On behalf of the Fire Department, Giles drafted a letter and Deputy Chief Hedges will get the Chief to sign the letter. It is the intention that the invitation coming from the fire fighters might help eliminate of need for an honorarium to Mr. Bush. Giles discussed the Moroles fountain at City Hall and recommended that more black stones be added to the base of the pool. She added that the water was bubbling on the top of the fountain and it should look as though the water magically flows down the rock. The Parks Maintenance staff will take care of the water flow. There being no further business, the meeting was adjourned at 5:28 p.m.
