CITY OF DENTON CITY COUNCIL MINUTES
February 9, 1988
The Council convened into the Work Session at 7:00 p.m. in the
Civil Defense Room.
PRESENT:
Mayor Stephens; Mayor Pro Tem McAdams; Council
Members Alexander, Ayer, Gorton and Hopkins.
ABSENT:
Council Member Boyd.
1. The Council considered approval of a resolution
approving an interlocal ambulance agreement between the City of
Denton and Denton County for ambulance services; and declaring
an effective date.
The following resolution was considered:
RESOLUTION NO. R88-012
A RESOLUTION APPROVING AN INTERLOCAL AMBULANCE
AGREEMENT BETWEEN THE CITY OF DENTON AND DENTON COUNTY
FOR AMBULANCE SERVICES; AND DECLARING AN EFFECTIVE
DATE.
Alexander motion, Gorton second to approve the resolution. On
roll vote, McAdams "aye," Alexander "aye," Hopkins "aye,"
Gorton "aye," Ayer "aye," and Mayor Stephens "aye." Motion
carried unanimously.
2. The Conncil received an update on the landfill and
solid waste alternatives.
Lloyd Harrell, City Manager, stated that this item would be a
comprehensive look at the landfill and solid waste in general.
The item would be presented as (1) an overview, (2) short range
discussion of actions to take immediately, (3) long range
community decisions when the landfill was used, and (4)
discussion with Council as how to proceed when the landfill was
used.
Bill Angelo, Director of Community Services, presented the
overview. He estimated that the useful life remaining for the
landfill was at approximately 6 years which was 18 years less
than the original estimate. He listed the reasons for the
shorten life span of the landfill as (1) data problems and the
method of calculation of the life of the landfill, (2)
geological conditions of the site, (3) a much greater than
anticipated volume received at the landfill. He sited two
problems facing the Council with the shortened life span. The
first was how to retire the landfill debt. If it closed in 6
years, there would be 11 years of payments left to make.
Action was needed to pay the debt when the landfill closed.

The second problem would involve disposal alternatives of the
City - what to do in the future.
Charlie Watkins, Superintendent of Solxa Waste, reviewed the
current rate structure and the calculations used to determine
the remaining site life of the landfill. He discussed what the
rates needed to be at closure of the landfill to break even.
Watkins presented several scenarios relative to the rate
schedule and the retirement of the landfill debt.
Mayor Stephens :suggested a "town meeting" to inform the public
of suggested rates.
City Manager Harrell replied that Mr. Watkins had planned on
personally meeting with the greater volume customers to discuss
rate schedules.
Watkins presented alternatives for reducing volume at the
landfill which included baling, shredding and incineration.
None of these methods, however, would be cost effective for the
limited extension of life expectancy for the landfill.
Julia Moore, Administrative Analyst, presented pros and cons
regarding recycling alternatives for the City. Staff's
suggestions were to begin a voluntary newspaper drop box
program and use the money received for City beautification
projects.
Watkins presented alternatives to the Council regarding what to
do in 1994 when the landfill might possibly close.
Alternatives presented included (1) Resource Recovery, (2)
Refuse derived fuel, (3) Pyrolysis and bioconversion, (4)
Transfer, (5) Expand the existing site, and (6) Develop a new
site.
Bob Nelson, Executive Director of Utilities, presented a study
for a waste to energy facility.
Angelo presented the staff recommendations which included: (1)
Council appoint a committee to assess the' City's role in
providing solid waste services and evaluate disposal
alternatives with a recommendation for Council within 6-9
months, (2) raise the landfill charges to $2.72, (3) increase
dumpster and roll-off rates to a midpoint of a rate needed to
break even at closure, (4) in one year, increase dumpster and
roll-off rates to a rate needed to break even at closure and
(5) implement a newspaper drop box program.
Consensus of the Council was to proceed with the above
recommendations.
