Commercial Swimming Pool Submittal Requirments
Requirements for Commercial Pools & Spas
In accordance with Section 14-114 of the City of Denton Code of Ordinance requires an application submittal for a permit to operate.
A non-refundable $160.00 application fee is required at the time of submittal.
In accordance with Section 14-113 of the City Code of Ordinance an applicant shall submit plans (drawn to scale and legible) of the
proposed pool, spa, or public interactive water feature or fountain. A plan review fee of $250.00 is required.
Pool Plan Submittal Requirements:
□ Site plan shall include:
Location of pool in relation to surrounding facilities. This includes fences, structures, gates, other
water features, stairs, ramps, openable windows, and doors.
Equipment layout, mechanical storage, and chemical storage areas.
□ Pool plan shall include:
Class designation, depth markers, exits/entries, bench, steps, water lounges, no diving symbol
markers, lights, skimmers, returns, coping, safety equipment, and signage.
Deck width and pool enclosure height and construction materials.
One or more cross sections of the pool through the main drain.
Pipe schematic showing pipe configuration, pipe size, valves/gauges, inlets, main drains, over
flow outlets, make-up water, and backwash from the filter.
Dimensional drawings of pool bottom and sidewalls.
Deck and walking surfaces detail demonstrating well drained non-slip surface.
Specification and cut sheets for all required components including pumps, filters, disinfectant
feeders, skimmers, inlets, drains, flow meters, mechanical ventilation, light fixtures, etc.
□ Energy Requirements for heated pools and spas
Must comply with section C404.9 of 2015 International Energy Conservation Code
Readily accessible on-off switch required for pool heater (C404.9.1).
Automatic time switch for heater and pump motor (C404.9.2).
Heated pools and spas shall be provided with a vapor-retardant cover (C404.9.3).
Swimming pool(s), public interactive water feature(s), or Spa(s) shall meet the requirements of the Texas Administrative Code,
Title 25; Health Service, Part I; Department of State health Services; Chapter 265; General Sanitation, subchapter L and
Subchapter M, as well as complying with the Virginia Graeme Baker Pool Spa Safety Act.

Pre-Gunite Inspections shall include:
Ensure that main drains and sumps meet the legal requirements in regard to distance, sump availability and
depth.
Ensure return lines are at least 12” below the design water level (Spas: returns in benches will need to be as
low as possible if they cannot get them 12” below water level).
Ensure adequate number of skimmers, lights, and returns are provided as approved during plan review.
Pre-Plaster Inspections shall include:
Fences, windows, gates and doors meet the legal requirements of the pool enclosure code that applies to the
type of pool (Chapter 757 for apartments; DSHS requirements for motels; City of Denton Ordinance 90-149
[minimum height 60 inches], etc.).
Required emergency summoning device or phone is installed in the correct location and dials the approved
emergency service and not the office or front desk line.
Pool or spa steps are adequately spaced for proper height and width and are properly tiled.
Tile lines required to be installed if there is a zero entry point, or tanning ledge, or if the pool is very deep.
Lights, skimmers, and returns are installed.
Safety equipment is available and phone or emergency call box is properly functioning.
Horizontal and vertical depth markers and “NO DIVING” markers are installed.
Pump room floor grade to drain.
Prior to plaster, ALL aspects of the pool and fence shall be completed.
Pool Final
Pool builder, owner, and operator shall be present.
Provide evidence that the pool operator has the proper test kit and the contractor provides operation
instructions for the equipment.
Water quality will be tested.
Extra drain cover is on hand.
Commissioning is required in accordance with section C408 of the 2015 International Energy Conservation
Code
*If heated, require insulated cover at Finals
Please note: An annual permitting fee of $160 is required, as are annual inspections. Any re-inspection fees will be ½ of
the annual permitting fee.
Note: Existing water facilities that undergo a change of ownership or those facilities that are remodeled, may be required
to meet current codes. Remodeled facilities includes any changes that alters the design of the aquatic venue; changing
equipment on a one for one basis will be considered normal maintenance.
