The District: •Covers a geographical area of approximately 410,000 square miles and employs more than 1600 team members. •Has constructed 25 lakes, two major floodways and many local projects. These projects cost $2.6 billion to build, but have prevented more than $68 billion in flood damages. •Operates and maintains reservoirs and lakes for outdoor recreation opportunities for millions of visitors annually, while also furnishing approximately 35 percent of Texas’ water supply. 3 https://www.swf.usace.army.mil/ 4 SWF-SJ Team Members: Marie Loftin MARIE.J.LOFTIN@usace.army.mil; Jodie Foster Jodie.R.Foster@usace.army.mil; Landon Erickson Charles.Erickson@usace.army.mil; Lynde Dodd Lynde.L.Dodd@usace.army.mil 5Recent and On-going TEAM ACTIVITIES Upper Trinity Regional Comprehensive Watershed Management Plan -Phase I This interagency project includes the North Central Texas Council of Governments and some of their 230 member governments along with USACE. The emphasis of Phase I of this project is to raise flood risk awareness for local governments using coordination, outreach, education, and workshop activities to establish a collaborative group of stakeholders to share in the development of the watershed management plan that focuses on flood prevention efforts, not mitigation. San Antonio River Tournament for Integrated Flood Risk Management This interagency project includes the San Antonio River Authority (SARA), USGS Texas Water Science Center, USACE -Institute of Water Resources (IWR) and USACE -Fort Worth District. SARA plans to use the multi-hazard tournament methodology to address flood risk in the context of multiple water management objectives. Interagency Development of a LifeSim Model and Update to the Dallas Floodway Emergency Action Plan The City of Dallas is in the process of updating the Dallas Floodway (DF) Emergency Action Plan (EAP) for the East and West Levees of the DF System. In the time since the original EAP was developed in 2010, the USACE -Hydrologic Research Center developed the LifeSim model, which helps determine loss of life under various flooding conditions and can assist communities in preparing emergency evacuation scenarios. Texas Flood Resiliency Activity Tracker (TxFRAT) This interagency project includes FEMA Region VI, Texas Division of Emergency Management (TDEM), Texas Water Development Board (TWDB)/Texas Natural Resources Information System (TNRIS), Texas Floodplain Management Association (TFMA), and USACE -Fort Worth, Galveston, Tulsa, and Albuquerque Districts. Currently in Texas, there are over 50 on-going federal and state flood risk identification, planning, and mitigation projects, which are led by multiple state and federal organizations •Multiple watershed protection plans will be reviewed and integrated to produce an implementable product •Plan will be built on Best Management Practices (BMP) for water quality •Nonstructural measures will include Green Infrastructure (GI) and low-impact development (LID) measures •GIS tool will be created to identify critical areas for GI/LID implementation Denton County Greenbelt Plan Texas Project Description Challenges Overcome / Continuing Challenges Successes/Best Practices Flood Risk Reduction Outcomes Partners and Project Cost Point of Contact Marie Loftin USACE Fort Worth District •City of Denton and stakeholders are working toward a “green belt plan” to preserve their watershed assets. •Goal is to protect and expand greenbelts to improve environmental function by supporting water quality, and improving quality of life and recreational opportunities •Efforts will lead to a reduction in flood risk by protecting the floodplain for Denton Co. and it’s three water supply/flood control reservoirs •Keeping all stakeholders engaged •Developing map layers for GIS tool based upon pertinent and relevant flood risk factors •Reducing redundancy regarding FRM management plans •Gauging public interest and providing education for project implementation •Project is in early stages of development •Interagency partners each provide different areas of expertise from planning to implementation (stormwater experts, GIS experts, water resource managers, biologists, ecologists, risk managers, and engineers) •Outreach will be critical to project success Agency Investment USACE $25K EPA $25K in-kind plus $50K match FEMA $10K In-kind TX Dept.Emerg.
