JUNE 16, 1999
The Council convened into a joint meeting with the Executive Board of the Denton Chamber of
Commerce on Wednesday, June 16, 1999 at 11:30 a.m. in the Council Work Session Room,
City Hall.
PRESENT: Mayor Miller; Mayor Pro Tem Beasley; Council Members Burroughs,
Cochran, Durrance, and Kristoferson
ABSENT: Council Member Young
1. Mayor Miller called the meeting to order and announced a quorum was present.
2. The Council received a briefing and held a discussion regarding the Citizen’s Advisory
Committee to study capital improvement needs for a possible January 2000 bond election.
Rick Svehla, Deputy City Manager and Kathy DuBose, Assistant City Manager for Fiscal and
Municipal Services, reviewed the formation of the committee, the time frame for the work of
the committee and the charge given to the committee.
3. The Council received a briefing and held a discussion regarding a community consensus
workshop on economic development.
Chuck Carpenter, Denton Chamber of Commerce, stated that a new marketing director had
been hired for the Chamber. She would be working on being more innovative with economic
development. He asked for information from the Council as to whether or not a community
workshop on economic development would be beneficial.
Council Member Cochran felt that it was a good idea and would allow for different points of
view from the community regarding economic development.
Discussion on the issue indicated that the challenge was to have more businesses/industries in
Denton and not just new housing. The formation of a workshop should consider holding the
meeting during an evening rather than on a Saturday. Citizens should be educated about the
importance of economic development. A plan should be formulated and compiled regarding
economic development. After the workshop five to ten specific economic development ideas
from the citizens should be presented that were results-oriented with specific definitions as they
related to the city/chamber partnership.
City Manager Jez suggested that Council invite participants for the meeting and involve the
Chamber, the DISD and the two universities. Newspaper articles could be placed with an
invitation for all to attend.
4. The Council received a briefing and held a discussion regarding the draft
Comprehensive Plan.
Dave Hill, Assistant City Manager for Development, reviewed the basics of the

Comprehensive Plan. The Plan would be reviewed at the Council meeting of June 22 with

public comment opportunities following at neighborhood meetings and a workshop. Staff
would work with the Chamber for a proper forum for presenting the plan at the Chamber and
Chamber committees for comments.
5. The Council held a discussion regarding the possibility of future joint meetings.
Mayor Miller stated that a representative from Senator Gramms’ office would be in Denton on
June 21st and invited Chamber representatives to attend.
Discussion regarding future joint meetings indicated that the City Manager and Chamber
Director would work on holding the meetings on a semi-annual basis.
6. With no further business, the meeting was adjourned at 1:15 p.m.
