CITY OF DENTON CITY COUNCIL MINUTES
NOVEMBER 16, 1992
The Council convened in a joint session with the Denton Independent
School District Board of Trustees on Monday, November 16, 1992, at
12:00 noon at the Denton Independent School District Administration
Building, 1307 N. Locust, Denton, Texas.
PRESENT:
Mayor Castleberry, Mayor Pro Tem Hopkins, Council
Members Chew, Smith, Perry, Brock, and Miller.
ABSENT: None
1. The Council held a discussion regarding various issues relative
to the City of Denton and the Denton Independent School District.
The following items were discussed:
1. Lloyd Harrell, City Manager, reported that Dr. Tim Sonnenberg,
Susan McGuire, Bill Angelo and he had met regarding televising of
Council and School Board meetings and determined a number of issues
which needed clarification. A report on the joint program was
scheduled for presentation to the City Council and the School Board
by mid December.
Mr. Harrell stated that the city intended to maintain the spirit of
cooperation in coordination of future bond issues. The city had
completely exhausted bond money. In order to finance future CIP
issues, the city needed another bond issue but promised to work
closely with the DISD and its future bond efforts.
Mr. Harrell reported that the city was moving ahead with
determining city space needs. The city was searching for an
architect for the design on the Denton Municipal Complex and hoped
to have a contract ready for Council award by the first quarter of
1993 with the anticipated move of city offices by the end of the
year.
Mr. Harrell reported that Jesus Nava, Assistant to the City
Manager, had accepted a position as Assistant City Manager for the
City of Laredo.
2. Dr. Tim Sonnenberg, Superintendent of Schools, stated that the
DISD anticipated the report on the public access channel as a
positive joint effort which was beneficial to both groups.
Dr. Sonnenberg stated that the School District also wished to
cooperate with the city in coordinating future bond issues. Dr.
Sonnenberg reported that at the last Board meeting a list of
improvements for the District totalling approximately $20 million
was presented. The improvements included some changes to the new
Rlvera Elementary School, another elementary school to help meet

the state mandated class levels, some additional renovations to the
Denton High School - West campus, modifications to a number of
other facilities, and an upgrade in technology.
Mayor Castleberry asked for a briefing on the possibility of year
round school.
Dr. Sonnenberg reported that the issue of year round school had not
died and gone away. The Board decided not to get into any pilot
program during the current year because of financial constraints.
When year round school was initiated, the program was on a campus
by campus basis. The biggest fear of year round school was
multiple tracking in an individual family.
Mayor Castleberry asked about future building proposals.
Dr. $onnenberg reported that a scheduled review by the Board
concerning the impact of the proposed building projects was
anticipated in five years, and future proposals re-evaluated based
on enrollment figures and cost.
Council Member Jack Miller asked for a short synopsis of what was
happening in Austin in regard to school finance and the impact on
Denton.
Dr. Sonnenberg reported that the two issues reviewed by the
legislature needed to address equitable distribution of school
funds and adequacy of the level of funding. Presently, Denton
stood to lose approximately $500,000.
Jean Schaake, School Trustee, questioned the timetable for the
city's CIP bond issue.
Mr. Harrell stated that since the city was out of funds there was
no money to do any major projects and the city looked to go to the
voters fairly quickly.
Jane Hopkins, Mayor Pro Tem, stated that at least a six month
timetable was needed since the process had not been started.
Vicki Holt, School Trustee, asked if there was anything new on the
economic development front.
Mayor Castleberry reported that the outlet mall was open and the
city looked forward to an increase in sales tax. The next phase of
the mall was scheduled to begin after the first of the year.
Peterbilt had brought people to Denton for the last four weekends
and required decisions on transferring employees by the first part
of December.
