Minutes April 23, 199183 CITY OF DENTON CITY COUNCIL MINUTES APRIL 23, 1991 The council convened into the Special Call Session at 5:15 p.m. in the Civil Defense Room. PRESENT: Mayor Castleberry: Mayor Members Alexander, Ayer, Trent. Pro Tem Boyd; Council Gorton, Hopkins and ABSENT: None 1. The Council convened into Executive Session to discuss legal matters (considered action in Kelsoe v. CitE, and considered action ~n Verhotz v. C!~Z), real estate and personnel/board appointments (considered appointments to the Building Code Board, Community Development Block Grant Committee, the Electrical Code Board, the Historic Landmark Commission, the Human Services Committee, the Downtown Advisory Board and the Sign Board of Appeals.) 2. The Council received a report and considered approval of a formal letter of support for an I35W corridor foreign trade zone. L[nda Ratliff, Economic Development Coordinator, stated that she was ready to respond to any questions the Council might have. Council Member Gorton asked what additional benefits a foreign trade zone would have above and beyond what the Freeport Amendment gave. Ratliff responded that the inventory which was exempt under the foreign trade zone was any inventory which was being exported or imported. There was no time limit on the inventory. The Freeport Amendment had a limitation of 175 days and involved certain types of materials and had qualifications on who owned the materials. Freeport applied to all inventory which came into the State and left the State through that company while the foreign trade zone only applied to that material which had been imported or would be exported. Council Member Ayer stated that the proposed foreign trade zone consisted of four widely separated parcels of land. Was that permissible, Ratliff replied that it did not have to be contiguous. Deputy City Manager Svehla stated that if part of a company.s business was to import an item or to be a warehouse distribution center, then they would need to look for an area which had a foreign trade zone. There might be a small inventory tax which would be lost but if the trade zone were not available, the company might not locate in the area. 84 City of Denton City Council Minutes April 23, 1991 Page 2 Council Member Gorton asked if the majority of the zone was located on the Alliance Airport property. Tim Ward. Perot Group, indicated that the ma]or portion of the developable property was in Denton County. Hopkins motioned. Boyd second to approve a formal letter of support for an I35W corridor foreign trade zone. On roll vote, Trent "aye," Alexander "aye.', Hopkins "aye," Gorton "aye.', Ayer "aye."
